Positive conclusion of the state environmental expertise on the project for the reconstruction of the bank protection of seawall No. 1 in the seaport of Kaliningrad received

FSUE “Rosmorport” has received a positive conclusion of the state environmental expertise No. 39-1-02-1-07-0514-23, approved by order of Rosprirodnadzor dated 11.07.2023 No. 1914/GEE, on the project for the reconstruction of the facility “Bank protection of seawall No. 1 PK0” in the seaport of Kaliningrad.

The bank protection of seawall No. 1 PK0 is a hydraulic structure with a length of more than 3.5 km and a width of 10 to 210 m, designed to protect the section of the Kaliningrad Sea Canal from the south from wind-wave impacts, ice and sediment from the Kaliningrad Bay in order to ensure navigation safety along the Kaliningrad Sea Canal.

The construction of the bank protection has the form of a fence made of wooden piles with a diameter of 25-40 cm, submerged to a depth of 4 to 6 m, and a pile space filled with stone (stone outline). The mark of the pile heads is + 1.1 m, and the depth at the cordon of the structure is from 0.5 to 2.5 m.

During the longtime (more than 100 years) operation of the bank protection structure, the actual top mark of the wooden piles, due to the gradual destruction of their head part above the level of rotting, decreased, resulting in the dumping of the stone and the destruction of the seawall body. The backfill stone is constantly dumping between the cut-off wall piles of the fence. The loss of the cross section of the head parts of the preserved piles is more than 50 %.

It is necessary to reconstruct the hydraulic structure in order to prevent the destruction of the seawall body from the Kaliningrad Sea Canal and the Kaliningrad Bay, which in turn will significantly reduce the volume of sediment at the fairway of the Kaliningrad Sea Canal (ice and bottom sediments) from the Kaliningrad Bay.

The documentation, that had been developed by a specialized design organization, together with materials on environmental impact assessment, was submitted to public hearings in accordance with the established procedure. Following the results of the public hearings (protocol of the Baltic City District municipal formation of 27.05.2022), they were recognized as valid, no disagreements between the public and the customer were revealed.

Currently, the design and estimate documentation and the results of engineering surveys are submitted for consideration by the state expertise in FAI “Glavgosexpertiza of Russia”.

In case of a positive conclusion and the allocation of the necessary funding, the start of work on the facility is scheduled for 2026.
