The FSUE “Rosmorport” North-Eastern Basin Branch provides around the clock the following services:
- towing vessels when carrying out mooring, unmooring, shifting or other relocation of vessels in the water areas of the seaports of Anadyr (sea terminals Provideniya and Egvekinot) (during navigation period), Vanino and Sovetskaya Gavan (all year round);
- sea towing of vessels or other watercraft in the coastal area of the Bering Sea along the coast of the Russian Federation.
During winter navigation in the seaport of Vanino, towage services are provided with the involvement of icebreakers.
The fleet of tugs of the North-Eastern Basin Branch consists of 4 vessels with a capacity of 230 to 1,180 kW, which are distributed among the seaports as follows:

Procedure for the provision of towage services in the sea terminals Provideniya and Egvekinot of the seaport of Anadyr
Towage services related to carrying out mooring operations or other displacement of a vessel in the sea terminals Egvekinot and Provideniya of the seaport of Anadyr are provided by the Anadyr Department of the North-Easthern Basin Branch pursuant to the requirements of:
- the Compulsory Regulations in the seaport of Provideniya approved by the Russian Transport Ministry Order No. 378 of October 23, 2018;
- the Compulsory Regulations in the Seaport of Egvekinot approved by the Russian Transport Ministry Order No. 342 of August 22, 2017,
establishing the procedure for providing towage support, restrictions for performing towing operations, as well as information on the minimal quantity and the capacity of tugs for mooring operations:
- in the seaport of Provideniya;
- in the seaport of Egvekinot.
Towage services related to carrying out mooring operations or other replacement of a vessel in the sea terminals Provideniya and Egvekinot of the seaport of Anadyr are rendered by the Anadyr Department of the North-Eastern Basin Branch pursuant to the terms of the framework contract for towage services and crew boats services (hereinafter referred to as the Contract).
In order to sign the Contract a ship owner/a marine agent sends an application to the Anadyr Department of the North-Eastern Basin Branch by fax: +7 (42722) 241-16 or by e-mail: mail@and.rosmorport.ru. The request is considered within three days from the date of its reception, then in the absence of technical restrictions on a possibility to render stated services and provided the documents required for signing the Contract are presented, the customer is sent two copies of the filed Contract for signing. The Contract signed by the customer should be returned to the Anadyr Department of the North-Eastern Basin Branch at: 11 Bering St., Anadyr, Chukotka Autonomous Area, Russia 68900.

Pursuant to the signed Contract the Anadyr Department of the North-Eastern Basin Branch renders towing services on a written application from a customer, who submits it 72 hour prior to starting the towing operations, and then confirms it 24 hours before and four hours before starting towing operations:
in the sea terminal Provideniya of the seaport of Anadyr:

in the sea terminal Egvekinot of the seaport of Anadyr:
by fax: +7 (42735) 224-05 or +7 (42722) 241-16,
or a scan by e-mail mail@and.rosmorport.ru.
In the absence of technical restrictions on a possibility to render the stated services by the Anadyr Department of the North-Eastern Basin Branch, according to the received request, a tug (tugs) of the branch is (are) provided to a vessel’s captain at a specified location and within specified time to a vessel’s board to carry out towing operations. The starting time and the completion of works are specified in a work order, which is filed by the tug’s captain and signed by a representative of the vessel or a marine agent and affixed by a seal. Based on the signed order the customer is issued a bill or an invoice, which should be paid pursuant to the terms of the Contract.

Procedure for the provision of towage services in the seaports of Vanino and Sovetskaya Gavan
The North-Eastern Basin Branch provides towage services in the seaports of Vanino and Sovetskaya Gavan in accordance with the following requirements:
- Compulsory regulations in the seaport of Vanino, approved by Order of the Ministry of Transport of the Russian Federation No. 431 dated 13.12.2012;
- Compulsory regulations in the seaport of Sovetskaya Gavan, approved by Order of the Ministry of Transport of the Russian Federation No. 224 dated 12.08.2014,
which establish the rules for the towing of vessels, restrictions on towing, as well as information on the minimum number and power of tugs for mooring operations:
- in the seaport of Sovetskaya Gavan.
The North-Eastern Basin Branch provides towage services in accordance with the terms of the standard service agreement (hereinafter – Agreement).
In order to conclude the Agreement, the Customer have to send a written request to the North-Eastern Basin Branch by fax: + 7 (42137) 766-90, or in scanned form by e-mail: mail@van.rosmorport.ru. The request will be reviewed within one working day. If there are no technical restrictions on the possibility of provision of the declared services by the North-Eastern Basin Branch, two copies of the executed Agreement are sent to the customer for signature. The original of the Agreement signed by the customer must be returned to the North-Eastern Basin Branch at the address: Zheleznodorozhnaya territory, 70, building A, inter-settlement area of the Vaninsky municipal district, Vaninsky municipal district, Khabarovsk Territory, Russia, 682860.

The Anadyr Department of the North-Eastern Basin Branch renders services for sea towing of vessels or other floating craft in the coastal area of the Bering Sea along the coastline of the Russian Federation pursuant to the terms of the contract for sea towage.
