     The FSUE “Rosmorport” Vostochny Branch conducts its activities in strict conformity with the requirements of Russian legislation and international norms of environmental protection. The branch elaborates, plans and implements a complex of measures for decreasing the negative influence on the environment on a regular basis.

I. Environmental protection during current economic activities


     The FSUE “Rosmorport” Vostochny Branch takes the following environmental protection measures during current economic activities. 

     1. Atmospheric air protection 

     In order to implement statutory activities, the Vostochy Branch possesses auxiliary fleet vessels, a transport park, and an incinerator station ИН 50.2. All transport and equipment is subject to regular checks and repairs to maintain their characteristics within the set parameters. Taking into consideration that their operation provides emissions into the atmosphere, and in order to meet the requirements of Russian legislation, the Vostochny branch elaborated a project stipulating the standards for maximum allowable emissions to the atmosphere. On the basis of this project the Federal Service for Technical Supervision Department for Primorye Territory issued a permit for emissions to the atmospheric air № 87–04П\10 dated 24.05.2010

     2. Water resources protection 

     The Vostochny Branch uses sea water facilities in the water areas of the Vostochny and Nakhodka seaports in order to implement its statutory goals. According to Russian legislation the branch received necessary permits and made water use contracts. In particular, the Vostochny Branch: 
     1) received: 
       • a permit for release of pollutants with a disorganized surface flow from sites №№ 1-4 into the relief and the water collecting areas in the Vrangel and Nakhodka Bays № 6656 dated 22.10.2008, issued by Federal Service for Technical Supervision Department for Primorye Territory; 
       • a permit for release of pollutants into the environment (water facilities) with sewage for the Argus and the Portovik-3 bilge-water removing ships № 7191 dated 27.03.2009, issued by Federal Service for Technical Supervision Department for Primorye Territory; 
       • a permit for release of pollutants with sewage from sites №№ 1-5 into the water collecting areas in the Vrangel and Nakhodka № 6129 dated 20.03.2008, issued by Federal Service for Technical Supervision Department for Primorye Territory; 
     2) made: 
       • a water use contract for the Vostochny Branch berth placement № МО-00.00.00.000-М-РПБВ-Т-2008-00016/00 dated 25.03.2008 with the Amur Basin Water Department of Federal Water Resources Agency for Primorye Territory; 
       • a water use contract for use of the Vrangel Bay water area № МО-20.04.00.002-М-ДРБВ-Т-2010-00307/00 dated 06.08.2010 with the Amur Basin Water Department of Federal Water Resources Agency for Primorye Territory; 
       • a water use contract for use of the Nakhodka Bay water area № МО-20.04.00.003-М-ДРБВ-Т-2010-00306/00 dated 6.08.2010 with the Amur Basin Water Department of Federal Water Resources Agency for Primorye Territory. 
     According to the Program of regular supervision of water objects and water-conservation zone approved by the Amur Basin Water Department of Federal Water Resources Agency for Primorye Territory, the Vostochny branch with the help of a certified laboratory conducts quarterly selection and analysis of the canitary sewage samples, deactivated bilge water samples, and also water samples from water facilities. The collected data and reports are submitted, according to the established procedure, to the Amur Basin Water Department of Federal Water Resources Agency for Primorye Territory. 

     3. Land plots protection 

     In order to prevent pollution and littering of the Vostochny Branch territory, the branch takes the following measures: 
     - maintenance of temporary storage places in accordance with the requirements of Russian legislation; 
     - timely disposal of noncombustible wastes of 4-5 classes of hazards to the city landfill, according to contracts with specialized certified organizations. 

     4. Waste disposal 

     The Vostochny Branch keeps records of volumes of wastes produced by the branch activities, control after places of their temporary disposition and accumulation and frequency of their disposal. 
     Waste disposal is executed by thermal treatment in an incinerator station ИН 50.2. by operators trained in treatment of hazardous wastes. 
     Combustible wastes are thermally treated, and non-combustible ones are sorted and placed into special containers for further transportation and disposal to the city landfill, according to contracts with specialized certified organizations. 
     The Vostochny Branch received limits for waste disposal № 522-04П\10 dated 02.07.2010, issued by Federal Service for Ecological, Technological and Atomic Supervision Department for the Far East.

     5. Emergency liquidation

     According to the requirements of the Russian legislation, in 2008 the Vostochny Branch elaborates, approved and put into operation the agreed Plan on Prevention and Liquidation of Emergency Oil and Oil Products Leaks in order to enable readiness, prompt reaction and organization of liquidation works in the Vostochny Branch responsibility coverage zone.
     In order to extinguish emergency leaks of oil, oil products, and other hazardous chemicals in the water areas of the seaports of Vostochny and Nakhodka, an off-duty emergency and rescue team was created in the Vostochny Branch. According to the decision of Territorial Assessment Committee of the Federal Agency for Transport Supervision Department in the Far East № 002/10-ДВУ dated 02.02.2010, the Vostochny Branch received certificate on the right to conduct rescue operations and other urgent works in emergency situations № 6-901-50-001 dated 02.02.2010, issued by Interdepartmental Committee on performance Review of Emergency Rescue Teams, Rescuers and Rescue Educational Establishments. 
     The emergency and rescue team members of the Vostochny Branch regularly take basic and special professional development courses elaborated in the State Sea University under the name of Admiral G.I. Nevelsky. That helps them not only to maintain necessary level of readiness, but also to develop their professional skills, and enable them to solve tasks more efficiently. Trainings on liquidation of emergency oil and oil products leaks liquidation are occasionally conducted in order to make the branch ready to fight emergency leaks and to rehearse the actions of the employees. 
     The water areas of the seaports of Vostochny and Nakhodka are regularly cleaned from floating wastes and inspected in order to find and extinguish sea pollutants, with the help of the MSP-90 boom-laying vessel designed for laying of the booms, and four special oil garbage disposal vessels of the Vostochny Branch.

II. Environmental protection during collection of shipboard wastes


     The Vostochny Branch uses specialized vessels – the Argus and the Portovik-3 bilge-water removing ships, which render services on collection of shipboard wastes and polluted waters from vessels, according to the requirements of MARPOL 73/78. Wastes collected from vessels are placed in the temporary storage places in specialized leak-free metallic containers for further disposal in an incinerator station. 
     The activities on shipboard wastes collection are carried out by the Vostochny Branch according to License of Collection, Usage, Neutralization, Transporting, Disposal of Hazardous Waste, issued by Federal Service for Technical Supervision. 
     The Vostochny Branch staff includes a specialized structural subdivision on environmental protection with highly professional experts who studied in: 
     - the Far East State University, a course in treatment of hazardous wastes; 
     - the Sea Protection Institute of the State Sea University under the name of Admiral G.I. Nevelsky, courses in basic preparation for managers and ratings, which enables high-quality implementation of works both in the field of shipboard waste collection and emergency oil leaks liquidation in the seaports of Vostochny and Nakhodka by the Vostochny Branch.

III. Environmental protection during construction/reconstruction of port infrastructure facilities


     In the framework of expanding the production base of the Vostochny Branch in the seaport of Vostochny, it is planned to implement a project on reconstruction of a berth for mooring of ecological fleet vessels. The project is financed by FSUE “Rosmorport”. 
     In December 2008 project documentation for reconstruction of a berth for mooring of ecological fleet vessels elaborated by JSC DNIIMF (Vladivostok) received a positive conclusion of a state ecological expertise № 201/09, issued by Urban Development Department of Primorye Territory. 
     In May 2009 public hearings on impelemntation of the project were conducted. There were no grounds against reconstruction of a berth for mooring of ecological fleet vessels in the seaport of Vostochny, Nakhodka City District, and the project was agreed with the Administration of the Nakhodka City District. 
     The project received a positive conclusion of an ecological expertise № 25-04П dated 27.07.2009, issued by Federal Service for Ecological, Technological and Atomic Supervision Department for the Far East. The project documentation was also agreed with the Federal Fishery Agency. 
     At present, a tender for a subcontract on construction and installation works for reconstruction of a berth for mooring of ecological fleet vessels in the seaport of Vostochny is being held. 

IV. Environmental protection expenses of the Vostochny Branch


     The total expense of the Vostochny Branch on complex environmental protection measures, including payments for negative infouence on the environment in 2009 were more than 1.3 million roubles.

V. Prospects of environmental protection activities

 
    The FSUE “Rosmorport” Vostochny Branch main tasks in the field of environmental protection for the near future will be: 
     • decrease of negative influence on the environment during all kinds of activities; 
     • modernization of the Vostochny Branch harbor vessels in order to decrease emissions into the atmosphere; 
     • implementing modern energy and resource saving technologies; 
     • increasing ecological monitoring over all kinds of activities of the Vostochny Branch.
