Compulsory Regulations of the seaport of Kaliningrad Amended

By the Ministry of Transport of Russia Order No. 425 dated October 20, 2022 the Compulsory Regulations of the seaport of Kaliningrad were amended.

The amendments are related to the clarification of the list of the sea terminals included in the territory of the Kaliningrad seaport. In particular, the seaport includes the property complex of the marine regasification terminal located in the Baltic Sea in the water area northern than Pionersky – Zelenogradsk district. The water area of the sea terminal, which was built in 2018, in accordance with the Decree of the Government of Russia No. 1172-r dated June 6, 2017 was included in the boundaries of the Kaliningrad seaport in 2017.

By the Ministry of Transport of the Russia Order the procedure of reception and disembarkation clarified, as well as the places of reception and disembarkation of pilots conducting pilotage of vessels going to the seaport of Kaliningrad, and also introduced a new (the third) area of mandatory pilotage in the Kaliningrad seaport.

Amendments have been made to the rules of entry of vessels into the Kaliningrad seaport, including clarification of measures to ensure the safety of navigation for entering the seaport, as well as to the rules of navigation of vessels in the waters of the seaport, in particular, in the area of the LNG terminal and along the Kaliningrad Sea Channel.

Amendments to the Compulsory Regulations also affected the procedure for the implementation of mandatory towing support in the seaport.

The updated Compulsory Regulations introduced the area of operation of the navigation control and navigation management service, as well as the procedure for its interaction with vessels, and information on approaches to the seaport.

In accordance with the Ministry of Transport of the Russia Order, the validity period of the updated Compulsory Regulations in the Kaliningrad seaport is limited to September 1, 2028.
