Compulsory Regulations in the Seaport of De Kastri Amended

Under Russian Transport Ministry Order No 200 of May 17, 2018 “On Making Amendments to the Compulsory Regulations in the Seaport of De Kastri Approved by Russia’s Transport Ministry Order No 75 of March 22, 2012”, changes have been made to the Compulsory Regulations in the Seaport of De Kastri.

The corrections are related to establishing a VTMS coverage area in the seaport of De Kastri and the navigation rules within it, as well as to establishing boundaries of the action area of GMDSS Sea Area A1 that has been conditioned by putting into operation equipment and facilities of VTMS De Kastri and the coastal area of GMDSS Sea Area A1.

The construction of VTMS De Kastri was performed by the Vanino Branch in 2012-2013. Totally, the Vanino Branch spent 93 million Rubles, and 70 million Rubles out of that sum were federal budget investments. In December 2014 the built facilities of VTMS De Kastri were put into operation pursuant to Permit No RU2751630420-10/2014 of December 05, 2014 issued by the De Kastri Rural Settlement.

In 2014-2018 VTMS De Kastri functioned in the test mode during which field tests of installed equipment have been performed.

In May 2018 based on Rosmorrechflot’s inspection Certificate of Conformity No VTS-3/1-3063-2017 of December 27, 2017 was issued. This is the certificate of conformity to the requirements approved by Russia’s Transport Ministry Order No 226 of July 23, 2015 imposed on VTMS of second category.

Based on the results of the successful inspection the Vanino Branch has started providing navigation services by using VTMS De Kastri in the seaport since June 25, 2018.

With the use of VTMS De Kastri, vessels within its coverage area are provided comprehensive navigational services as follows:
- to detect vessels on the approaches toward the coverage area of VTMS De Kastri, establish communication with them, receive data on a vessel;
- to give vessels navigational, operative and other information on the initiative of operators of VTMS De Kastri or at the request of a vessel;
- to provide navigation support;
- to organize movement of vessels, including planning and establishing modes of vessel movement in the coverage area of VTMS De Kastri;
- to control vessel movements and the positioning on anchoring stations.

VTMS De Kastri functions round-the-clock. Twelve operators, who have undergone professional training in specialized simulator centers and have international certificates “VTMS Operator” pursuant to the IALA requirements – V-103, provide the work of VTMS De Kastri.
