1. General information
The FSUE “Rosmorport” Vostochny Branch renders the following ecological services in the seaports of Vostochny and Nakhodka:
- collection and disposal of all types of shipboard wastes (except ballast waters) according to the requirements of 73/78;
- collection and disposal of solid domestic wastes, wastes mineral oil, oily rugs, and also collection of quicksilver-bearing lamps for demercurization delivered to collection points of the Vostochny Branch by organizations operating on the territory of the seaports;
- cleaning water facilities adjoining the seaport berths from waste and oil contaminations;
- setting booms on request of interested organizations;
- localization and liquidation of emergency oil and/or oil products leaks.
Providing services on neutralization and disposal od waste is carried out by the Vostochny Branch according to License of Neutralization and Disposal of Hazardous Waste dated от 19.02.2013 № 077 005 , issued by Rosprirodnadzor.
The Vostochny Branch possesses necessary equipment for collection, transportation and disposal of shipboard waste from vessels and coastal organizations, for cleaning water facilities and setting booms.
The ecological fleet of the branch in the seaports of Vostochy and Nakhodka consists of 6 vessels of different purposes.

For disposal of waste collected from vessels and organizations operating in the seaports of Vostochny and Nakhodka, the Vostochny Branch possesses an incinerator station IN.50.2 for thermal treatment of wastes, with burning power of 100 kilos per hour, maintained by operators trained in treatment of hazardous wastes.
2. Ecological services terms and conditions
Terms and conditions for collection of shipboard wastes and contaminations from water facilities
Services on collection of shipboard wastes and contaminations from water facilities in the seaports of Vostochny and Nakhodka are rendered by the Vostochny Branch on a basis of a standard service contract (further referred to as – Water Area Cleaning Contract).
In order to negotiate a Water Area Cleaning Contract the client shall send a Contract Application to the Vostochny Branch by fax: +7 (4236) 66-54-28 or scanned by e-mail: mail@vf-rmp.ru. The application is reviewed within 24 hours, and if services are technically possible, the client is sent two copies of a Water Area Cleaning Contract for signing. The Contract signed by the client shall be sent back to the Vostochny Branch.
Services on collection of wastes and contaminations from the surface of water facilities in the water areas of the seaports of Vostochny and Nakhodka are rendered by the Vostochny Branch on terms and conditions stipulated by the Water Area Cleaning Contract.

Terms and conditions of services on collection of wastes from organizations operating in the seaports of Vostochny and Nakhodka
The Vostochny Branch renders services on collection and disposal of solid domestic wastes, oily rugs, wasted mineral oil, demercurization of quicksilver-bearing delivered to collection points of the Vostochny Branch by organizations operating on the territory of the seaports of Vostochny and Nakhodka. These services are rendered by the Vostochny Branch on a basis of a service contract for collection and disposal of solid domestic wastes, oily rugs, and wasted mineral oil, and also a service contract on collection of quicksilver-bearing lamps for demercurization (further referred to as Waste Collection Contracts).
To negotiate the Contracts, the client shall send written applications for a requested Waste Collection Contract to the Vostochny Branch by fax: +7 (4236) 66-42-40 or scanned by e-mail: Eco1@vf-rmp.ru. The application is reviewed within 2 days, and if the requested service is technically possible, the client is sent two copies of a Waste Collection Contract for signing. The Contract signed by the client shall be sent back to the Vostochny Branch.
Services on collection and disposal of wastes from organizations operating in the seaports of Vostochny and Nakhodka are rendered according to terms and conditions of the Waste Collection Contracts.

Terms and conditions of boom setting services
Services on boom setting in the water areas of the seaports of Vostochny and Nakhodka are rensered by the Vostochny Branch on the basis of a standard service contract (further referred to as a Boom Setting Contract).
In order to negotiate a Boom Setting Contract the client shall send a Boom Setting Contract Application to the Vostochny Branch by fax: +7 (4236) 66-54-28 or scanned by e-mail: mail@vf-rmp.ru. The application is reviewed within 3 days, and if services are technically possible, the client is sent two copies of a Boom Setting Contract for signing. The Contract signed by the client shall be sent back to the Vostochny Branch.
Services on boom setting in the seaports of Vostochny and Nakhodka are rendered by the Vostochny Branch on terms and conditions stipulated by the Boom Setting Contract .

Terms and conditions of localization and liquidation of emergency oil and/or oil products leaks
In case of emergency oil and/or oil products leaks to the water facilities located in the water areas of the seaports of Vostochny and Nakhodka the Vostochny Branch takes appropriate actions on localization and liquidation of emergency leaks according to the following procedure.
In case of emergency oil and/or oil products leaks to the water facilities located in the water areas of the seaports of Vostochny and Nakhodka a ship owner or operator of a sea terminal (or their official representatives) (further referred to as Client) report the incident to the state port supervision inspection of FSE “Administration of the Vostochny seaport” by phones: +7 (4236) 66-53-86 or +7 (4236) 66-54-17 (round the clock), if the leak took place in the Vostochny seaport, and to the state port supervision inspection of FSE “Administration of the Nakhodka seaport” by phones: +7 (4236) 69-96-87 (round the clock), if the leak took place in the Nakhodka seaport.
Then the client shall contact the FSUE “Rosmorport” Vostochny Branch by phones:
+ 7 (914) 709-51-89 (round the clock);
+7 (914) 709-17-90 (round the clock);
+7 (914) 709-54-49 (round the clock);
+7 (4236) 66-42-98 (Monday through Friday from 8:15 till 17:15 local time),
and report the following information:
- name of organization;
- name of vessel and current place of its mooring;
- cause of emergency leak and approximate amount of leaked oil and/or oil products.
After emergency leak has been reported verbally to the appropriate state port supervision inspections, needed amount of boom-setting vessels and an oil garbage removing vessels is presented to the place of the leak.
Simultaneously, a written application shall be sent to the Vostochny Branch by fax: +7 (4236) 66-42-40 or scanned by e-mail: mailto:Eco1@vf-rmp.ru in order to negotiate a standard service contract on cleaning of the water area, localization and liquidation of emergency oil and/or oil products leaks (further referred to as – Leak Liquidation Contract). The Vostochny Branch sends to the Client two copies of a Leak Liquidation Contract, which shall be signed and sent back to the Vostochny Branch before the end of liquidation works. After the Vostochny Branch completed the requested works, an act for provided services is made describing the works carried out by the Vostochny Branch vessels and indicating the amount of sorbent spent during the works.
Terms and conditions for conducting localization and liquidation of emergency oil and/or oil products leaks are defined by the Leak Liquidation Contract.

Terms and conditions of shipboard waste collection services in the seaport of Vostochny
Shipboard waste collection services in the seaport of Vostochny are provided in accordance with the Compulsory Regulations in Vostochny Seaport approved by the Ministry of Transport of Russia order dated 11.01.2011 № 10 (as amended and supplemented).
In order to collect shipboard waste in the Vostochny seaport, a ship owner/sea agent shall file a written application to the Pilotage service of the Vostochny Branch 12 hours before the call to the Vostochnny Seaport by fax: (4236) 66-42-40 or scanned by e-mail: Eco1@vf-rmp.ru, or reports necessary information verbally by phone: +7 (4236) 66-42-28, or UHF channel 14 (call sign – “SLV Argus”) (Round the clock). The application is reviewed within 1 hour and if the requested works are technically possible, SLV (an oil garbage removal vessel) Argus heads towards the designated place at designated time to perform shipboard wastes collection. After collection is completed, a certificate on shipboard wastes collection is issued and signed by the captain of the vessel, the captain of the oil garbage removing ship, and stamped by vessel stamps, indicating the date, time, types and amount of collected wastes.
Terms and conditions of shipboard waste collection services in the seaport of Nakhodka
Shipboard waste collection services in the seaport of Nakhodka are provided in accordance with the Compulsory Regulations in Nakhodka Seaport approved by Ministry of Transport order № 169 dated 23.06.2011 shipboard wastes collection in the Nakhodka seaport is not compulsory.
In order to collect shipboard wastes in the Nakhodka seaport, a ship owner/ sea agent shall send a written application to the Vostochny Branch Pilotage Service 12 hours before the call to the Vostochnny Seaport by fax: +7 (4236) 66-42-40, or scanned by e-mail: Eco1@vf-rmp.ru, or reports the necessary information in accordance with the application form verbally by phone: +7 (4236) 69-80-38 or by UHF channel 68 (call-sign “SLV Portovik-3”) (round the clock). The application is reviewed within 1 hour, and if the requested works are technically possible, SLV (an oil garbage removal vessel) Portovik-3 heads towards the designated place at designated time to perform shipboard wastes collection. After collection is completed, a certificate on shipboard wastes collection is issued and signed by the captain of the vessel, the captain of the oil garbage removing ship, and stamped by vessel stamps, indicating the date, time, types and amount of collected wastes.
Ecological dues are charged for services on collection of shipboard wastes in the seaports of Vostochny and Nakhodka. Services on shipboard wastes collection from vessels exempt from ecological dues and delivery of shipboard wastes in the seaports of Vostochny and Nakhodka, are provided in accordance with the Vostochny Branch tariffs. Information on ecological dues rates, charging procedure and tariffs of the Vostochny Branch is available in the section “Harbor Dues and Tariffs of the Vostochny Branch”.
Application of decreasing ratios to the ecological dues rates for vessels possessing the necessary environmental protection equipment according to the requirements of MARPOL 73/78, is done after the vessel has been examined by the Vostochny Branch representatives.
Application for examination of the vessel describing destination of vessel and suitable hours for the visit of a Vostochny Branch representative is filed verbally by phones:
- in Vostochny seaport:

The application shall be reviewed urgently, and if the requested works are technically possible, a representative of the Vostochny Branch sets out for to the designated destination and at designated time to examine the environmental protection equipment of the vessel. After the examination a certificate on the ecological condition of the vessel is issued and signed by the captain and the representative of the Vostochny Branch. It serves as a ground for the payment of ecological dues.
