2. Harbour dues application rules in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi
 
     Regulations on application of harbor dues rates in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi are established by Order No. 223/16 dated 10.03.2016 of the FTS of Russia.

     Harbor dues rates are applied for calculation of payments for services, rendered by the FSUE “Rosmorport” Far Eastern Basin Branch, on the use of certain infrastructure facilities of the seaport, ensuring safety of navigation in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi and on approaches to them.

     Harbor dues are paid by Russian and foreign ship owners or authorized by them persons for a vessel’s port call at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi, exit from the seaports, and also transiting through the correspondent seaports.

     Harbor dues in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi are established for Russian vessels navigating under the Russian Federation flag (hereinafter – Russian vessels), and vessels navigating under flag of foreign states (hereinafter – foreign vessels).

     Harbor dues rates in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi are established for Russian vessels on foreign voyage and foreign vessels, as well as for Russian vessels carrying out coastal voyage, and are differentiated according to the types of vessels:

  • all vessels, except ro-ro ships, dry-cargo ships, container ships and tankers;
  • ro-ro ships, dry-cargo ships, container ships;
  • tankers.

     Foreign vessels carrying out coastal voyages, pay harbor dues at the rates established for foreign vessels in foreign traffic.

     Flag and type of vessel are determined by the vessel's documents.

     For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.

     Harbor dues rates are established per unit of gross tonnage indicated in the Rating Certificate.

     Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.

     In the absence of information in the Rating Certificate about gross tonnage of the isolated ballast tanks and on reduced gross tonnage of the tanker, harbor dues are calculated with a coefficient of 0.9.

     For the calculation of harbor dues, passenger vessel with gross tonnage more than 40,000 is considered to be equal to gross tonnage of 40,000.

     Harbor dues for vessels without Rating Certificate are calculated according to conditional vessel volumetric capacity, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.

     At vessel’s call at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi, harbor dues are paid according to the voyage, on which the vessel entered the corresponding seaport. At vessel’s exit from the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi, harbor dues are paid according to the voyage, on which the vessel departed from the seaport. Ecological dues are paid according to the voyage (coastal of foreign), on which the vessel entered the corresponding seaport.

     Vessels, entering the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi without cargo, pay harbor dues (including ecological dues) according to voyage, for carrying out of which the vessel called at the seaport. Vessel, departing from the corresponding seaport without cargo, pay harbor dues according to voyage, on which the vessel entered the seaport.

     Vessel, calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi without performing cargo or passenger operations, and also transiting through the corresponding seaport water area, pay harbor dues according to rates for the current voyage (coastal or foreign).

     Harbor dues rates (except for rates pilotage dues and navigation dues related to vessel traffic system (hereinafter – VTS) for vessels calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet without performing cargo operations and passenger servicing, transiting through the corresponding seaport water area, except for cases stipulated in paragraphs 1.12, 1.14 of Order No. 223/16 dated 10.03.2016 of the FTS of Russia, are applied with coefficient 0.5.

     Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow have a different type, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35. When determining conditional volumetric capacity of a raft, raft's draft is taking into account instead of depth overall.

     Harbor dues charged from lighter aboard ship, which carries out cargo operations, are calculated according to the total gross tonnage of lighters delivered by the lighter aboard ship when calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi and took up by it when departing from the corresponding seaport.

 

     Harbor dues rates are not applied for the following vessels:

  • training, simulation training vessels and production-training vessels used for educational activities;
  • vessels performing state supervision and control functions;
  • naval vessels (including naval vessels under foreign flags) and military support vessels;
  • vessels intended for protection and preservation of marine environment not used for commercial purposes;
  • vessels intended for search and rescue operations not used for commercial purposes.

 

     Harbor dues rates, except for pilotage dues, are not applied for the following vessels:

  • icebreakers;
  • scientific and research vessels;
  • small vessels;
  • pleasure boats not exceeding 20 m in length;
  • sport sailing ships;
  • vessels carrying out operations on maintenance and supply of vessels, infrastructure facilities in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi and operating in water area of one seaport or adjacent water areas of the seaports of Vostochny and Nakhodka;
  • vessels passing sea trials.

 

     For calculation of payments for vessels, listed in paragraphs 1.11 and 1.12 (except for paragraph 5) of Order No. 223/16 dated 10.03.2016 of the FTS of Russia, harbor dues rates are applied in cases, if they perform cargo operations or passenger servicing, as well as towage between seaports having no adjacent water areas.

 

     Harbor dues rates, except for pilotage dues and navigation dues related to VTS, are not applied for the following vessels:

  • vessels proceeding from the sea to internal roads on the approaches to the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi and proceeding from the roads to the sea without performing any operations on the road;
  • vessels calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi involuntarily, due to threat to vessel or crew safety, life and health of passengers, without performing cargo operations and passenger servicing in the correspondent seaport;
  • vessels, calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi for emergency repair without performing cargo operations and passenger servicing in the correspondent seaport.

     Harbor dues, except for pilotage dues, are not applied for vessels calling at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga, Posyet and Tiksi for the second time after exit from the corresponding seaport under decision of the port authorities or for performance of compass adjusting operations.

     The given harbor dues rates are basic, to which the coefficients specified in this regulation are specified. When applying to a vessel several coefficients, they are successively multiplied.

     Russian vessels of fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and to the continental shelf of the Russian Federation and back without calling at foreign seaports, pay harbor dues in the seaports of Vladivostok, Vostochny, Nakhodka, Olga, Posyet, Tiksi and Zarubinoat the rates of coastal navigation.

     Russian vessels carrying out fishing in the inland sea waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering of water biological resources catches and produced from them fish and other products for processing or sale in the territory of the Russian Federation, pay harbor dues in the seaports of Vladivostok, Vostochny, Nakhodka, Olga, Posyet, Tiksi and Zarubino according to the coastal navigation rates with coefficient 0.3.

     Russian vessels with maximum length of 35 m carrying out coastal fishery in the inland sea waters and territorial sea of the Russian Federation are exempt from payment of harbor dues in the seaports of Vladivostok, Vostochny, Nakhodka, Olga, Posyet, Tiksi and Zarubino.

     Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues in the seaports of Vladivostok, Vostochny, Nakhodka, Olga, Posyet, Tiksi and Zarubino with the coefficient 0.9.

     Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Vladivostok, Vostochny, Nakhodka, Olga, Posyet, Tiksi and Zarubino at the rates of coastal shipping with the coefficient 0.3.

     Passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate, pay harbor dues at rates and under rules applied to ro-ro vessels.

     Vessels navigating between non-adjacent water areas of the seaport, in the case of obtaining a permission of multiple short-term exit from the seaport and entrance to the seaports of Vladivostok, Vostochny, Olga, Posyet or Nakhodka, provided in Compulsory regulations in the corresponding seaport, pay harbor dues once at first exit from the seaport of Vladivostok, Vostochny, Olga, Posyet or Nakhodka or Kaliningrad and at entrance to the corresponding seaport in accordance with this permission.

 
Canal dues
 
     Canal dues are charged for the passage of vessel through a canal when entering the seaport of Vostochny and departing from the seaport, or transiting through the seaport of Vostochny water area.

     Passenger vessels pay сanal dues in full in the seaport of Vostochny once per one calendar year when first calling at the seaport of Vostochny and departing from the seaport.

     Starting from the second call at the seaport of Vostochny, passenger vessels pay Canal Dues with a coefficient of 0.25 to the established rates for each call at the seaport of Vostochny and departure of the vessel from the seaport.
 

Pilotage dues


     Pilotage dues in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet are charged for pilotage of vessel within the established area of compulsory (optional) pilotage, for vessel’s calling at the seaport, vessel’s departure from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 dated 10.03.2016 of the FAS Russia which starts/ends with pilotage.

     The boundaries of areas of compulsory (optional) pilotage, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” Far Eastern Basin Branch in the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga and Posyet are specified in the section “Pilotage services of the Far Eastern Basin Branch”.

     Pilotage dues include payment for means of transport used for delivery and removal of a pilot to/from a vessel.

     Pilotage dues for pilotage are paid for each mile. Incomplete mile is counted as a full mile.

     Pilotage dues are paid for each independent pilotage operation, including:

     1) anchoring, mooring at mooring buoys;

     2) unanchoring, unmooring from mooring buoys;

     3) mooring at berth;

     4) unmooring from berth;

     5) docking/undocking.

     For pilotage between berths, berth and road, and back, pilotage dues are paid according to the pilotage rates for each mile. Incomplete mile is counted as a full mile

     For vessels (except for passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of pilotage dues.

     For the calculation of the value of pilotage dues, vessel with gross tonnage less than 1,400 is considered equal to vessel with gross tonnage 1,400 (except small, sport sailing, pleasure vessels). For the calculation of the value of pilotage dues, gross tonnage of small, sport sailing, pleasure vessels is determined according to the provisions of paragraph 1.7 of Order No. № 223/16 dated 10.03.2016 of the FAS Russia.

     When shifting vessel alongside the berth with a pilot aboard, the pilotage dues are paid for operation with coefficient 0.5.

     Upon refusal from services of pilot called on vessel, 50% of the pilotage dues for pilotage and operation, due for the service for which the pilot was called, shall be paid.

     Vessels carrying out operations on servicing and supply of vessels in the water areas of the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet and the approaches to them, including the inner and outer roads, infrastructure facilities of the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet, using the services of a pilot, pay pilotage dues according to the coastal navigation rates. 

     In accordance with FSUE “Rosmorport” Order No. 327 of July, 25 2017 when calculating pilotage dues in the seaports of Vladivostok, Vostochny and Nakhodka the following coefficients to the rates of pilotage dues are taken:

  • for container carriers working on lines opened in established order, the coefficient is 0.85;
  • for container carriers with an open top («Open top»), working on lines opened in established order, the coefficient is 0.75

     Under FSUE “Rosmorport” Order No. 327 of July, 25 2017 coefficient 0.6 is applied to the rates of foreign shipping pilotage dues when calculating pilotage dues in the seaport of Nakhodka for moving vessels between the berths of the seaport of Nakhodka. 

     By FSUE “Rosmorport” Order No. 327 of July, 25 2017 a 0.75 coefficient is applied to the rates of foreign shipping pilotage dues in Slavyanka sea terminal of the seaport of Posyet.

 

Lighthouse dues
 
  Lighthouse dues are charged for call at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga and Posyet and the exit of the vessel from the seaports or transiting through the corresponding seaport water area
 
Navigation dues
 
     Navigation dues are charged for call at the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet and vessel’s departure from the corresponding seaport. For vessels, transiting through the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka, Olga or Posyet, navigation dues are charged at the rate of navigation dues related to the VTS.

     Description of coverage area boundaries of VTS of the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka or Posyet, as well as the procedure for the provision of VTS navigation services by the Far Eastern Basin Branch can be found in section “Navigation Services of the Far Eastern Basin Branch”.

     Vessels, except for passenger, not operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, during successive loading or unloading in several Russian seaports during one voyage, pay navigation dues in full at the first port call, if the said seaports are the first in the voyage, and when entering the seaports of Vladivostok, Vostochny, Zarubino, Nakhodka, and Posyet for additional loading or unloading pay navigation dues with coefficient 0.5 to the established rates of navigation dues in the corresponding seaport.

     Passenger vessels pay navigation dues in each seaport of call: Vladivostok, Vostochny, Zarubino, Nakhodka, Olga and Posyet once per a calendar year at the navigation dues rate, when entering the seaport and the departing from the corresponding seaport for the first time.

     From the second entering to the corresponding seaports, passenger vessels pay navigation dues at the rate of the navigation dues related to VTS for each vessel’s port call and departure from the corresponding port.

     In the seaport of Olga, where a navigation dues rate related to VTS is not established, passenger vessels pay navigation dues with coefficient 0.25 to the established rates for each port call and departure from the seaport of Olga starting from the second port call.

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, a coefficient 0.8 is applied to the rates of navigation dues.

Vessels listed in paragraph 1.14 of Order No. № 223/16 dated 10.03.2016 of the FAS Russia, pay navigation dues at the rate of navigation dues related to VTS for each call at the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka and Posyet and the departure from the corresponding port.

 
Ecological dues
 

     Ecological dues are charged in the seaports of Vladivostok, Vostochny and Nakhodka, equipped with technical means for receiving all types of waste from vessels: waste, oily waters and sewage (except for ballast waters).

     Ecological dues include payment for all operations related to acceptance of waste from vessels (delivery and removal of watercraft, provision of containers and other receptacles for waste, reloading operations, hose connection/disconnection and others).

     Receiving of waste from vessels is carried out by the FSUE “Rosmorport” Far Eastern Basin Branch with the use of necessary transport means and equipment for receiving, transportation and disposal of waste from vessels, and also with involvement of specialized organizations. Information on the procedure for providing ecological services by the Far Eastern Basin Branch can be found in section “Ecological services of the Far Eastern Basin Branch”.

     During the stay of vessel in the seaports of Vladivostok, Vostochny and Nakhodka up to 10 days inclusively, the base rate of ecological dues is applied for the calculation of the ecological dues.

     During the stay of the vessel in the seaports of Vladivostok, Vostochny and Nakhodka over 10 days and up to 30 days inclusively, the base rate of the ecological dues with a coefficient of 1.3 is applied.

     After 30 days, ecological dues are charged in the manner prescribed by paragraph 8.1 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     When calculating time of the vessel’s stay at the seaports of Vladivostok, Vostochny and Nakhodka, incomplete days are rounded upward to full days.

     The vessel that did not present shipboard wastes is not exempt from payment of the ecological dues, except for vessels listed in paragraph 8.4 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     Ecological dues rates are not applied to the following vessels:

     1) vessels carrying out operations only in the outer roads on the approaches to the seaports of Vladivostok, Vostochny and Nakhodka;

     2) non-self-propelled vessels;

     3) transit vessels;

     4) passenger vessels.

     The reception of wastes from vessels, in respect of which rates of ecological dues are not applied, is carried out on a paid basis.


Water area transport security dues

 

     Water area transport security dues are charged for call at or departure from the seaport of Vladivostok, Vostochny, Zarubino, Nakhodka and Tiksi or transiting through the correspondent seaports water area.

     Levying of the seaports of Olga or Posyet water areas transport security dues is carried out either after the approval by FSUE “Rosmorport” of temporary rates of seaports of Olga or Posyet water areas transport security dues, charged by FSUE “Rosmorport” in accordance with Order No. 387 dated 31.10.2012 before approval of the seaports of Olga or Posyet water areas transport security dues rates by the authority for state regulation of rates in the established manner, or in accordance with orders of the state regulatory body on approval of rates of the seaports of Olga or Posyet water areas transport security dues entered into force in the prescribed manner.


3. Procedure for harbour dues payment to the FSUE “Rosmorport” Vladivostok Branch
 

Procedure of port dues payment in the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi


     Port dues charged by Far Eastern Basin Branch in the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi can be paid by vessel owners through sea agents operating in the designated seaports or directly to the Far Eastern Basin Branch.
     To pay harbor dues on a long-term basis a sea agent/ship owner shall make a contract for navigation provision and staying in the seaports (further referred to as Contract) with the Far Eastern Basin Branch. 
     In order to make a Contract, the sea agent/ship owner shall file a contract application to the Far Eastern Basin Branch by fax: +7 (4232) 30-10-30 or scanned by e-mail: mail@dvf.rosmorport.ru. The application will be reviewed within 3 days. After all documents necessary for making a contract are provided by the sea agent/ship owner, the Far Eastern Basin Branch sends two copies of a Contract to the sea agent/ship owner for signing. The signed Contract shall be returned to the Far Eastern Basin Branch by address: Nizhneportovaya St. 3, Vladivostok, Primorye territory, Russia, 690003.

     Port dues are paid by the sea agent/ship owner in accordance with the terms and conditions of the Contract. 
 
     In exceptional cases, in order to pay port dues for a one-time port call without a Contract, the ship owner or his/her official representative shall file a bill application signed by he ship owner or his/her official representative to the Far Eastern Basin Branch by fax: +7 (4232) 49-76-08 or +7 (4232) 49-76-09 or scanned by e-mail: mail@dvf.rosmorport.ru. It is recommended to file a properly prepared application three days in advance of the expected port call to the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi. A copy of the bill for port dues payment is sent to the ship owner or his/her official representative by the fax number written in the application within one day after the application has been filed. The original copy of the bill can be received at Nizhneportovaya St. 3, 3rd floor, room 59a, Vladivostok, Primorye Territory, Russia, Monday through Friday from 08:15 till 17:15 Vladivostok time (lunch break from 13:00 till 13:45). The bill shall be paid in roubles by noncash transfer, and the billing documents shall contain the number of the bill. Port dues shall be fully paid before the vessel leaves the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi.
     In case of non-payment of port dues according to the established procedure before leaving the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi, the Far Eastern Basin Branch is entitled to request the master of the seaport to refuse permission for the vessel to leave the seaports of Vladivostok, Zarubino, Olga, Posyet and Tiksi, in accordance with subparagraph 4 paragraph 1 article 80 of the Merchant Shipping Code of the Russian Federation.
 
Procedure of port dues payment in the seaports of Vostochny and Nakhodka
 
     Port dues charged by the Eastern Department of the Far Eastern Basin Branch in the seaports of Vostochny and Nakhodka can be paid by vessel owners through sea agents operating in the designated seaports or directly to the Eastern Department of the Far Eastern Basin Branch.

Ecological services


     The Far Eastern Basin Branch provides the following services on a contract basis:
    
     - in Vladivostok Seaport:
          а) additional ecological services on cleaning of water bodies adjacent to the berth territories in Vladivostok Seaport from oil products and other floating waste;
          b) services on clearance of hard domestic waste of 4-5 classes produced by organizations operating in Vladivostok seaport from the territory of Vladivostok Seaport.
 
     - in Vostochny and Nakhodka Seaports:
          а) clearing of water bodies adjacent to berths from waste and oil pollution in the seaports of Vostochny and Nakhodka;
          b) collection and utilization of all types of waste from vessels (except for ballast waters) in accordance with the requirements of MARPOL 73/78 for vessels exempt from presenting garbage and paying ecological dues;
          c) reception and disposal of hard domestic waste and oily rugs as well as oily waters delivered by organizations operating in the seaports of Vostochny and Nakhodka to the reception areas of the Far Eastern Basin Branch Eastern Department;
          d) installation of boom protections for interested organizations;

     - in the sea port of Olga provides services on setting and hauling of harbor booms during vessels bunkering or oil cargo operations.

     The cost of operation for installation and removal of a boom section in the seaports of Vostochny and Nakhodka by client's transport (vessels) is 424 RUR (VAT excluded) or 500.32 RUR (VAT included). The cost of a boom section staying is 5 RUR per hour (VAT excluded) or 5.90 RUR per hour (VAT included).
     If the client does not possess transport (vessels) for installation/removal of boom protections on his own, the Far Eastern Basin Branch Eastern Department can provide a vessel.

Pilot training services
 
     The Far Eastern Basin Branch provides pilot training services to interested pilot organizations in accordance with established programs for practical trainings at VTS equipment  of the branch. At the end of the training a training certificate proving completion of the training is issued.
     The cost for training of one sea pilot is 59,976 RUR (VAT excluded) or 70,771.68 RUR (VAT included).
 
     The terms and conditions of service payment by the Far Eastern Basin Branch during pilot training is defined by the clauses of the contract made according to the procedure stipulated in the section “Pilot Training Services of the Far Eastern Basin Branch”.
 
Hotel services

     The FSUE“Rosmorport” Far Eastern Basin Branch disposes of specially equipped premises in Olga, Posyet and Zarubino villages in the administrative buildings of the Olga, Posyet and Khasan subdivisions, which are used as hotel rooms for accomodation of the Primorye Territory guests .
     Hotel fees.
     Terms and conditions of the hotel services provided by the FSUE “Rosmorport” Far Eastern Branch and the payment procedure are defined by statements of contract, specified in the section “Hotel Services of the Far Eastern Basin Branch”.
 
Information Services
 
     The FSUE “Rosmorport” Far Eastern Basin Branch provides information services to interested organizations including access to the information data bases with the real-time vessel navigation, port calls, current position and movements of vessels in the waters of Vladivostok, Vostochny, Zarubino, Nakhodka and Posyet seaports.

     In order to stimulate cooperation and to give an incentive to marine agents that have signed the standard contract for support of navigation and stay of vessels in the seaport of Vladivostok with the Far Eastern Basin Branch, FSUE “Rosmorport” has developed a Bonus Program of the FSUE “Rosmorport” Far Eastern Basin Branch for Provision of Pilotage Services (hereinafter – the Bonus Program).

     Prior to joining the Bonus Program marine agent files an application to join the Bonus Program to the Far Eastern Basin Branch by fax: +7 (423) 230-10-30 or as a scanned document by e-mail: mail@dvf.rosmorport.ru

     The application is processed within 5 working days and in case of its conformity to the requirements of the Bonus Program, it is registered with the Far Eastern Basin Branch.

     The starting date of participation of the marine agent that has submitted the application for the Bonus Program is the date of registration of the application with the Far Eastern Basin Branch.

     After the application is registered, the member of the Bonus Program is assigned a unique number and a personal bonus account, whereon the bonus compensation is accrued according to the terms of the Bonus Program. This information shall be reported to the participant within 10 days from the date of registration of the application at the email address specified in the application.

     To refuse to participate in the Bonus Program the participant may at any time send a written notice on withdrawal from the program to the Far Eastern Basin Branch by fax: +7 (423) 230-10-30 or a scanned document by e-mail: mail@dvf.rosmorport.ru

     The Bonus Program period continues until 31 December 2016 (inclusive), and in respect to payment of the bonus remuneration to the member of the Bonus Program for 2016 — until 31 December 2017.

     The validity period of the Bonus Program can be extended by decision of FSUE “Rosmorport”.
