The North-Eastern Basin Branch of FSUE “Rosmorport” history goes back to November, 2003 when, by order of FSUE “Rosmorport” № 33/OD dated 10.11.2003, the FSUE “Rosmorport” Vanino Branch was created and the Regulations for the FSUE “Rosmorport” Vanino Branch were approved.
2003
In November, 2003 the FSUE “Rosmorport” Vanino Branch received a registration notice from Interdistrict Inspection № 5 of the Ministry of Taxes and Levies of the Russian Federation for Khabarovsk Territory.
2004
According to the order of the Ministry of Property Relations of the Russian Federation dated 30.04.2004 № 1583-r the federal property withdrawn from Sea Administration of the Port of Vanino and Sovetskaya Gavan was secured to FSUE “Rosmorport” on the right of economic authority, and by the order of FSUE “Rosmorport” dated 31.05.2004 № 85a/OD was transferred to the FSUE “Rosmorport” Vanino Branch.
According to the order of the Ministry of Transport of the Russian Federation dated 31.05.2004 № VR-18-r for purposes of maintenance and development of port infrastructure safe shipping facilities and to provide the execution of administrative powers, and according to the regulation of the Government of the Russian Federation dated 25.09.2002 № 705 “On Improving State Administration System of Sea Trading and Specialized Ports”, starting from the 1st of June, 2004 the FSUE “Rosmorport” Vanino Branch began charging harbour dues and tariffs and conducting other business activities in the seaports of Vanino, De-Kastri, Lazareva Cape, Nikolaevsk-on-Amur, Sovetskaya Gavan.
In September, 2004 Klimov Anatoly Georgievich was appointed director of the FSUE “Rosmorport” Vanino branch by the FSUE “Rosmorport” order dated 17.08.2004 № 272/K.
In December, 2004 by the FSUE “Rosmorport” order dated 23.12.2004 № 306/OD amendments were made to the FSUE “Rosmorport” Vanino branch Statute, concerning branch activity in mobilization training, civil defense and state secret data protection.
2005
In November, 2005 by the FSUE “Rosmorport” order dated 21.11.2005 № 480/OD amendments were made to the FSUE “Rosmorport” Vanino Branch Statute extending branch authorities.
2007
In May 2007, in accordance with act of building (construction) acceptance OC-1 No. 14 of 31.05.2007, the constructed power line (10 kV transmission line) for use by the branch to power GMDSS facilities located in the seaport of De-Kastri (Khabarovsk Territory) was transferred to the Vanino Branch economic management. In the same month, in accordance with act of building (construction) acceptance OC-1 No. 13 of 31.05.2007, the constructed warehouse in De-Kastri (Khabarovsk Territory), designed for temporary storage of the Branch materials and equipment was transferred to the Vanino Branch economic management.
In July, 2007 to match the branch Statute with the labor law of the Russian Federation concerning labor safety of the branch workers, by the FSUE “Rosmorport” order dated 3.07.2007 № 273 appropriate amendments to the FSUE “Rosmorport” Vanino Branch Statute were made.
2008
In December, 2008 by the FSUE “Rosmorport” order dated 27.11.2008 № 433/K A.G. Klimov retired. In the same month in compliance with FSUE “Rosmorport” Vanino Branch Order No 434/K of 09.09.2016, Leonid Terebizh, who held the post of economics and finance deputy director of the FSUE “Rosmorport” Vanino Branch, has been appointed acting director of the FSUE “Rosmorport” Vanino Branch.
2011
In December 2011 in compliance with FSUE “Rosmorport” Order No 512/k of 15.12.2011, since December 19 2011 Leonid Terebizh has been transferred to the position of the director of the FSUE “Rosmorport” Vanino Branch.
2012
In July 2012, in accordance with FSUE “Rosmorport” Order No. 469 of 27.07.2012 the Regulations on the FSUE “Rosmorport” Vanino Branch were approved as amended.
2013
In April 2013, in accordance with FSUE “Rosmorport” Order No. 189 of 22.04.2013, MNMS-26 Oil garbage disposal vessel previously operated by the Vostochny Branch was transferred to the FSUE “Rosmorport” Vanino Branch for use by the Branch for rendering services on collection of ship waste in the seaport of Vanino.
In July 2013, in accordance with FSUE “Rosmorport” Order No. 321 of 08.07.2013, Khasanets Berthing tug previously operated by the FSUE “Rosmorport” Vladivostok Branch was transferred to the FSUE “Rosmorport” Vanino Branch for rendering towing services in the seaports of Vanino and Sovetskaya Gavan.
In December 2013, in accordance with act of building (construction) acceptance OC-1 No. 16 of 31.12.2013, the constructed automobile access roads were transferred to Vanino Branch for use by the branch for delivery of equipment and materials to the radio tower at Cape Davydov, which is a part the seaport of De-Kastri VTS.
2014
In July 2014, by FSUE “Rosmorport” Order No. 307 of 25.07.2014, the Regulations on the Vanino Branch were amended, in accordance with the amendments, the list of the authorized activities of the Vanino Branch was extended by six new activities, in the following areas:
- implementation of activities in the field of ionizing radiation sources (generating) use, carried out by the branch;
- organization of repair, maintenance and general operation servicing and supply of vessels, carried out by the branch;
- branch participation in ensuring the navigation safety of the seaports water areas;
- maintaining technical means to ensure navigation safety of seaports water areas in good condition, organization of maintenance, repair, reconstruction and new construction, carried out by the branch;
- branch participation in creation and ensuring operation of facilities of A1, A2, A3, A4 sea areas of the Global Maritime Distress and Safety System;
- performance of branch’s functions of NAVAREA XX and XXI geographical areas.
In October 2014, in accordance with the act of acceptance of the completed construction of the facility of October 30, 2014 the following newly constructed facilities have been transferred under economic control and management of the Vanino Branch: receiving station of GMDSS A2 sea water area and base station of GMDSS A1 sea water area, which is a part of the property complex "Ploshadka "Kekurnaya"; technological module, fencing structures and coverings for the transmitting station of GMDSS A2 sea water area at Cape Muchukei-Dua which is a part of the property complex "Ploshadka Muchukei-Dua", intended for the transmission and reception of distress signals and emergency messages and the organization of communication with the sea vessels during rescue operations conducted at the approaches to the seaport of Vanino.
In December 2014, in accordance with act of acceptance of the constructed facility, the Acceptance Comission KS-14 of 11.12.2014 transferred the constructed radio tower at Cape Davydov to the Vanino Branch economic management for use by the branch in order to accommodate the equipment and base station antennas that are part of the GMDSS facilities of A1 Sea Area in the water area and on the approaches to the seaport of De-Kastri.
2015
In February 2015, in accordance with FSUE “Rosmorport” Order No. 94 of 18.02.2015, Bolshoy Oil garbage disposal vessel was disposed due to significant physical deterioration of the vessel.
In June 2015, on the Basis of Rosmorrechflot Order No. 115 of 31.12.2014, facilities of engineering and technical means to ensure navigation safety, comprising radar means, TV and IR monitoring equipment intended to control surface situation in the established sectors of the seaports of De-Kasti, Nikolaevsk-on-Amur and Sovetskaya Gavan water areas, were assigned to the enterprise and under FSUE “Rosmorport” Order No. 332 of 04.06.2015 transferred to the FSUE “Rosmorport” Vanino Branch economic management. In the same month, by FSUE “Rosmorport” Order No. 380 of 22.06.2015, the Regulations on the FSUE “Rosmorport” Vanino Branch were amended, in accordance with the amendments, the list of the authorized activities of the Astrakhan Branch was extended by four new activities in the following areas:
- assessment of vulnerability of transport infrastructure and vehicles;
- development of plans to ensure transport safety of transport infrastructure and vehicles;
- activities on water supply and sanitation;
- heat supply activities.
In addition, in June 2015, on the Basis of Rosmorrechflot Order No. 70 of 25.06.2015, facilities of engineering and technical means to ensure navigation safety, comprising radar means, TV and IR monitoring equipment intended to control surface situation in the established sectors of the seaport of Vanino water area, were assigned to the enterprise and under FSUE “Rosmorport” Order No. 416 of 07.07.2015 transferred to the FSUE “Rosmorport” Vanino Branch economic management
In September 2015, by FSUE “Rosmorport” Order No. 529 of 11.09.2015, corrections were introduced to Regulations on the Vanino Branch, defining the rights of the Branch to implement the certain activities, carrying out of which. in accordance with the Russian Federation legislation. requires to obtain special permits, licenses and certificates.
In December 2015, the Vanino Branch started providing infrastructure services related to operation of means of ensuring navigation safety in the seaports of Vanino, De-Kastri, Nikolaevsk-on-Amur and Sovetskaya Gavan
2016
In July 2016 in accordance with FSUE “Rosmorport” Order No. 318 of 05.07.2016 the Statute on FSUE "Rosmorport" Vanino Branch was amended, and the seaport of Okhotsk was included in the list of seaports in which the Vanino Branch has a right to carry out its activities.
In November 2016 on the basis of the Order No. 541/k of 28.10.2016 of the FSUE “Rosmorport” Vanino Branch on the removal of berth No. 10 in the seaport of Nikolaevsk-on-Amur from exploitation the FSUE “Rosmorport” Vanino Branch have stopped providing services for the provision of infrastructure for passenger terminals in the seaport of Nikolaevsk-on-Amur.
In September 2016 in compliance with FSUE “Rosmorport” Order No. 784/k of September 09, 2016 Leonid Terebizh was released of duties of FSUE “Rosmorport” Vanino Branch director on September 19, 2016 by his own volition and due to the retirement. In the same month FSUE “Rosmorport” issued Order No 787/k of September 09, 2016 to devote responsibility to the FSUE “Rosmorport” Vanino Branch deputy director, Evgeniy Moroz. Moroz started performing his duties from September 20, 2016.
In December 2016 in compliance with FSUE “Rosmorport” Order No. 1206/k of December 30, 2016 Evgeniy Moroz has been transferred to the position of director of the FSUE “Rosmorport” Vanino Branch starting from January 1, 2017. Earlier, he held the position of deputy director of the FSUE “Rosmorport” Vanino Branch.
In the same month, in accordance with Order of FSUE “Rosmorport” No. 609 of 12.12.2016 a decision was taken to recycle the Liman auxiliary service boat due to its complete physical depreciation.
2017
In March 2017 under FSUE “Rosmorport” Order No. 111 dated March 31, 2017 the FSUE “Rosmorport” Vanino Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:
- carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;
- protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.
In May 2017 in accordance with FSUE “Rosmorport” Order No. 412/k of 23.05.2017 Evgeniy Moroz was relieved from his duties as the director of the FSUE “Rosmorport” Vanino Branch by his own volition. In the same month in accordance with the FSUE “Rosmorport” Order No. 413/k of 23.05.2017 chief accountant of the FSUE “Rosmorport” Vanino Branch Elena Bulanova was appointed the interim director of the FSUE “Rosmorport” Vanino Branch.
In September 2017 the Vanino Branch started rendering services for transporting cargoes by motor vehicles within the limits of the Vanino and Sovetskaya Gavan districts of Khabarovsk Territory.
In November, 2017 on the basis of order of territorial department of Rosimushchestvo in the city of Moscow No. 1346 of October 30, 2017 the enterprise received and in accordance with the order of FSUE “Rosmorport” from 21.11.2017 No. 493 it transferred under control and economic management of the Vanino Branch the radio node located in Okhotsk, which transmits navigation and hydro-meteorological information to vessels located in the Okhotsk Sea, and can also be used for the transmission of urgency and distress signals.
2018
In January 2018 under FSUE “Rosmorport” Order No. 75/k of January 23, 2018 Bulanova Elena Aleksandrovna was transferred to the position of director of the FSUE “Rosmorport” Vanino Branch. Earlier, Bulanova performed the duties of director of the FSUE “Rosmorport” Vanino Branch without removal of the position of chief accountant of the FSUE “Rosmorport” Vanino Branch.
In March 2018 the FSUE “Rosmorport” Vanino Branch stopped providing pilotage services on the Amur River due to the expiration of river pilot certificates, according to which pilots of the FSUE “Rosmorport” Vanino Branch had the right to carry out pilotage on the Amur River.
In October 2018 the Vanino Branch acquired a residential unit with the total area of 85 square meters in the settlement of Okhotsk to use it by the branch for deploying workers of the branch.
2019
In March 2019 the Vanino Brach stopped rendering services to provide berths for safe mooring of vessels in the seaports of Khabarovsk Territory due to insufficient technical resources.
In July 2019 in order to bring data of the register of property units in line with accounting and accountancy data of the FSUE “Rosmorport” Vanino Branch a property unit “The guard house at the main entrance checkpoint, the fire station” was divided into two separate property units – “The fire station” designed for deploying fire-fighting equipment and devices and “The guard house” designed for deploying workers of guard sub-divisions, which keep guard. In coordination with Rosmorrechflot these property units were handed over for the free use to Russia’s Interior Affairs Ministry Far Eastern Directorate for Interior Affairs in Transport.
2020
In January 2020 in coordination with Rosmorrechflot (Letter No. КС-27/639 of January 28, 2020) FSUE “Rosmorport” made a decision to transform a property unit "The reinforced concrete perimeter fence, the port perimeter fence and the port perimeter fence with Post No. 1, Post No. 3 and Post No. 10" in the seaport of Vanino to a category of movable property.
In April 2020, in coordination with Rosmorrechflot (letter No. KC-27/4278 of April 17, 2020), in accordance with the FSUE "Rosmorport" order No. 154 of April 23, 2020, it was decided to decommission the Proliv pilot boat due to extreme physical wear of the vessel. In the same month, due to the lack of necessary vessels in the seaport of De-Kastri, the FSUE “Rosmorport” Vanino branch stopped providing services for the provision of crew boats in the seaport of De-Kastri.
In May 2020, in agreement with Rosmorrechflot (letter dated 17.04.2020 No. KS-27/4278) and in accordance with FSUE "Rosmorport" order dated 29.05.2020 No. 209, it was decided to write off and dispose of the service crew boat 1559 (side No. РХВ 39-06) of the FSUE "Rosmorport" Vanino branch due to the extreme physical wear and tear of the vessel.
In June 2020, in accordance with the FSUE “Rosmorport” purchase and sale contract, a tug boat of the Damen ASD 3010 project of ice class Arc4 was purchased and transferred to the economic control of the Vanino Branch of FSUE “Rosmorport”, which will be used by the Vanino branch for its intended purpose in the seaport of Vanino.
In August 2020, two new working boats "Anatoly Klimov" and "Viktor Vorotylo" were transferred under the economic management of the FSUE "Rosmorport" Vanino branch. The boats were built by order of FSUE "Rosmorport" at the Onega shipyard and are intended for use by the branch in the seaports of Vanino and Sovetskaya Gavan for the delivery of pilots and other traveling purposes.
In November 2020, by the order of FSUE "Rosmorport" No. 506 of November 25, 2020 the Vanino Branch Statute has been approved as amended.
In December 2020, on the basis of the acceptance certificate of the completed construction of the facility dated December 2, 2020 No. KS-11 and in accordance with the order of the FSUE "Rosmorport" Vanino branch dated December 2, 2020 No. 339/k, the new constructed piece of property "Operating water area of the transshipment complex berths and the water area of the turning point" in the seaport of Vanino, intended for safe maneuvering and movement of vessels in order to safely moor them to the transshipment complex berths, was put under the economic management of the FSUE "Rosmorport" Vanino branch.
2021
In January 2021, on the basis of the resolution of the Administration of the Vaninsky municipal district of the Khabarovsk Territory dated May 29, 2020 No. 385 "On assigning an address to an object with cadastral number 27:04:0101007:549" and in accordance with the order of Rosmorrechlot dated November 6, 2020 No. AP-506-r "On Amending the Charter of the Federal State Unitary Enterprise "Rosmorport" by order of FSUE "Rosmorport" dated February 4, 2021 No. 38 "On Amending the Statute of the FSUE "Rosmorport" Vanino Branch" Amendments have been made to the Statute of the FSUE "Rosmorport" Vanino Branch associated with a change in the location and postal address of the FSUE "Rosmorport" Vanino branch.
In April 2021, in agreement with Rosmorrechflot (letters dated March 29, 2021 No. ZD-27/3009 and March 29, 2021 No. ZD-27/3010) in accordance with the letter of the FSUE "Rosmorport" General Director dated March 31, 2021 No. AS-25/3110-17 it was decided to transfer the property units "Fencing of the RTS on the hill "Kekurnaya", "The site at the upper warehouse of the fire station" and "Improvement of the service and technical building in the village of De-Kastri" into the category of movable property.
In December 2021, in accordance with the order of the FSUE “Rosmorport” Vanino branch dated December 30, 2021 No. 382, a decision was made to transfer the Corvette Che-22 aircraft intended for use by the FSUE “Rosmorport” Vanino branch for studying ice conditions in the Tatar Strait from movable property to real estate.
2022
From May 2022, the FSUE “Rosmorport” Vanino Branch on a contract basis provides geodesic and hydrographic services in the waters of Vanino, De-Kastri, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan seaports.
In December 2022, in accordance with the FSUE “Rosmorport” Order No. 471 dated December 8, 2022, an action plan was approved for the affiliation of the FSUE “Rosmorport” liquidated Magadan and Anadyr branches to Vanino branch and further renaming of Vanino branch into FSUE "Rosmorport" North-Eastern Basin Branch. In the same month, in accordance with the FSUE “Rosmorport” Order dated December 21, 2022 No. 333/sh, the organizational structure and staffing of the FSUE “Rosmorport” Vanino Branch were approved. In addition, in accordance with the FSUE “Rosmorport” Order No. 511 dated December 21, 2022, amendments were made to the Regulations on the FSUE “Rosmorport” Vanino Branch related to the expansion of the area of operation of the FSUE “Rosmorport” Vanino Branch in the seaports of Anadyr, Beringovsky, Magadan, Pevek , Providence and Egvekinot and on the approaches to them.
2023
In February 2023, in accordance with the action plan for incorporating the liquidated FSUE “Rosmorport” Anadyr and Magadan Branches into the FSUE “Rosmorport” North-Eastern Basin Branch, 120 real estate facilities were transferred to the branch, including 30 hydraulic structures, 17 buildings and premises, 66 structures and 7 fleet units to be used by the FSUE “Rosmorport” North-Eastern Basin Branch for their intended purpose.
In March 2023, in accordance with the Rosmorrechflot Order No. ZD-66-r dated March 20, 2023, amendments were made to the FSUE “Rosmorport” Charter. In accordance with the amendments the FSUE “Rorsmorport” Vanino Branch was renamed the FSUE “Rosmorport” North-Eastern Basin Branch. In the same month, in accordance with the FSUE “Rosmorport” Order No. 107 dated March 23, 2023, the Regulations on the FSUE “Rosmorport” North-Eastern Basin Branch were approved.
In August 2023, in agreement with Rosmorrechflot (letter dated 25.08.2023 No. BT-27/12394), based on the results of an open auction, the FSUE “Rosmorport” North-Eastern Basin Branch sold Koppi bilge water removing ship due to significant moral and physical deterioration of the vessel, which was not economically feasible to use in the further economic activities of the branch.
In October 2023, in accordance with the FSUE “Rosmorport” Order dated 08.17.2023 No. 336, the tugboat “Vostok”, previously operated by the Far Eastern Basin Branch of the FSUE “Rosmorport”, was transferred to the FSUE “Rosmorport” North-Eastern Basin Branch, to be used by the branch for the purpose of providing towing and crew boat services in the seaports of Vanino and Sovetskaya Gavan. In the same month, in accordance with the FSUE “Rosmorport” North-Eastern Basin Branch order dated October 24, 2023 No. 402 “On the closure of the separate division Pevek Department of the FSUE “Rosmorport” North-Eastern Basin Branch”, the separate division Pevek Department of the FSUE “Rosmorport” North-Eastern Basin Branch shut down its operations.
In November 2023, in accordance with the Chukotka Autonomous District Department of the Federal Tax Service of Russia notification dated November 10, 2023 No. 717667432 and based on the FSUE “Rosmorport” application dated October 26, 2023, the separate division Pevek Department of the FSUE “Rosmorport” North-Eastern Basin Branch was deregistered with tax authorities on November 10, 2023.
In December 2023, the FSUE “Rosmorport” North-Eastern Basin Branch acquired a real estate property object: non-residential premises with an area of 143 sq.m., located in Anadyr, intended by the branch for accommodation of a mechanical repair shop, for storage of spare parts and property for vehicles, fleet, aids to navigation and safety equipment.
Today the FSUE “Rosmorport” North-Eastern Basin Branch is one of the largest sea enterprises of the region, carrying out its activities in eight seaports of Khabarovsk Territory, Magadan Region and Chukotka Autonomous District. Staff of the branch amounts to 366 persons. The FSUE “Rosmorport” North-Eastern Basin Branch, using federal property assigned to it, renders multiple services on safe commercial navigation and moorage in the seaports water areas and on approaches to them.
Representatives of the FSUE “Rosmorport” North-Eastern Basin Branch are members of various councils and consulting authorities of the region.
