     In accordance with the Ministry of Transport of Russia order dated 31.10.2012 No. 387 "On approving list of harbor dues in the seaports of the Russian Federation" (revised and amended) the following dues are charged in the seaports of Big Port Saint-Petersburg, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk, Ust-Luga, Vyborg and Vysotsk:

     2. Terms of application of harbor dues charged by FSUE “Rosmorport” from vessels in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga
 
     Terms of application of harbor dues in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga are established by Order No. 223/16 of the FAS of Russia dated 10.03.2016 with the specifications established by Order No. 524/23 of the FАS of Russia dated 04.08.2023, FAS Orders No. 781/17 of 13.06.2017 and No. 1588/19 of 03.12.2019; as well as FSUE “Rosmorport” Orders  No. 555 of 15.12.2020 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023), No. 552 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 26.07.2022, on 16.12.2022, on 18.12.2023, on 29.12.2023) and No. 546 of 27.12.2019 (amended on 15.12.2020, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023).

     Harbor dues rates are applied for payments for services provided by the FSUE “Rosmorport” North-Western Basin Branch, for the use of the certain seaport infrastructure facilities, ensuring safety of navigation in seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, and approaches to them.

     Harbor dues are paid by Russian and foreign shipowners or their authorized persons for vessels port calls at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, departure from the seaports, as well as its transiting through the corresponding seaports.

     Harbor dues in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga are established for Russian vessels navigating under the state flag of the Russian Federation (hereinafter - Russian vessels) and vessels navigating under the flags of foreign states (hereinafter - foreign vessels).

     Harbor dues rates in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga are established for Russian vessels in foreign traffic and foreign vessels, as well as for Russian vessels in coastal navigation, and are differentiated according to the types of vessels:

  • all vessels, except ro-ro ships, dry-cargo ships, container ships and tankers;
  • ro-ro ships, dry-cargo ships;
  • container ships;
  • tankers.

     Foreign vessels carrying out coastal voyages, pay harbor dues at the rates established for foreign vessels in foreign traffic.

     Flag and type of vessel are determined by the vessel's documents.

     For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.

     Harbor dues rates are established per unit of gross tonnage indicated in the Rating Certificate.

     Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.

     In the absence of information in the Rating Certificate about gross tonnage of the isolated ballast tanks and on reduced gross tonnage of the tanker, harbor dues are calculated with a coefficient of 0.9.

     For the calculation of harbor dues, a passenger vessel with gross tonnage more than 40,000 is considered to be equal to gross tonnage of 40,000.

     Harbor dues for vessels without Rating Certificate are calculated according to conditional vessel volumetric capacity, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.

     When a vessel calls at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, harbor dues are paid for the voyage in which the vessel was at corresponding seaport. When a vessel departures from the seaport of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, harbor dues are paid for the voyage in which the vessel leaves the seaport. Ecological dues are paid according to voyage (coastal or foreign traffic), in which the vessel called at the relevant seaport.

     A vessel calling at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga without cargo, shall pay harbor dues (including ecological dues) for the voyage during which it entered the port. A vessel, departing from the respective seaport without cargo, pays harbor dues for the voyage in which it called at the seaport.

     Harbor dues rates (except pilotage dues and navigation dues rates regarding vessel traffic control system (hereinafter - VTS)) for vessels calling at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga without carrying out operations with cargo and servicing of passengers, transiting through the relevant seaport water area, except cases stipulated by in paragraphs 1.12, 1.14, of Order No. 223/16 of FAS Russia dated 10.03.2016 are applied with coefficient 0.5.

     Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating harbor dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow are of different types, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35. When determining conditional volumetric capacity of a raft, the raft's draft is taken into account instead of depth overall.

     Harbor dues from lighter carrier conducting cargo operations with lighters, are calculated with the total gross tonnage of the lighters discharged when calling at seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, and loaded prior to departure from the corresponding seaport.

 

     Harbor dues rates are not applied to the following vessels:

  • training, simulation training vessels and training and production vessels used for educational activities;
  • vessels carrying out government supervisory and control functions;
  • warships (including warships under foreign flags) and military support vessels;
  • vessels intended for the protection and preservation of the marine environment not used for commercial purposes;
  • vessels intended for search and rescue operations not used for commercial purposes.

 

     Harbor dues rates, except pilotage dues, are not applied to the following vessels:

  • icebreakers;
  • scientific and research vessels;
  • small boats;
  • pleasure boats no longer than 20 m;
  • sport sailing ships;
  • vessels carrying out transportation of persons between the roads and berths of the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga with capacity less than 500 kW;
  • vessels carrying out operations on servicing and supply of vessels, port infrastructure facilities of the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga and operating in the water areas of one seaport or the adjacent water areas of of the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, and Passenger Port Saint-Petersburg, except for auxiliary and technical vessels rendering services in the waters of Kaliningrad Seaport to vessels not calling at Kaliningrad Seaport, which shall pay canal, navigation and lighthouse dues with the coefficient of 0.35; 
  • vessels passing sea trials.

 

     For payment by vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of FAS Russia dated 10.03.2016, harbor dues rates are applied if the vessels carry out operations with cargo and passenger servicing, as well as towage between seaports, without adjacent water areas.

     Harbor dues rates, except pilotage dues and navigation dues regarding VTS, are not applied to the following vessels:

  • vessels coming from the sea to outer roads of the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, on the approaches to the respective seaports and exiting from them to the sea, without performing any operations on the roads;
  • vessels calling at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga per force, due to threat of safety of the vessel, life or health of the crew and passengers, without performing in the relevant seaport of operations with cargo and passenger servicing;
  • vessels calling at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga for emergency repairs without performing in the respective seaports of cargo operations and passenger servicing.

     For vessels repeatedly calling at the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga, after leaving the relevant seaport under decision of the port authorities or for carrying out compass deviation, harbor dues, except pilotage dues, shall not be applied.

     Russian vessels of the fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation and back without calling at foreign ports, pay harbor dues the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga at the rate for coastal navigation.

     Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources and produced from them fishing and other products for processing or sale in the territory of the Russian Federation, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga at the coastal navigation rates with coefficient 0.3.

     Russian vessels up to 35.0 m long, carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues.

     Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga with the coefficient 0.9.

     Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga at the rates of coastal shipping with the coefficient 0.3.

     When transporting (towing) between the seaports of the Russian Federation, Russian ships (composite floating objects, including rafts) proceeding from inland waterways (regions of the Russian Federation rivers) to the seaports of Big Port Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint-Petersburg, Primorsk and Ust-Luga (including transiting through the seaports), and back, pay harbor dues at the coastal shipping rates.

 

     Passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate and transport at least 500 passengers at each call at the corresponding seaport (entrance and exit) pay harbor dues (except for pilotage dues) in the seaports Big Port Saint Petersburg and Passenger Port Saint Petersburg at rates and under rules established for passenger vessels.

     In periods of January 15 to April 30 and October 1 to December 25, gross register tonnage of passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate and transport at least 500 passengers at each call at the corresponding seaport (entrance and exit), is multiplied by coefficient 0.7 for calculation of all types of dues (except for pilotage dues) in the seaports Big Port Saint Petersburg and Passenger Port Saint Petersburg.

     Vessels navigating between non-adjacent water areas of the seaport, in the case of obtaining a permission of multiple short-term exit from the seaport and entrance to the seaports of Vysotsk or Kaliningrad provided in Compulsory regulations in the corresponding seaport, harbor dues are paid once at first exit from the seaport and entrance to the seaport of Vysotsk or Kaliningrad and in accordance with this permission.

 

     Vessels carrying sea sand from the Gulf of Finland to the seaports of Big Potr Saint-Petersburg and Passenger Port Saint-Petersburg pay harbor dues (excluding pilotage and ecological dues) with coefficient 0.5.

     Vessels, heading for the inland waterways of the seaports Big Port Saint Petersburg and Passenger Port Saint Petersburg and back with a stop in the seaports for conduction of port formalities by authorities and without performing cargo and passenger operations of commercial nature, are considered to be transit.

     For the calculation of harbor dues, vessels calling at the seaport Passenger Port Saint Petersburg and transiting through the seaport Big Port Saint Petersburg, are exempt from payment of harbor dues in the seaport Big Port Saint Petersburg, with the exception of pilotage dues, and pay harbor dues in the seaport Passenger Port Saint Petersburg.

     Vessels calling at the seaport Big Port Saint Petersburg and transiting through the seaport Passenger Port Saint Petersburg, are exempt from payment of harbor dues in the seaport Passenger Port Saint Petersburg, with the exception of pilotage dues, and pay harbor dues in the seaport Big Port Saint Petersburg.

     For passenger vessels calling at the seaports of Big Port Saint Petersburg or Passenger Port Saint Petersburg, the second in a calendar year port call is considered to be the next after the first port call at any of the said seaports.

     Transit vessels heading to/from the Saimaa Canal are exempt from payment of lighthouse and navigation dues and pay icebreaking dues (from December 1 to April 30) at rates of the seaport of Vyborg, and canal and pilotage dues at rates established for vessels proceeding from/to Saimaa canal.

     Vessels proceeding to/from the Saimaa Canal, calling at the seaport of Vyborg, are exempt from payment of lighthouse and navigation dues and pay icebreaking dues (from December 1 to April 30) and pilotage dues according to the rates established in the seaport of Vyborg, as well as canal dues (for exit from the seaport to the sea or entrance to the seaport from the sea) and pilotage dues at rates established for vessels proceeding from/to the Saimaa canal.

     Vessels proceeding from/to the Saimaa Canal to/from the seaport of Vysotsk, transiting through the seaport of Vyborg, are exempt from payment of harbor dues in the seaport of Vyborg and pay harbor dues in the seaport of Vysotsk.

     Vessels, heading for the seaport of Vyborg or the Saimaa Canal and back and transiting through the seaport of Vysotsk, are exempt from payment of harbor dues in the seaport of Vysotsk and pay harbor dues in the seaport of Vyborg

     Vessels proceeding to/from the Saimaa Canal, calling at the seaport Vysotsk, are exempt from payment of lighthouse and navigation dues, and pay icebreaking (from December 1 to April 30) and pilotage dues according to the rates established in the seaport of Vysotsk, canal and pilotage dues – at the rates established for vessels proceeding to/from the Saimaa canal.

     In the seaport of Kaliningrad, cargo vessels during transportation of cargo through the Kaliningrad Bay are exempt from payment of navigation, lighthouse and ecological dues as well as transport security dues for the seaport water area; canal dues are paid at the coefficient 0.3.

     In the seaport of Ust-Luga for calculating all types of dues (except for pilotage dues), gross tonnage of ro-ro vessels used for transportation of railway rolling stock is multiplied by a coefficient 0.4.

     According to the FSUE “Rosmorport” Order No. 15 of 22.01.2020 (amended on 27.11.2023) a coefficient 0,9 is used to the established port dues rates (except pilotage dues) in Vysotsk, Kaliningrad, Primorsk and Ust-Luga seaports during the calculation of port dues (except pilotage dues) for the liquid cargo vessels that use liquefied natural gas as a main fuel. 

     According to the FSUE “Rosmorport” Order No. 15 of 22.01.2020 (amended on 27.11.2023) a coefficient 0,9 is used to the established port dues rates (except pilotage dues) in Big Port Saint Petersburg seaport for calculation of port dues (except pilotage dues) for container carriers using liquified natural gas as main fuel. 

    The given harbor dues rates are basic, to which the coefficients specified in this regulation are specified. When applying to a vessel several coefficients, they are successively multiplied. 

 

Canal dues 


     The canal dues are payable for the passage of vessel through a canal when entering the seaports Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad. Passenger Port of Saint Petersburg and Ust-Luga and departing from these seaports, transiting through the seaports water area, as well as for vessels, heading for the Saimaa Canal or back.

     Canal dues are paid in full by passenger vessels in each seaport of arrival once per one calendar year when first calling at the seaport Big Port Saint Petersburg, Vyborg or Passenger Port of Saint Petersburg and departing from the seaport.

     Starting rom the second call at the seaports Big Port Saint Petersburg, Vyborg or Passenger Port of Saint Petersburg, passenger vessels pay canal dues with a coefficient of 0.25 to the established rates for each call at the corresponding seaport and departure of the vessel from the seaport.

     In the seaport of Vyborg paragraph 4 point 1.8 of the Order No. 223/16 of the Fas of Russia dated 10.03.2016 is not applied when calculating canal dues.

     In the seaport of Kaliningrad ro-ro and floating vessels proceeding to/from basins No. 3 and No. 4 in Baltiysk, are exempt from the canal dues. 
  

Pilotage dues

 
     Pilotage dues in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg and Ust-Luga are charged for vessel pilotage within a specified area of compulsory (optional) pilotage of vessel calling at the seaport, departing from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 dated 10.03.2016 of the FAS Russia which starts/ends with pilotage. 

     The boundaries of areas of compulsory (optional) pilotage, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” North-Western Basin Branch in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg and Ust-Luga are specified in section “Pilotage services of the North-Western Basin Branch”.

     Pilotage dues in the seaports of Big Port St Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port St Petersburg and Ust Luga include the payment for vehicles used to embark and disembark a pilot, except for embarking and disembarking pilots from a vessel moving to (from) a distant terminal of Pionersky (section No. 2 of the water area of the seaport) or to (from) water area of the LNG terminal (section No. 3 of the water area of the seaport) of the seaport of Kaliningrad.

     Services for embarking and disembarking pilots from vessels moving to (from) a distant terminal of Pionersky (section No. 2 of the water area of the seaport) or to (from) water area of the LNG terminal (section No. 3 of the water area of the seaport) of the seaport of Kaliningrad, are made by the North-Western Basin Branch in accordance with the procedure for providing crew vessels in the seaport of Kaliningrad and tariffs for services for provision of crew vessels in the seaport of Kaliningrad of the North-Western Basin Branch.

     In accordance with the order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023on 18.12.2023, on 29.12.2023) for providing pilotage of a vessel (except for independent operations on re-mooring from the berth to berth, constrictions along the berth) following to/from the seaport of Vyborg or from/to the Saimaa canal, a fee is charged in accordance with the rates approved by FSUE “Rosmorport” order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023), if such provision of pilotage is organized and carried out by the forces and technical means of the FSUE "Rosmorport" North-Western Basin Branch.

     In accordance with the order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023), in the period from December 1 to April 30, a coefficient of 1.5 is applied to the rates for providing pilotage of a vessel, following to/from the seaport of Vyborg or from/to the Saimaa Canal.

     Pilotage dues for pilotage are paid for each mile. Incomplete mile is counted as a full mile.

     Pilotage dues are paid for each independent pilotage operation, including:

     1) anchoring, mooring at mooring buoys;

     2) unanchoring, unmooring from mooring buoys;

     3) mooring at berth;

     4) unmooring from berth;

     5) docking/undocking.

     For pilotage between berths, berth and road, and back, pilotage dues are paid according to the pilotage rates for each mile. Incomplete mile is counted as a full mile

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of pilotage dues.

     For the calculation of the value of pilotage dues, vessel with gross tonnage less than 1 400 is considered equal to vessel with gross tonnage 1 400 (except small, sport sailing, pleasure vessels). For the calculation of the value of pilotage dues, gross tonnage of small, sport sailing, pleasure vessels is determined according to the provisions of paragraph 1.7 of Order No. 223/16 dated 10.03.2016 of the FAS Russia.

     In accordance with the order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023) in the seaports of Big Port Saint Petersburg, Vysotsk, Passenger Port Saint Petersburg and Ust-Luga for the calculation of the pilotage dues, a vessel with a gross tonnage of less than 6,000 shall be considered equal to a vessel with a gross tonnage of 6,000.

     In accordance with the order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023), in the seaport of Kaliningrad for the calculation of the pilotage dues, a vessel with a gross tonnage of less than 4,000 shall be considered equal to a vessel with a gross tonnage of 4,000.

     When shifting vessel alongside the berth with a pilot aboard, the pilotage dues are paid for operation with coefficient 0.5.

     Upon refusal from pilot services called on vessel, 50% of the pilotage dues for pilotage and operation, due for the service for which the pilot was called, shall be paid.

     Vessels carrying out operations on servicing and supply of vessels in the water areas of the seaport Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg and Ust-Luga and the approaches to them, including the inner and outer roads, infrastructure facilities of the seaport of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg or Ust-Luga, using the services of a pilot pay pilotage dues according to the coastal navigation rates. 

     In accordance with FSUE “Rosmorport” Order No 555 of 15.12.2020 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023) small, sportive sailing ships pay pilotage dues in the amount of 3.000 Rubles for each pilotage in the seaport of Kaliningrad. Clause 5.7 of FAS of Russia Order No. № 223/16 dated 10.03.2016 are not applied the above-mentioned vessels in the seaport of Kaliningrad.

     In accordance with FSUE “Rosmorport” Order No. 555 of 15.12.2020 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023) in the seaports of Big Port St Petersburg, Kaliningrad, Passenger Port St Petersburg and Ust Luga, when calculating pilotage dues, the following coefficients to the rates of pilotage dues are applied:

     - for container carriers operating on the routes opened in accordance with established procedure, coefficient 0.85;

     - for container carriers with an open top, operating on routes opened in accordance with established procedure, coefficient of 0.75.

     For the application of the corresponding coefficient for container carrier with an open top, the shipowner/marine agent should send copies of the documents on the corresponding container carrier: Classification Certificate, International Tonnage Certificate, Cargo Ship Safety Construction  Certificate to the North-Western Basin Branch by fax: +7 (812) 327-40-23, or email: mail@spb.rosmorport.ru, not later than three days prior to the date of first entry of container carrier in the corresponding seaport.

     In accordance with FSUE “Rosmorport” order No. 1340 of November 17, 2021, following coefficients are applied when calculating pilotage dues in the seaport of Ust Luga:

     - for all foreign vessels except trailer, floating, container, and tanker vessels, with gross tonnage of 10,000 and more – 0.89 coefficient;

     - for foreign tanker vessels with gross tonnage of 17,000 and more excluding the gross tonnage of isolated ballast tanks specified in the tonnage certificate – 0.9 coefficient.

     - for foreign tanker vessels with gross tonnage of 40,000 and more excluding the gross tonnage of isolated ballast tanks specified in the tonnage certificate – 0.4 coefficient.

     According to the FSUE “Rosmorport” Order No. 555 of 15.12.2020 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023):

     а) vessels headed from/to Saimaa channel to/from the seaport Vysotsk passing through the seaport Vyborg are released from paying pilot's due in the seaport Vyborg and pay pilotage dues in the seaport Vysotsk.

     b) vessels headed to/from the seaport Vyborg or from/to Saimaa channel and passing through the seaport Vysotsk are released from paying pilotage dues in the seaport Vysotsk and pay pilotage dues in the seaport Vyborg.

     c) vessels headed from/to Saimaa channel, entering the seaport Vysotsk pay pilotage dues for operation according to the rates established by the Vysotsk seaport, pay pilotage dues for one mile according to the rates established for the vessels headed from/to Saimaa channel.

     According to the FSUE “Rosmorport” Order No. 555 of 15.12.2020 (amended on 13.08.2021, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 29.12.2023), in the seaport of Vysotsk, when calculating pilotage rates for foreign shipping tankers with a gross tonnage of more than 6,000 and less than 100,000, without taking into account the gross tonnage of insulated ballast tanks indicated in the measurement certificate, a coefficient of 0.91 is applied.

     In accordance with the FSUE “Rosmorport” North-Western Basin Branch order No. 1318 dated December 15, 2023, a coefficient of 0.7 is applied when calculating pilotage dues for tankers with a gross tonnage of 100,000 or more in the seaport of Vysotsk from January 1, 2024 to December 31, 2024. 

 

Lighthouse dues

 
     Lighthouse dues are charged for call at the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Passenger Port Saint Petersburg, Primorsk and Ust-Luga and the exit of the vessel from the seaport or transiting through the corresponding seaport water area.

 

Navigation dues


     Navigation dues are charged for entry to the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga and vessel’s departure from the corresponding seaport. For vessels, transiting through the seaport Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga, navigation dues are charged at the rate of navigation dues related to the VTS.
     Description of coverage area boundaries of the Regional VTS of the eastern part of the Gulf of Finland and port VTS of the seaport of Kaliningrad, as well as the procedure for the provision of navigation services by the North-Western Basin Branch with the use of these services and vessel traffic systems can be found in section “Navigation Services of the North-Western Basin Branch”.
     Vessels, except for passenger vessels, not operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, during successive loading or unloading in several Russian seaports during one voyage before entering the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga, pay navigation dues in full at the first port call, and when entering the seaport of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga for additional loading or unloading pay navigation dues with coefficient 0.5 to the established rates of navigation duties in the respective seaport.

     Passenger vessels pay navigation dues in each seaport of call: Big Port Saint Petersburg, Vyborg or Passenger Port Saint Petersburg once per a calendar year at the navigation dues rate, when entering the seaport and the departing from the corresponding seaport for the first time.

     From the second call at the seaport of Big Port Saint Petersburg, Vyborg or Passenger Port Saint Petersburg, passenger vessels pay navigation dues at the rate of the navigation dues related to VTS for each vessel’s port call and departure from the corresponding port.

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, a coefficient 0.8 is applied to the rates of navigation dues.

     Vessels listed in paragraph 1.14 of Order No. № 223/16 dated 10.03.2016 of the FAS Russia, pay navigation dues at the rate of navigation dues related to VTS for each call at the seaport Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga and the departure from the corresponding port.

     In the seaport of Kaliningrad vessels, not operating on lines opened in accordance with the established procedure, have discount to the navigation dues upon vessel’s entry to the seaport of Kaliningrad during a calendar year:

     - from 11th to 15th entry – in the amount of 10%;
     - from 16th to 20th entry – in the amount of 15%;
     - from 21st entry – in the amount of 20%.


Icebreaking dues 


     Icebreaker dues are charged for call at the seaport Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga and departure from the seaport or transiting through the corresponding seaport water area, as from vessels heading for the Saimaa Canal and back.
     Information on procedure of provision of icebreaking services by the North-Western Basin Branch can be found in section “Icebreaking services of the North-Western Basin Branch”.
     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of pilotage dues.

     Icebreaking dues rates are not applied to the following vessels:

  •  vessels with Arc7 ice class according to the classification of the Russian Maritime Register of Shipping or relevant classes of other classification societies, navigating independently, without icebreaker escort;
  • passenger vessels

     In the period of December 1 to April 30, vessels calling at the seaports Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga with Arc5 and Arc6 ice class (according to the classification of the Russian Maritime Register of Shipping or respective classes of other classification societies) must pay icebreaker dues with coefficient 0.75.

     In the period of May 1 to November 30, the following vessels are exempt from payment of icebreaking dues in the seaports Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga:

  • vessels arriving in the seaports from inland waterways of Russia or from the Saimaa Canal and going back within the current year;
  • vessels arriving in the seaports from other seaports of Russia of the eastern part of the Gulf of Finland;
  • transit vessels proceeding from sea to the Russian inland waterways or to the Saimaa Canal and back.

     Vessels arrived in the seaport Vyborg from the seaport of Vysotsk are exempt from icebreaking dues.

     Vessels arrived in the seaport Vysotsk from the seaport of Vyborg are exempt from icebreaking dues.

 

Ecological Dues

 

     Ecological dues are charged in the seaports Big Port Saint Petersburg and Ust-Luga, equipped with technical means for receiving of all types of waste from vessels: waste, oily waters and sewage (except ballast waters).

     Information on the procedure for providing ecological services by the North-Western Basin Branch can be found in section “Ecological services of the North-Western Basin Branch.”

     During the stay of vessel in the seaport of Big Port Saint Petersburg or Ust-Luga up to 10 days the base rate of ecological dues is applied for calculation of the ecological dues.

     During the stay of the vessel in the seaport of Big Port Saint Petersburg or Ust-Luga over 10 days and up to 30 days the base rate of the ecological dues with a coefficient of 1.3 is applied.

     After 30 days, ecological dues will be charged in the manner prescribed by paragraph 8.1 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     When calculating time of the vessel’s stay at the seaport of Big Port Saint Petersburg or Ust-Luga incomplete days are rounded upward to full days.

     The vessel that did not present shipboard wastes is not exempt from payment of the ecological dues, except vessels listed to in paragraph 8.4 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     Ecological dues rates are not applied to the following vessels:

     1) vessels carrying out operations only in the outer roads on the approaches to the seaport of Big Port Saint Petersburg or Ust-Luga;

     2) non-self-propelled vessels;

     3) transit vessels;

     4) passenger vessels.

     The reception of wastes from vessels in respect of which rates of ecological dues are not applied, is carried out on a paid basis.

     In accordance with the order of FSUE "Rosmorport" dated December 15, 2020 No. 552 (as amended on December 16, 2021, June 8, 2022, July 26, 2022December 18, 2023, on December 29, 2023), from October 1, 2022, vessels proceeding to the multifunctional marine transshipment complex "Bronka" without calling to the terminals of the seaport Big Port of St. Petersburg, located to the east of the anchorage No. 1A, pay ecological dues using a coefficient of 2.

     In accordance with Order No. 268 of the FSUE “Rosmorport” North-Western Basin Branch dated 29.03.2013  for cargo vessels working at lines a 0.2 coefficient to the ecological dues in the second seaport of call during the subsequent calls of vessels in the mentioned seaports during one voyage. 

 

Water area transport security dues


     Water area transport security dues are charged for call at the seaport of Big Port Saint Petersburg, Vyborg, Vysotsk, Passenger Port Saint Petersburg, Primorsk and Ust-Luga and exit of the vessel from the seaport or transiting through the relevant seaport water area.

     Water area transport security dues charged for the services rendered by the North-Western Basin Branch in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga are not applied to:
     - Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation;
     - Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.
     Russian vessels, when performing voyages to fishing (from the fishing), pay the water area transport security dues in the seaport of Kaliningrad at coastal shipping rates with a coefficient of 0.6.
     

     3. Rules of application of the investment harbor dues collected by FSUE “Rosmorport” from vessels in the seaports of Big Port Saint Petersburg, Vysotsk, Primorsk, and Ust-Luga


     Rules of application of the investment harbor dues collected by FSUE “Rosmorport” from vessels in the seaports of Big Port Saint Petersburg, Vysotsk, Primorsk, and Ust-Luga are determined by the Decree of the Government of Russia No. 616 of 18.05.2019 "On determination of the size of the investment harbor dues, on their collection and application".

     The size of the investment due is determined per unit of gross capacity of the vessel specified in the measuring certificate of the vessel (for tankers with isolated ballast tanks it is determined without taking into account the gross capacity of isolated ballast tanks specified in the measuring certificate).

     The investment due is paid by Russian and foreign vessel owners (their authorized representatives) once for the vessel entry in the seaports of Big Port Saint Petersburg, Vysotsk, Primorsk, and Ust-Luga or the vessel’s departure from the specified seaports.

     The investment due is applied to:

     - vessels of foreign navigation used for the transportation of goods, including by sea, except for ferries;

     - ferries and passenger vessels in foreign navigation, including those used on sea lines (provided that federal property intended for the maintenance of ferries, passenger vessels and passengers is included in the program at the suggestion of FSUE “Rosmorport”);

     - vessels of the fishing fleet arriving on the territory of the Russian Federation from a foreign seaport or departing from the territory of the Russian Federation to a foreign seaport (provided that federal property intended for the maintenance of vessels of the fishing fleet is included in the program at the suggestion of FSUE “Rosmorport”).

     The type of vessels is determined in accordance with vessel documents.

     Due to the lack of federal property intended for providing ferries, passenger vessels and passengers with services, as well as for providing fishing fleet vessels with services in the Big Port of Saint Petersburg, seaports of Vysotsk, Primorsk or Ust-Lugain in the program of capital investments of FSUE “Rosmorport” approved by the Ministry of Transport of the Russian Federation, an investment due is not applied to the aforementioned types of vessels.

     The investment due shall not be applied if the vessel:

     - re-enters the seaport after departure from the seaport by decision of the seaport captain or for deviation works;

     - enters the seaport without carrying out cargo operations (including transshipment), passenger maintenance operations, and also passes through the seaport in transit.


4. Procedure of Payment of Harbor Dues to the FSUE “Rosmorport” North-Western Basin Branch 


     Harbor dues charged by the North-Western Basin Branch in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga can be paid by shipowners (agents and other persons authorized by the shipowner) in accordance with the terms of the standard contract for the provision of navigation and stay of vessels in seaports and approaches to them (hereinafter referred to as the Contract).
     The contract shall be concluded by its acceptance, in particular, without signing it by the parties, and shall be as valid as a contract signed by the parties.
     Acceptance shall be deemed to be any written notice of a vessel call to the seaport sent by the shipowner (agent or other person authorized by the shipowner) in accordance with the mandatory regulations being in force at the respective seaport, or carrying out conclusive actions aimed at obtaining the services provided by the enterprise in connection with the vessel call/exit and its stay in the seaport, as well as with its transit passage through the seaport water area.
     The acceptance of the offer to provide vessel pilotage services in accordance with the Contract shall be deemed to be the submission of a request by the shipowner (agent or other person authorized by the shipowner) for the provision of this type of services.

     For the purpose of the Contract individualization for individual shipowners (agents or other persons authorized by the shipowner) in order to assign a unique identification number to the Contract to be indicated in documents for mutual settlements in respect of the provision of navigation and the stay of vessels in seaports and approaches to them, the shipowner (agent or other person authorized by the shipowner) shall send to the North-Western Basin Branch a questionnaire filled in by the shipowner (agent or other person authorized by the shipowner) and copies of documents confirming the authority of the agent or other person authorized by the shipowner, certified by the organization's manager signature and its corporate seal:

     The received documents will be reviewed by the branch within 5 days, after which the North-Western Basin Branch shall send the notice on the assignment of a unique identification number to the Contract concluded between the North-Western Basin Branch and the shipowner (agent or other person authorized by the shipowner) to the email address of the shipowner (agent or other person authorized by the shipowner), specifed in the questionnaire.

     For payment of harbor dues in accordance with the terms of the Contract assigned with the unique identification number, shipowners (agents and other persons authorized by the shipowner) shall send request for issuance of an invoice for vessel call:
     to the seaports of Big Port of Saint Petersburg, Vyborg, Vysotsk, Passenger Port of Saint Petersburg, Primorsk and Ust-Luga

     The request will be considered within one day and, subject to the results of its consideration, the North-Western Basin Branch shall send the issued invoice for payment of harbor dues according to the form presented in Annex No. 2 to the Contract to the e-mail address specified in the questionnaire sent by the shipowner (agent or other person authorized by the shipowner), payable in accordance with the terms of the Contract. Payment documents must contain the number of the invoice issued by the North-Western Basin Branch or the Kaliningrad Directorate of the North-Western Basin Branch.

     In exceptional cases, for payment of harbor dues in accordance with the terms of the Contract, which has not been individualized (one-time vessel calls), shipowners (agents and other persons authorized by the shipowner) shall submit:
     In the seaports of Big Port of Saint Petersburg, Vyborg, Vysotsk, Passenger Port of Saint Petersburg, Primorsk and Ust-Luga
     - a request for payment of harbor dues to the following e-mail address: portdues@spb.rosmorport.ru

     It is recommended to send the duly signed request three days prior to the vessel call to the respective seaport. The request will be considered by the branch within one day and, subject to the results of its consideration, the North-Western Basin Branch shall send the issued invoice for payment of harbor dues according to the form presented in Annex No. 2 to the Contract, payable in accordance with the terms of the Contract, to the e-mail address specified in the request. Payment documents must contain the number of the invoice issued by the North-Western Basin Branch or the Kaliningrad Directorate of the North-Western Basin Branch.

     In case of non-payment or partial payment of harbor dues by the shipowner (agent or other person authorized by the shipowner) prior to the vessel exit from the seaports of Big Port of Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger port of Saint Petersburg, Primorsk or Ust-Luga, the North-Western Basin Branch shall have the right to apply to the captains of the respective seaports for refusal to issue a permission for vessel exit from the seaport in accordance with Subparagraph 4 of Paragraph 1 of Article 80 of the Commercial Maritime Code of the Russian Federation
 

II. Tariffs for Services Rendered by the FSUE “Rosmorport” North-Western Basin Branch

 

Individual Icebreaking Services 

 

     After the Master of the seaport Big Port Saint Petersburg issues an order imposing restrictions on ice navigation regime, if it is technically possible to provide an icebreaker, the North-Western Basin Branch renders on a contractual basis additional icebreaking services on individual icebreaker escort of vessels not meeting the requirements of the ice class and capacity of the vessel propulsion system.

     Decision on the possibility of individual icebreaker escort of vessels is made by the Master of the seaport Big Port Saint Petersburg.

     An individual ice escort is organized and conducted in order to ensure navigation in the Russian seaports of the Eastern Gulf of Finland: Big Port Saint Petersburg, Vyborg, Vysotsk, and Ust-Luga.

     Terms of rendering and payment of additional services of individual icebreaker escorts are determined by the terms and conditions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Icebreaking Services of the North-Western Basin Branch.”
 

Towage services

 

     The North-Western Basin Branch renders towage services related to towing support of mooring and unmooring vessels and other traffic of vessels in the water area of the seaport of Ust Luga and on the approaches toward it.

     Usage time is calculated from the time when a tugboat departs the base location (Berth No 1 and Berth No 2 of the motor railroad ferry complex or other current base location in the seaport of Ust Luga) to when the tugboat returns to the base location.

     Usage time is rounded to 0.5 hours if the time of use is less than 30 minutesб and if a vessel is used for 30-60 minutesб the usage time is rounded to one hour.


     The conditions for rendering and paying for towage services rendered by the North-Western Basin Branch are determined by the provisions of a contract for rendering towage services signed in accordance with the standard process specified in the section “Towage services of the North-Western Basin Branch”.


Crew Boat Services 


     The North-Western Basin Branch renders crew boat services in the seaports Big Port Saint Petersburg, and Kaliningrad for the purpose of delivery/removal of the crew, maritime agent (representatives of the maritime agent, shipowner), members of the State Commission on checkpoint through the state border of the Russian Federation, documents, products, cargo or goods to/from vessel and for other purposes.

Additional Ecological Services


     The North-Western Basin Branch provides in the seaport of Ust-Luga the following additional ecological services:

        - collection, transportation and disposal of all types of waste from vessels, exempt from disposal of the ship-generated waste and payment of ecological dues in the seaport of Ust-Luga, in accordance with the requirements of MARPOL 73/78 (except ballast water, cargo-related waste, waste related to cleaning up cargo and fuel tanks) during the whole period of the vessel stay in the seaport of Ust-Luga.


     Tariffs for the additional ecological services rendered by the North-Western Basin Branch in the seaport of Ust Luga.
  

     If operation time of the collector vessel, including time of its transfer to the place of operation, waiting time and return to the base in the seaport of Ust-Luga exceeds 4 hours, the operation time of the collector vessel during the time period exceeding 4 hours, is additionally paid on the basis of hourly rate for collector vessel operation in accordance with the tariffs for additional ecological services of the North-Western Basin Branch in the seaport of Ust-Luga.

     Towage support of collector vessel operation during the winter navigation is additionally paid in accordance with the tariffs for towage services of third-party organizations attracted by the North-Western Basin Branch on the basis of invoices issued to the branch.


      The final cost for the additional ecological services provided by the North-Western Basin Branch in the seaport of Ust-Luga is calculated by multiplying the tariff rate using increasing coefficients by the number of the rendered services in corresponding measurement units.

 

     Terms of rendering and payment for ecological services of the North-Western Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Ecological Services of the North-Western Basin Branch.” 


Additional Pilotage Services (deviation elimination services)


     The North-Western Basin Branch renders additional pilotage services (deviation elimination services) to vessels at the exit from the seaport Big Port Saint Petersburg.

     Deviation elimination services cost 24,280 RUB per hour, VAT excluded, and 29,136 RUB per hour, VAT included. 

     Final deviation elimination services cost calculation is carried out according to actual time of rendering services by the North-Western Basin Branch pilot. In this case each incomplete hour of actual time is rounded up to a full hour.


     Terms of rendering and payment for deviation elimination services of the North-Western Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Pilotage Services of the North-Western Basin Branch.” 


Ice Advisory Services


      The FSUE “Rosmorport” North-Western Basin Branch on a contract basis renders ice advisory services for giving recommendations and advice to vessels’ masters on all-type vessels safe navigation either independently or in icebreaker convoy in the Baltic sea ice conditions in 3 areas (zones):

Captain's Advisors Services


     The Kaliningrad Department of the FSUE “Rosmorport” North-Western Basin Branch provides the captain's advisors services on a contractual basis, consisting of issuing recommendations and advice to ship captains in ensuring navigation and environmental safety of cargo transshipment from ship to ship in the area of ​​anchorages No. 68 and No. 68b in the road of the seaport of Kaliningrad.

     The cost of 1 (one) hour of work of a captain's advisor of the Kaliningrad Department of the North-Western Basin Branch is 2,748 rubles, including VAT and 2,290 rubles, excluding VAT.

     Terms of rendering and payment for captain’s advisors services of the FSUE “Rosmorport” North-Western Basin Branch are specified in section “Captain’s Advisors Services of the North-Western Basin Branch”.


Berth Provision Services 


     The FSUE “Rosmorport” North-Western Basin Branch renders berth provision services in the seaports Big Port Saint Petersburg, Vyborg, Kaliningrad and Ust-Luga for safe anchorage of vessels at berths without performing loading and unloading operations.

     Cost of services for the provision of a berth for anchorage is calculated on the basis of the set tariffs, the maximum length of vessel, determined by the tonnage certificate of the ship and the actual anchorage time.

     When calculating the cost of services, an incomplete hour of berth usage is rounded up to a full hour.

     When a vessel is moored in the seaports of Big Port Saint Petersburg and Vyborg on the second side (lag), a coefficient of 0.5 is applied to the tariff rates for the service of providing space at the branch berths for mooring vessels.
     In the case of partial occupancy of the berth and simultaneous occupancy by a vessel of a berth of a third-party organization, when positioned on adjacent berths, the calculation is made based on the length of the berth of the North-Western Basin Branch actually occupied by the vessel.

     A coefficient of 10 is applied to the rates of tariffs for berth assignment services for the actual time of vessels's mooring at the berth that exceeds the time of mooring agreed by the North-Western Basin Branch, if the time of vessel's mooring at the berth is longer than the agreed time, which is stipulated in the berth assignment contract or in the application for berth assignment.

     For the calculation of the cost of services for the provision of berths No. 1 and No. 2 of the motor railroad ferry complex for mooring of vessels carrying out operations on servicing and supplying of vessels and infrastructure facilities of the seaport of Ust-Luga, a reduction coefficient of 0.6 is applied.

 

     Terms of rendering and payment for the North-Western Basin Branch berths provision services are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Berth provision services of the North-Western Basin Branch.” 
 

Services for the Provision of the Passenger Terminal Infrastructure 

 
     The North-Western Basin Branch provides port infrastructure of the sea passenger terminal to the ship owners to service passengers arriving on passenger ships in the seaports of Kaliningrad and Ust-Luga.

     Fee for providing passenger terminals in the seaports of Kaliningrad and Ust-Luga is not charged from passengers under the age of 3. 

 

     Fee for providing passenger terminals in the seaports of Kaliningrad and Ust-Luga by the North-Western Basin Branch is charged:

     a) in seaport of Kalinigrad one time for each passengeronce when alighting or boarding passengers from/to a vessel to/from the territory of the railway ferry complex, or one time for each passenger transiting through the seaport of Kaliningrad  on vessel calling at the railway ferry complex in Kaliningrad Seaport;
     b) in seaport of Ust-Luga for each passenger one time when alighting or boarding passengers from/to a vessel to/from the territory of the automobile-railway ferry complex, or one time for each passenger transiting through the seaport of Ust-Luga on vessel calling at the railway ferry complex in the seaport of Ust-Luga.

     Terms of rendering and payment of services for the provision of infrastructure of passenger terminals by the North-Western Basin Branch are defined by the provisions of the contracts for services concluded in accordance with the established procedure specified in the section “Services of the North-Western Basin Branch for the Provision of Passenger Terminals.” 


Loading and Unloading Operations

 
     Kaliningrad Department of the North-Western Basin Branch renders services on loading and unloading wagons to/from the ferries using the infrastructure of the railway ferry complex in the seaport of Kaliningrad.

 

     Rates for loading and unloading operations and related services of the Kaliningrad Department of the North-Western Basin Branch, are attached.


     Terms of rendering and payment of services of the North-Western Basin Branch for loading/unloading wagons from/to the ferries are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Loading and Unloading Operations of the North-Western Basin Branch.” 

 

Services on Linking - Unlinking of Ships with the Linkspan Bridge


     Ust-Luga Department of the North-Western Basin Branch provides services on linking - unlinking of ships with a linkspan bridge at the road-railway ferry complex (RRFC) in the seaport of Ust-Luga.

     The rate for services on linking - unlinking of ships with a linkspan bridge at the RRFC in the seaport of Ust-Luga is 4,880 rubles per hour (not including VAT) and 5,856 rubles (including VAT).


     Terms of rendering and payment for services Ust-Luga Department of the North-Western Basin Branch on linking - unlinking of ships with a linkspan bridge at the RRFC in the seaport of Ust-Luga are determined by the provisions of the contract for the rendering of services concluded in accordance with the established procedure specified in the section “Services on linking - unlinking of ships with a linkspan bridge of the North-Western Basin Branch.” 

 

Mooring Services

 
     The FSUE “Rosmorport” North-Western Basin Branch renders mooring services at the railway ferry berth with a rail linkspan bridge of the railway ferry complex in Baltiysk in the seaport of Kaliningrad.

 

     Tariff for one mooring operation at the railway ferry complex in the seaport of Kaliningrad is 1.80 RUB per GT unit (VAT excluded), and 2.16 RUB per GT unit (VAT included).  

    The cost of the mooring services rendered by the North-Western Basin Branch at the railway ferry complex in the seaport of Kaliningrad is calculated by multiplying the gross tonnage (GT) by the rate for the mooring services, depending on the vessel type and the number of mooring operations.

     Vessel gross tonnage (GT) is determined in accordance with the provisions of the International Convention on Tonnage Measurement of Ships.

     Types of mooring operations:

  • mooring vessel to the berth;
  • unmooring vessel from the berth.

 

     Terms of rendering and payment for mooring services of the North-Western Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Mooring Services of the North-Western Basin Branch.” 

 

Water bunkering services


     The FSUE “Rosmorport” North-Western Basin Branch renders services for water bunkering provided to ships on Berth No 1 and Berth No 2 of the motor-railway ferry complex in the seaport of Ust Luga.

 

     Water bunkering service tariffs are 910 Rubles per one cubic meter of drinking water (VAT not included) and 1,092 Rubles per one cubic meter of drinking (VAT included).

     A 20% discount on services for water bunkering on ships has been applied for vessels carrying out operations for servicing and handling of vessels and the port infrastructure facilities in the seaport of Ust Luga. 

 

     Service and payment terms on ships water bunkering carried out by the North-Western Basin Branch are determined by provisions of a contract for rendering relevant services that has been signed subject to the established procedure. This information is specified in the section “Water Bunkering Services of the North-Western Basin Branch ”.

 

Services for the carriage of freights and passengers by sea


     The North-Western Basin Branch renders services for the carriage of freights and passengers by sea with the use of the railway sea ferries Marshal Rokossovsky, General Chernyakhovsky and Baltiysk and of freights with the use of the multifunctional vessel Sparta II on the seaport of Ust-Luga - seaport of Kaliningrad sea line.


     Tariffs for services for the carriage of freights and passengers by sea with the use of the railway sea ferries Marshal Rokossovsky, General Chernyakhovsky and Baltiysk are attached.


     Tariffs for services for the carriage of freights by sea between the seaport of Kaliningrad and the seaport of Ust-Luga with the use of the multifunctional vessel Sparta II are attached.


     Tariffs for services for the carriage of freights by sea between the seaport of Kaliningrad and the seaport of Big Port Saint Petersburg (optional seaport) with the use of the multifunctional vessel Sparta II are attached.


     FSUE “Rosmorport” provides a fixed preferential integrated tariff rate for maritime cargo transportation of goods to (from) the Kaliningrad region to cargo owners who, in the conditions of external sanctions, have faced the necessary to use the sea leg of the route. Terms and procedure for providing a fixed preferential integrated tariff rate are approved by FSUE “Rosmorport” order of 11.08.2023 No. 324.


     Terms and procedure also apply to agreements on the provision of a preferential integrated tariff rate for maritime cargo transportation of goods to Russian legal entities to compensate the part of the increased cost of cargo transportation when reorienting cargo delivery to (from) the Kaliningrad region from the overland route to the route with a sea leg, regarding the cost of transportation of the relevant goods to (from) the Kaliningrad region from (to) the territory of other constituent territories of the Russian Federation through the territories of neighboring states in the conditions of external sanctions.

Geodesic and Hydrographic Services


     The North-Western Basin Branch on a contractual basis performs the mapping of bottom relief and topographical mapping of the shoreline in the seaports Big Port Saint Petersburg, Kaliningrad, Passenger Port Saint-Petersburg and Ust-Luga, and in the seaport  of Kaliningrad additionally provides horizontal and vertical positioning of different stationary coastal facilities used for navigational and hydrographic support of shipping. The results of the enterprise work may be used for correction of nautical charts, navigational guidelines and manuals, and also for the planning of dredging operations.

     The cost of geodesic and hydrograhpic works of the North-Western Basin Branch is calculated based on the agreed scope of work on the basis of “Reference book of basic prices on engineeing surveys for construction, issue 4, 2000.” Engineering and Hydrographic Works Engineering and hydrometeorological surveys in the rivers. UDC 624.131.3.003.13:338.5(083.78), approved by the Department of Scientific Research and Design and Survey Operations (letter No. 5-11/91 dated September 26, 2000), taking into account indexes of change of cost of works for the current time period.

     Terms of rendering and payment for geodesic and hydrographic works of the North-Western Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Geodesic and Hydrographic Services of the North-Western Basin Branch.”
 

Information Services

 
     The North-Western Basin Branch offers information services o access the databases of Regional Navigation Safety System of the Gulf of Finland in accordance with the regulations for cooperation. The services are rendered to the organizations entitled to access AIS and the information of HELCOM, according to HELCOM RECOMMENDATION 33/1 Appendix1, as well as officials responsible for the safety and integrity of the state borders of the Russian Federation.

    The information services of the North-Western Basin Branch are free of charge in accordance with the regulations.

    Terms of rendering and payment for information services of the North-Western Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Information Services of the North-Western Basin Branch.”   

 

Dredging Services


     The North-Western Basin Branch renders dredging services on a contractual basis to all interested organisations in the operational waters of berths, near moorages and at certain parts of the waters of the following seaports: Big Port of Saint-Petersburg, Kaliningrad, Passenger Port of Saint-Petersburg, Primorsl, Ust-Luga, Vyborg and Vysotsk. Dredging services in the mentioned seaports are rendered from May to October, except for the seaport of Kaliningrad, where dredging services are rendered all year round. 

     The cost of dredging works performed by the North-Western Basin Branch is calculated in accordance with the state estimate standards of underwater construction and diving operations (part 44 of volumes FER-2001, GESN-2001), approved by the orders of Minstroy of Russia No. 1038/pr of 30.12.2016 and No. 1039 of 30/12/2016.

     Terms of rendering and payment for the dredging services of the North-Western Basin Branch are established by the provisions of the contract for services, concluded under the procedure, specified in section “Dredging Services of the North-Western Basin Branch.”
