Compulsory Regulations in the Seaport of Okhotsk Approved

Compulsory Regulations in the Seaport of Okhotsk have been approved by the Russian Transport Ministry Order No 173 of May 04, 2018. They come into effect from July 20, 2018 according to the established procedure.

The new Compulsory Regulations in the Seaport of Okhotsk establish
- rules for vessels calling at and exiting the seaport of Okhotsk, as well as the rules of navigation in the water area of the seaport of Okhotsk and on the approaches toward it;
- rules of vessels’ mooring in the seaport of Okhotsk specifying the sites of their mooring;
- rules of ensuring environmental security, rules of observing pratique in the seaport of Okhotsk;
- rules of using special communication means on the territory and in the water area of the seaport.

The Compulsory Regulations in the Seaport of Okhotsk contain data on
- the approaches toward the seaport of Okhotsk;
- anchorages of the seaport;
- areas of compulsory pilotage of vessels in the seaport;
- technical possibilities of the seaport in part of receiving vessels, depths of the water area of the seaport and at berths of the seaport;
- transmitting navigational and hydrometeorological information to captains of vessels in the seaport, as well as information on the unlawful interference threat in the seaport;
- and other information pursuant to Russian regulatory legal acts in the sphere of commercial navigation.

As compared with the earlier compulsory regulations effective in the seaport that were approved by the captain of the seaport of Okhotsk as in force in 1997 the document has been brought in line with the common requirements to the structure and the contents of the compulsory regulations in Russian seaport approved by the Russian Transport Ministry.

In the field of regulations of pilots activities in the seaport of Okhotsk the new compulsory regulations specify the site of embarkation/disembarkation for vessels calling at the seaport of Okhotsk. The area of compulsory pilotage in the seaport has been reduced. The list of vessels exempt from compulsory pilotage has been expanded. The requirements on the weather conditions during mooring operations of vessels in the seaport have been also stepped up both in regards to the maximum allowed wave height and the wind conditions.

Pilotage of vessels in the seaport of Okhotsk is performed by the Vanino Branch. Based on the results of 2017 the Branch had performed 198 pilotage operations with the total extension of 505 nautical miles.
