The FSUE “Rosmorport” North-Eastern Basin Branch provides pilotage services to vessels of all types calling at the seaports of Vanino (except sea terminal Siziman), De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk, Sovetskaya Gavan (except sea terminal Nelma) and river ports along the banks of the Amur River: Kiselyovka, Tsimermanovka, Mariinskoe, Bulava, Bogorodskoe, Novaya Ferma, Khabarovsk, Komsomolsk-on-Amur.
For the purpose of pilot activities the North-Eastern Basin Branch has a pilotage service with the total strength of 35 pilots. Among them there are 27 pilots of the 1st category, 7 pilots of the 2nd category, and one trainee pilot.
Pilots of the North-Eastern Basin Branch have high qualification and extensive practical experience, are able to carry out pilotage operations of any difficulty in different weather conditions with all types of vessels with a displacement of up to 200 thousand tons. Professional training of the North-Eastern Basin Branch pilots complies with the requirements of the Regulation on Sea Pilots, approved by Order No 462 dated 06.11.2020 of the Ministry of Transport of the Russian Federation.
In the established order, the North-Eastern Basin Branch pilots pass professional advancement and simulation training in the regional center of additional maritime professional education under Admiral Nevelsky Maritime State University (the city of Vladivostok)
Pilotage service of the North-Eastern Basin Branch has necessary crew boats and other transportations for timely delivery of pilots to vessels.

In accordance with Order of the Ministry of Transport of the Russian Federation No 105 dated 1.08.2002 in the seaport of Cape Lazarev in borders of the seaport waters were confirmed by Government of Russia Regulation No 539-r dated 22.04.2009 pilotage of vessels is compulsory.
For the purpose of payment of pilotage dues in the seaport of Cape Lazarev areas of pilotage, which is carried out at the outerport pilotage rate, have the following borders:
а) from pilot station “Yuzhnaya” with coordinates 51°26,2' N 140°53,1'Е (Chikhachev Bay) to anchor points No 1 and No 2 of the seaport of Cape Lazarev. The length of pilotage is 60 nautical miles;
b) from pilot station “Severnaya” with coordinates 53°29'N 142°23,0'Е in the area of buoy No 68 to anchor points No 1 and No 2 of the seaport of Cape Lazarev. The length of pilotage is 89 nautical miles;
c) from berths of the seaport of Nikolaevsk-on-Amur and points with coordinates: 53°07,23'N 140°43,57'Е to anchor points No 1 and No 2 of the seaport of Cape Lazarev. The length of pilotage is 70 nautical miles;
Boarding/unboarding of a pilot to/from a vessel moving to the seaport Cape Lazarev is carried out:
- at the pilot station “Yuzhnaya” with coordinates 51°26,2' N 140°53,1'Е (Chikhachev Bay) when the vessel proceeds from the Tatar Strait;
- at the pilot station “Severnaya” with coordinates 53°29'N 142°23,0'Е in the area of buoy No 68 when the vessel proceeds from the Sea of Okhotsk;
- at berths of the seaport of Nikolaevsk-on-Amur and at point with coordinates: 53°07,23'N 140°43,57'Е when a vessel proceeds from the Amur River, and unboarding/boarding of pilot to/from vessel is carried out at anchor points of the seaport of Cape Lazarev:

Compulsory pilotage of vessels in the seaport of De-Kastri is carried out in the areas:
а) area No 1 is limited by the coastline and straight lines subsequently connecting the points with coordinates:
N 1 51°29'02,0" N 140°49'34.0" Е;
N 2 51°27'55,0" N 140°49'02.0" Е;
N 3 51°26'47,5" N 140°47'07.0" E;
b) area No 2 is limited by the straight lines subsequently connecting the points with coordinates:

N 2 51°28'25,0" N 140°55'00.0" Е;
N 3 51°26'55,6" N 140°55'00.0" Е;

Pilotage of vessels is optional in all other areas of the seaport of De-Kastri waters, the borders of which were approved by Government of Russia Regulation No 540-r dated 22.04.2009, except compulsory pilotage areas, .
For the purpose of payment of pilotage dues areas of pilotage carried out at the outerport pilotage rates in the seaport of De-Kastri have the following borders:
а) from the place of boarding/unboarding of a pilot to/from the vessel moving to area of compulsory pilotage No 1 of the seaport of De-Kastri:
- in the area of anchoring station No 175, which is limited by parallels 51°26'18" N, 51°26'0" N and meridians 140°53'0" Е, 140°53'30" Е;
- in the area of anchoring station No 174, which is limited by parallels 51°27'26" N, 51°27'40" N and meridians 140°49'18" Е, 140°49'41" Е to berths in the seaport of De-Kastri. Route table of pilotage and length of pilotage is attached;
b) from the place of boarding/unboarding of pilots to/from vessels moving to the areas of compulsory pilotage No 2 and No 3 of the seaport of De-Kastri is limited with parallels 51°27'00" N, 51°27'15" N and meridians 140°55'06" Е, 140°55'30" Е to offshore mooring and area No 15A. Route table of pilotage and length of pilotage is attached;
Place of boarding/unboarding of a pilot to/from a vessel moving to the area of compulsory pilotage No 1 of the seaport is situated in the area No 175 limited by parallels 51°26'18" N, 51°26'0" N and meridians 140°53'0" E, 140°53'30" Е, and unboarding/boarding of pilots is carried out at the berths in the seaport of De-Kastri. When the wind speed is over 10 meters per second, and the wave height is more than two meters reception/disembarkation of pilots to/from vessels moving to the area of compulsory pilotage No 1 of the seaport is in the area limited by parallels 51°27'26" N, 51°27'40" N and meridians 140°49'18" Е, 140°49'41" Е.
Place of boarding/unboarding of a pilots to/from a vessel moving to the area of pilotage No 2 or No 3 of the seaport is located in the area limited by parallels 51°27'00" N, 51°27'15" N and meridians 140°55'06" Е, 140°55'30" Е, and disembarkation is carried out on the single point mooring.

In accordance with Compulsory Regulations in the seaport of Nikolaevsk-on-Amur established by Order No 483 dated 24.12.2013 of the Ministry of Transport of the Russian Federation, compulsory pilotage of vessels is carried out in the following areas:
а) area of compulsory pilotage of vessels No 1 (area of intraport pilotage of vessels) is limited by the coastlines, berthing line and lines subsequently connecting the points with coordinates:
No 1 53°07,75' N 140°43,27' E;
No 2 53°07,23' N 140°43,57' E;
No 3 53°07,74' N 140°42,64' E;

b) area of compulsory pilotage of vessels No 2 (area of pilotage outside the limits of a port of vessels) is limited by the coastlines of continent and Sakhalin island and lines subsequently connecting the points with coordinates:
- in the southern part of the Amur estuary:

For the purpose of payment of pilotage dues in the seaport of Nikolaevsk-on-Amur areas of pilotage that is carried out at the outerport pilotage rates have the following borders:
а) from the place of boarding/unboarding of pilots with coordinates: 53°21,36' N 141°41,36' Е (from the Sea of Okhotsk) to the seaport of Nikolaevsk-on-Amur at the point of unboarding/boarding of pilots with coordinates: 53°07,23' N, 140°53,57' Е.
Pilotage distance of 80 nautical miles;
b) from the place of boarding/unboarding of pilots at the point with coordinates: 52°08,18' N 141°34,12' Е (from the Tatar Strait) to the seaport of Nikolaevsk-on-Amur at the point of unboarding/boarding of pilots with coordinates: 53°07,23' N 140°43,57' Е. Pilotage distance of 85 nautical miles;
c) from the place of boarding/unboarding of pilots at the point with coordinates: 51°26,2' N 140°53,1'Е (pilot station “Yuzhnaya” when vessel proceeds from the Tatar Strait) to the seaport of Nikolaevsk-on-Amur at the point of unboarding/boarding of pilots with coordinates: 53°07,23' N 140°43,57' Е. Pilotage distance of 130 nautical miles;
d) in the area between point of boarding/unboarding of pilots in the seaport of Nikolaevsk-on-Amur with coordinates: 53°07,23' N, 140°53,57' Е to berths and anchoring stations of the seaport of Nikolaevsk-on-Amur. Route table of pilotage and length of pilotage is attached;
e) in the area between berths and anchoring stations in the seaport of Nikolaevsk-on-Amur. Route table of pilotage and length of pilotage is attached.
Boading/unboarding of a pilot to/from a vessel moving to/from seaport of Nikolaevsk-on-Amur is carried out:
- at the point with coordinates: 52°08,18' N 141°34,12' Е (for the vessels moving from the Tatar Strait);
- at the point with coordinates: 53°21,36' N 141°41,36' Е (for the vessels moving from the Sea of Okhotsk), and unboarding/boarding is carried out at the point with coordinates: 53°07,23' N 140°43,57' Е on the berths of the seaport of Nikolaevsk-on-Amur or at the anchoring stations of the seaport of Nikolaevsk-on-Amur.
Unboarding of pilot at the point with coordinates: 53°07,23' N 140°43,57' Е is carried out for the vessels moving further upwards the Amur River.
Boarding of pilot at the point with coordinates: 53°07,23' N 140°43,57' Е is carried out for the vessels moving to the berths of the seaport of Nikolaevsk-on-Amur (intraport pilotage) in the upward direction along the Amur River (for pilotage of vessels on the Amur River), in the direction of the Tatar Strait and the Sea of Okhotsk (pilotage outside the limits of a port).
When vessels proceed to/from the seaport of Nikolaevsk-on-Amur from the Tatar Strait in the waterways of the Amur estuary due to technical limitations boarding/unboarding of pilot is temporarily made not at the point with coordinates: 52°08,18' N 141°34,12' Е, but at the point with coordinates: 51°26,2' N 140°53,1'Е (pilot station “Yuzhnaya” (Chikhachev Bay).
In case of impossibility of boarding/unboarding of pilot at the above mentioned points because of the hydrometeorological conditions, pilotage is carried out by method of leading the vessel to a place of safe pilot transfer.
Boading/unboarding of pilot to/from the vessel while performing of pilot operations for shifting or another forms of hauling the vessel is carried out at the berths in the seaport of Nikolaevsk-on-Amur.
Information on pilotage areas in the seaport of Okhotsk
In accordance with the Compulsory Regulations on the Okhotsk sea fishing port, approved by Captain of the seaport of Okhotsk, in the wording of 1997 (revised and expanded), pilotage of vessels is compulsory in the waters of the seaport of Okhotsk.

Borders of the waters of the seaport of Okhotsk are established by Order No 117-r dated 29.01.29015 of the Government of the Russian Federation.
For the purpose of payment of pilotage dues in the seaport of Okhotsk area of pilotage that is carried out at the outerport pilotage rates is limited by place of boarding/unboarding of pilots in the area limited by a circle of radius of 0,5 nautical miles with the center at the point with coordinates: 59°19,0'N 143°10,5'Е and berths in the seaport of Okhotsk. Route table of pilotage and length of pilotage is attached.
Boarding/unboarding of a pilot to/from a vessel moving to the seaport of Okhotsk is carried out in the area limited by a circle of the radius of 0,5 nautical miles with the center at the point with coordinates: 59°19,0'N 143°10,5'Е
In case of impossibility of boarding/unboarding of pilot at the points because of the hydrometeorological conditions, pilotage is carried out by method of leading the vessel to a place of safe pilot transfer.
Information on pilotage areas in the seaport of Sovetskaya Gavan

In accordance with Compulsory Regulations in the seaport of Sovetskaya Gavan approved by Order No 224 dated 12.08.2014 of the Ministry of Transport of the Russian Federation, an area of compulsory pilotage of vessels with the gross tonnage of more than 10 000 is established in the seaport of Sovetskaya Gavan and is corresponding to optional pilotage district, which includes the south-western part of water area of the seaport of Sovetskaya Gavan, bounded by the coastline and straight line subsequently connecting the points with coordinates:
49°00,91' N 140°19,13' E;
49°01,50' N 140°18,18' E.
For the purpose of payment of pilotage dues in the seaport of Sovetskaya Gavan areas of pilotage that is carried out at the outerport pilotage rates have the following borders:
а) from the place of boarding/unboarding of pilots in the area limited by a circle of radius 2 cbl with the center at the point with coordinates: 49º02,0' N 140º19,95' E, to berths in the seaport of Sovetskaya Gavan. Route table of pilotage and length of pilotage is attached.
b) in the area between berths and anchoring stations. Route table of pilotage and length of pilotage is attached.
Point of boarding/unboarding of pilot to/from vessel moving to/from the seaport of Sovetskaya Gavan is located in the area limited of a circle of radius 2 cbl with the center at the point with coordinates: 49º02,0' N 140º19,95' E, and unboarding/boarding of pilot from/to vessels is carried at berths in the seaport.
Boarding/unboarding of pilots to/from vessel while performing pilotage operations for remooring, shifting or other movements of vessel in the waters of the seaport of Sovetskaya Gavan is carried out at the berths in the seaport.
Information on pilotage areas in the seaport of Vanino
In accordance with Compulsory Regulations in the seaport of Vanino approved by Order No 431 dated 13.12.2012 of the Ministry of Transport of the Russian Federation compulsory pilotage of vessels in the seaport is carried out in the area which includes the following regions:

a) region No 1 is limited by the coastline and line subsequently connecting the points with coordinates:
49°04,63' N 140°18,30' E (Southern Cape);
49°05,22' N 140°18,00' E (lighting dumping sign Northern Cape);
b) region No 2 is limited by the coastline and line subsequently connecting the points with coordinates:

For the purpose of payment of pilotage dues in the seaport of Vanino areas of pilotage that is carried out at the rates for pilotage outside the limits of the port have the following borders:
а) from places of boarding/unboarding of a pilot to/from vessels moving to the berths of the seaport in the bay of Vanino:
- at point “A” with coordinates: 49°05,03' N 140°18,87' Е;
- at anchoring station No 1 (limited of a circle of radius 225 meters from the center at the point with coordinates 49°05,35' N 140°17,30' E);
- at anchoring station No 3 (limited of a circle of radius 225 meters from the center at the point with coordinates 49°05,30' N 140°17,54' E), to the berths of the seaport of Vanino in the bay of Vanino. Route table of pilotage and length of pilotage is attached.
b) from places of boarding/unboarding of a pilot to/from the vessels moving to the pier No 5 of the seaport of Vanino
- at point “B” with coordinates 49°06,00’ N 140°22,6’ E;
- at anchoring station No 9, which limited of a circle of radius 225 meters from the center at the point with coordinates: 49°05,19’N 140°19,69’E;
- at anchoring station No 13, which limited of a circle of radius 225 meters from the center at the point with coordinates: 49°05,4’N 140°19,99’E, to the pier No 5 of the seaport Vanino. Route table of pilotage and length of pilotage is attached.
c) in the area between berths and anchoring stations of the seaport of Vanino. Route table of pilotage and length of pilotage is attached.
Boarding/unboarding of a pilot to/from a vessel moving to the berths of the seaport of Vanino is carried out at the point “A” with coordinates (49°05,03' N 140°18,87' Е), and unboarding/boarding is carried out at the berths of the seaport of Vanino. When the wind speed is over 12 meters per second, and the wave height is over 1.5 meters boarding/unboarding of a pilot is carried out at the anchoring stations No 1 (limited by a circle of radius 225 meters from the center at the point with coordinates 49°05,35' N 140°17,30' E) and No 3 (limited of a circle of radius 225 meters from the center at the point with coordinates 49°05,30' N 140°17,54' E).
Boarding/unboarding of pilot to/from a vessel moving to pier No 5 is carried out at the point “B” with coordinates (49°06,00' N 140°22,60' Е), and disembarkation/reception is carried out at the pier. In case of impossibility of boarding/unboarding of a pilot at the point “B” because of the wave height of more than 1.5 meters boarding/unboarding of a pilot is carried out at the anchoring stations No 9 (limited of a circle of radius 338 meters from the center at the point with coordinates 49°05,19' N 140°19,69' E) and No 13 (limited of a circle of radius 338 meters from the center at the point with coordinates 49°05,40' N 140°19,99' E).
Boarding/unboarding of a pilot of the North-Eastern Basin Branch to/from a vessel while performing of pilot operations for shifting or another hauling of vessel in the waters of the seaport of Vanino is carried out at the berths in the seaport of Vanino.
Information on areas of pilotage of vessels on the Amur River to the river ports
The North-Eastern Basin Branch provides pilotage of vessels from the seaport of Nikolaevsk-on-Amur to the river ports located along the Amur River and back on the routes mentioned below.

3. Procedure for rendering pilotage services
Procedure for rendering pilotage services in the seaport of Cape Lazarev
In view of significant shallowing of waters of the seaport of Cape Lazarev and the inability of vessels to call at the seaport, pilotage in the seaport of Cape Lazarev is currently not carried out.
Procedure for rendering pilotage services in the seaport of De-Kastri
Pilotage of vessels in the seaport of De-Kastri is rendered by the North-Eastern Basin Branch from 8:00 am to 10:00 pm by local time in accordance with the Compulsory Regulations in the seaport of De-Kastri approved by Order No 75 dated 22.03.2012 of the Ministry of Transport of the Russian Federation (hereinafter referred to as the Compulsory Regulations in the seaport of De-Kastri).
Vessels exempt from compulsory pilotage in the seaport of De-Kastri in accordance with Compulsory Regulations in the seaport of De-Kastri are:
- vessels with a gross tonnage of less than 500;
- vessels carrying out operations for servicing and supplying the vessels located in the waters of the seaport of De-Kastri and on the approaches toward it and objects of the infrastructure of the seaport;
- vessels less than 20 meters in length;
- sport craft;
- recreational craft;
- vessels performing coastal fishing.
Pilotage services in the seaport of De-Kastri, for which pilotage dues are charged, are provided by the North-Eastern Basin Branch in accordance with the terms of the standard contract for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and procedure of its conclusion are specified in the section “Harbor Dues and Tariffs of the North-Eastern Basin Branch".
Pilotage of vessels is carried out by pilots of the North-Eastern Basin Branch in order of precession of applications filed by owners/masters of vessels or maritime agents in accordance with the schedule of arrangement and movement of vessels in the seaport of Vanino, which is approved by the master of the seaport of Vanino daily on the basis of information about the arrival of ships and is located at the address on the Internet: www.ampvanino.ru. Pilotage serving of vessels exempt from compulsory pilotage is carried out by the North-Eastern Basin Branch analogically, in accordance with the applications submitted, on first-come, first-served basis.
Pilotage of vessel with faulty azimuth complex ship power plant or anchor device is performed with the use of the towing supply vessels.
Application for pilotage of a vessel is sent by the vessel owner/marine agent or the vessel master to the North-Eastern Basin Branch pilotage service by fax: +7 (42151) 563-58, or its scan is sent by email: d.pavlenko@van.rosmorport.ru, not less than:
- 4 hours before approach of the vessel proceeding from the seaport of De-Kastri, to the area of reception of the pilot;
- 2 hours before the exit of vessel from the seaport of De-Kastri or while performing operations for shifting or other forms of hauling the vessel in the waters of the seaport of De-Kastri.
In order to clarify the place and time of pilot delivery to vessel, the vessel owner/ vessel master/ marine agent can contact a pilot in duty of the North-Eastern Basin Branch: +7 (42151) 563-58 or on VHF channel 16 radio communication (call sign “Pilot-De-Kastri”).
Cancellation of the previously filed application or postponing of its implementation for another time in case if the ship is not ready to sail must be made no later than 2 hours before the scheduled start time of the work. Application for cancellation or postponing of the pilot operation is sent to the pilotage service of the North-Eastern Basin Branch by fax: +7 (42151) 563-58, or is scanned and sent by e-mail: d.pavlenko@van.rosmorport.ru
Upon boarding the vessel, a pilot of the North-Eastern Basin Branch presents to the vessel captain a pilotage certificate, which certifies his right to carry out pilotage of the vessel, and a pilot's bill where the fact of pilotage of a vessel and possible remarks to his work shall be recorded. The captain of the vessel gives the pilot a pilot's card of a vessel in accordance with the IMO model with detailed data on a vessel and informs on the specifics of the vessel controllability and the state of the vessel. Pilot's bill completed and signed by the captain serves as a basis for pilotage billing.
The North-Eastern Basin Branch pilotage service is not responsible for possible delays and the vessel demurrage in the event that:
- application for the pilot was filed after the deadline, or if the vessel came to a place of reception of the pilot delayed more than 2 hours from the stated time;
- the reception of pilot is not possible due to the stormy weather – heaving of the sea of more than 4 points (wave height more than 2 meters), and pilotage by leading, according to the vessel master and pilot, is impossible in these conditions.
In case of delay of the start of the pilot operation for more than 30 minutes after the declared period, for reasons that are not the result of the impact of compelling force, or in the absence of the master and chief mate on the vessel, the pilot can be withdrawn from the vessel. The vessel master or his deputy, must sign a pilot’s bill for the unjustified call for the payment of pilotage dues for the current tariffs for the planned operation and submit a new application in the prescribed manner.
The vessel master who called the pilot and refused his services after his arrival must fill in and sign a pilot’s bill for charging of pilotage dues payable for the pilotage for which the pilot has been called.
Pilotage dues are charged for the pilotage services provided by the North-Eastern Basin Branch in the seaport of De-Kastri. Information on the rates of pilotage dues and the procedure for their collection in the seaport of De-Kastri, can be found in the section “Harbor Dues and Tariffs of the North-Eastern Basin Branch”.
Procedure for rendering pilotage services in the seaport of Nikolaevsk-on-Amur
Pilotage services in the seaport of Nikolaevsk-on-Amur are available by the North-Eastern Basin Branch in accordance with specifications of Compulsory Regulations in the seaport of Nikolaevsk-on-Amur approved by Order No 483 dated 24.12.2013 of the Ministry of Transport of the Russian Federation.
Vessels exempted from compulsory pilotage in the seaport of Nikolaevsk-on-Amur in accordance with Compulsory Regulations in the seaport of Nikolaevsk-on-Amur are:
- small boats;
- sport, sailing ships;
- pleasure craft;
- vessels with draft of less than 4.4 meters and a gross tonnage of less than 1000 in area of compulsory pilotage number 2.
Pilotage services in the seaport of Nikolaevsk-on-Amur, for which pilotage dues are charged, are provided by the North-Eastern Basin Branch in accordance with the terms of the standard contract for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and its orders are specified in the section “Harbor Dues and Tariffs of the North-Eastern Basin Branch".
Pilotage of vessels is carried out by pilots of the North-Eastern Basin Branch round-the-clock in order of precession of applications filed by the vessel owners/the vessel masters or maritime agents.
Application for pilotage of a vessel is submitted by the vessel owner/marine agent or the vessel master to the pilotage service of the North-Eastern Basin Branch in the seaport of Nikolaevsk-on-Amur by fax: +7 (42135) 249-34, or its scan is sent by email: v.khmarin@van.rosmorport.ru, not less than:
- 24 hours before approach of the vessel proceeding from the seaport of Nikolaevsk-on-Amur, to the area of reception of the pilot;
- 2 hours before the start of pilot operations on re-mooring, hauling or other movement of a vessel within the waters of the seaport of Nikolaevsk-on-Amur;
- 8 hours before the vessel departs from the seaport of Nikolaevsk-on-Amur.
In order to clarify the place and time of pilot delivery to vessel, the vessel owner/ vessel master/ marine agent can contact a pilot in duty of the North-Eastern Basin Branch by telephone +7 (42137) 767-13 or by VHF Channel 6 (call sign – “Pilot”).
Cancellation of the previously filed application or the postponing of its implementation to another time in the event of the vessel not being ready to move, must be made not less than 1.5 hours before the scheduled start time of the works. Application for cancellation or postponing of the pilot operation is sent to the North-Eastern Basin Branch pilot service by fax: +7 (42135) 249-34, or scanned and sent by e-mail: v.khmarin@van.rosmorport.ru
Upon boarding the vessel, the pilot of the North-Eastern Basin Branch presents a pilot certificate, which certifies his right to carry out pilotage of the vessel, and a pilot's bill where the fact pilotage of a vessel and possible remarks to his work shall be recorded to the vessel captain. The captain of the vessel gives the pilot a pilot's card of a vessel in accordance with the IMO model with detailed data on a vessel and informs him on the specifics of the vessel controllability and the state of the vessel. Pilot's bills completed and signed by the captain serves as a basis for pilotage billing.
The North-Eastern Basin Branch pilotage service is not responsible for possible delays and the vessel demurrage in the event that:
- Application for the pilot was filed after the deadline, or the vessel came to the place of reception of the pilot delayed more than 2 hours of the announced start time of pilotage;
- The disembarkation of pilot is not possible due to the stormy weather - the heaving of the sea more than 4 points (wave height more than 2 meters), and of leading pilotage, according to the ship's captain and pilot, is not possible.

Pilotage dues are charged for pilotage services provided by the North-Eastern Basin Branch in the seaport of Nikolayevsk-on-Amur. Information on the rates of pilotage dues and the procedure for their collection in the seaport of Nikolaevsk-on-Amur, can be found in section “Harbor Dues and Tariffs of the North-Eastern Basin Branch”.
Procedure for providing pilotage services in the seaport of Okhotsk
The North-Eastern Basin Branch provides pilotage services in the Okhotsk seaport in accordance with the requirements of the Okhotsk Sea Fishing Port Compulsory Regulations approved by the captain of the Okhotsk seaport, 1997 version (amended and revised) (hereinafter referred to as the Compulsory Regulations in the Okhotsk Seaport).
Vessels of port and coastal navigation that permanently operate in the area of compulsory pilotage are exempted from compulsory pilotage in the Okhotsk seaport in accordance with the Compulsory Regulations in the Okhotsk Seaport, if their captains obtained certificates of exemption from compulsory pilotage.
Pilotage services in the seaport of Okhotsk, for which pilotage dues are charged, are provided by the North-Eastern Basin Branch in accordance with the terms of the standard contract for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and its orders are specified in the section “Harbor Dues and Tariffs of the North-Eastern Basin Branch".
Pilotage of vessels in the Okhotsk seaport is carried out by pilots of the North-Eastern Basin Branch during daylight hours in order of submitting applications from owners of vessels/ captains of vessels or marine agents. For the vessels exempted from compulsory pilotage in the Okhotsk seaport pilotage services are provided by the North-Eastern Basin Branch in a similar way in order of general precedence.
An application for pilotage of a vessel is submitted by an owner of vessel/ a captain of a vessel or by a marine agent to the North-Eastern Basin Branch by fax +7 (42135) 249-34 (from 08:00 a.m. to 6 p.m. Khabarovsk time) or a scan is e-mailed at v.khmarin@van.rosmorport.ru no less than
– 48 hours before the approach of a vessel moving to the Okhotsk seaport toward the place of receiving a pilot;
– two hours before leaving a harbor or starting pilot's operations for hauling, re-anchoring or other movement of a vessel in the Okhotsk seaport water area.
In order to specify the place and time of pilot's delivery aboard a vessel an owner of vessel/ a captain of a vessel/ a marine agent can contact the North-Eastern Basin Branch pilot in duty by telephone +7 (914) 425-00-19 round-the-clock or on VHF Channel 13 (“Pilot-Okhotsk” Call).
An earlier submitted application must be canceled or prorogued in case of a vessel non-readiness for leaving a harbor no less than an hour before the time fixed for starting the works. An application for canceling or postponing a pilot's operation is filed to the North-Eastern Basin Branch pilot's service by telephone +7 (914) 425-00-19 (from 08:00 a.m. to 6 p.m. Khabarovsk time) or on VHF Channel 13 (“Pilot-Okhotsk” Call).
The North-Eastern Basin Branch pilot who has arrived aboard a vessel hands a certificate to the captain. The certificate confirms a pilot's right for pilotage of the vessel. The pilot also provides a pilot's bill, where the fact of pilotage of a vessel and possible comments on his work are recorded. The captain of the vessel hands to the pilot an IMO-model vessel card with the exact data on the vessel, informs the pilot about the specifics of maneuvering quality and the state of a vessel. The pilot's bills filed and signed by the captain of the vessel serves as a basis for calculating the payment for pilotage.
The North-Eastern Basin Branch pilotage service is not responsible for possible delays and vessel demurrage because of waiting for pilot's arrival in the following cases, in the event that
– the North-Eastern Basin Branch pilot's application has been submitted later of deadlines specified above or a vessel has approached toward the place of receiving a pilot later of more than two hours of the stated time period;
– the North-Eastern Basin Branch pilot's unboarding is impossible due to stormy weather;
– sea force over four (the height of waves more than two meters, the wind speed is over 14 m/sec) and pilotage by leading is impossible, in the views of a captain and a pilot.
A pilot can be recalled from a vessel if the pilot's works are delayed for more than one hour after the stated time period for reasons not being circumstances of insuperable force or in the absence of captain and first mate aboard a vessel.
A captain of a vessel or a person, who replaces him, must sign a pilot's bill for a vain call to pay pilotage fees under the existing tariffs for a planned operation and file an application in due order. A captain of a vessel calling a pilot and refusing his services after his arrival aboard a vessel must also file and sign a pilot's bill to collect pilot's fees in full for the pilotage for which a pilot has been called.
Pilotage dues are collected for pilotage services provided by the North-Eastern Basin Branch in the Okhotsk seaport. Information on the rates of pilotage dues and the procedure of their collection in the Okhotsk seaport is given in the section, “Harbor Dues and Tariffs of the North-Eastern Basin Branch”.
Procedure for providing pilotage services in the seaport of Sovetskaya Gavan
The North-Eastern Basin Branch provides pilotage services in the Sovetskaya Gavan seaport (except Nelma sea terminal) in accordance with the requirements of the Compulsory Regulations in the seaport of Sovetskaya Gavan.
Vessels with gross register tonnage equal to 10.000 are exempt from compulsory pilotage in the Sovetskaya Gavan seaport in accordance with the Compulsory Regulations in the seaport of Sovetskaya Gavan.
Pilotage services in the seaport of Sovetskaya Gavan, for which pilotage dues are charged, are provided by the North-Eastern Basin Branch in accordance with the terms of the standard contract for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and its orders are specified in the section “Harbor Dues and Tariffs of the North-Eastern Basin Branch".
The North-Eastern Basin Branch provides pilotage services of vessels from 08:00 a.m. to 8 p.m. Khabarovsk time in order of sequence of applications filed by owners of vessels/captains of vessels or marine agents. Pilotage of vessels exempt from compulsory pilotage is provided by the North-Eastern Basin Branch in a similar way in case of compulsory pilotage of vessels in order of general precedence.
An application for pilotage of a vessel is submitted by an owner of vessel/ a captain of a vessel or by a marine agent to the North-Eastern Basin Branch by fax +7 (42137) 767-73 or a scan is e-mailed at v.korobkov@van.rosmorport.ru no less than

Procedure for rendering pilotage services in the seaport of Vanino
Pilot vessel service in the Vanino seaport (with the exception of the Siziman water terminal) is rendered by the North-Eastern Basin Branch round-the-clock in accordance with the Compulsory Regulations in the Vanino Seaport approved by of the Ministry of Transport of the Russian Federation Order No 431 of 13.12.2012 (hereinafter referred to as the Compulsory Regulations in the Vanino Seaport).
Vessels of the following types are exempt from compulsory pilotage in the Vanino seaport in accordance with the requirements of the Compulsory Regulations in the Vanino Seaport:
– Icebreakers;
– Small size vessels;
– Sailing boats;
– Vessels carrying out operations for servicing and supplying the infrastructure facilities of the Vanino seaport, as well as vessels in the seaport water area and on the approaches toward it
Pilotage services in the Vanino seaport, for which pilot dues are collected for, are provided by the North-Eastern Basin Branch in accordance with the terms of the standard contract for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the agreement and the procedure for its signing are specified in the Section “Harbor Dues and Tariffs of the North-Eastern Basin Branch".
Pilotage is carried out by the North-Eastern Basin Branch pilots on the basis of applications of ship owners/vessel masters or maritime agents in accordance with schedule of positioning and traffic of vessels in the seaport of Vanino, which is daily approved by the captain of the seaport of Vanino at 16:00 on the basis of information on vessel calls at the seaport of Vanino and is published on the web-site www.ampvanino.ru. Pilotage servicing of vessels exempt from compulsory pilotage is carried out by the North-Eastern Basin Branch analogically, in accordance with applications submitted, on first-come, first-served basis.
Applications for pilotage are sent to the North-Eastern Basin Branch by fax +7 (42137) 767-13 or by email mail@van.rosmorport.ru or v.korobkov@van.rosmorport.ru or handed over by courier at: Zheleznodorozhnaya territory, 70, building A., inter-settlement area of the Vaninsky municipal district, Vaninsky municipal district, Khabarovsk Area, Russia not later than 2 hours prior to starting the pilotage.
In order to clarify the place and time of pilot delivery to vessel, the vessel owner/ vessel master/ marine agent can contact a pilot in duty of the North-Eastern Basin Branch by telephone +7 (42137) 767-13 or by VHF Channel 73 (Vanino-4 Call).
In case of the vessel unreadiness to ship the application submitted earlier must be canceled or postponed not later than one hour before starting the operations. The application for canceling or postponing pilotage is sent to the North-Eastern Basin Branch pilotage service by fax +7 (42137) 767-13 or its scan is sent by email mail@yan.rosmorport.ru or v.korobkov@yan.rosmorport.ru

– it is impossible to receive (berth) a pilot because of the weather conditions or ice conditions and pilotage by leading means is impossible in these conditions, according to the captain's and the pilot's views.
In case of detention of leaving or shifting of the vessel for more than 60 minutes after the declared period, for reasons that are not the result of the impact of compelling force, or absence of master and senior assistant aboard the ship the pilot may be withdrawn from the vessel. The master of the ship or his deputy must sign a pilot's bill for the unjustified call for the payment of pilotage dues for the applicable tariffs for the planned operation and submit a new application in the prescribed manner.

Procedure for providing pilotage services on Amur River
Pilotage of vessels moving from the Nikolayevsk-on-Amur seaport to river harbors on Amur River and back is provided by the North-Eastern Basin Branch pilotage service in accordance with the Contract on Pilotage (hereinafter referred to as the Contract).
In order to sign the Contract a client must send a written application to the North-Eastern Basin Branch by fax +7 (42137) 766-90 or a scan must be e-mailed at: mail@van.rosmorport.ru The application will be considered within five days and if required information to sign the agreement is provided and there are no technical restrictions to provide the stated services, two copies of the Contract are sent to a client for signing. The Contract signed by the client should be returned to the North-Eastern Basin Branch.
Pilotage of vessels moving from the Nikolayevsk-on-Amur seaport to river harbors on Amur River and back is provided by the North-Eastern Basin Branch in accordance with the procedure and under the terms established by the Contract. An application for pilotage of vessels within the signed Contract is filed to the North-Eastern Basin Branch pilotage service in the Nikolayevsk-on-Amur seaport by fax +7 (42135) 249-34 or a scan is e-mailed at: v.khmarin@van.rosmorport.ru 48 hours before and eight hours before starting planned pilotage.
