FSUE “Rosmorport” takes part in international seminar “Harbor Dues and Other Incentives for Increasing Environmental Compatibility of Cruise Ports”

A delegation of FSUE “Rosmorport”, including employees of the central office of the North-Western Branch, took part in an international seminar “Harbor Dues and Other Incentives for Increasing Environmental Compatibility of Cruise Ports” held in Riga (Latvia) on April 25-26, 2018.

The seminar involved Head of Harbor Dues of the FSUE “Rosmorport” Tariff Policy Directorate Andrey Protsik, Deputy Director for Economics and Finances of the FSUE “Rosmorport” North-Western Basin Branch Nadezhda Kalashnik, Deputy Director of the FSUE “Rosmorport” North-Western Basin Branch, Head of the Kaliningrad Directorate Andrey Moshkov.

The seminar was opened by Director-General of the Administration of the Free Port of Riga Edgar Suna, who welcomed all participants and wished interesting and useful discussions.

The participants in the seminar discussed a wide range of issues to increase environmental compatibility of cruise ports. The issues were as follows:
- experience on the development of the Neptun project aimed at reducing the noise level from the location of vessels in the port that is most crucial for the ports, the cruise terminals of which are in the center of cities, in direct proximity to residential areas;
- harbor dues as the base for successful innovation;
- the development of the port infrastructure and investments in “green” navigation;
- the strategy and incentives to use cruise companies of the “green” infrastructure of ports.

Moshkov representing the FSUE “Rosmorport” delegation, gave a speech at the session “Harbor Dues in Russian Ports in the Baltic Region”. During the speech, he spoke about the structure and rules for levying harbor dues in Russian seaports in the Baltic region. He especially noted preferences for cruise vessels. Moshkov stressed the continuing development of the infrastructure of the seaport of Kaliningrad and focused on prospects for the construction of an international sea terminal to receive cruise and cargo passenger vessels in the seaport of Kaliningrad, in the area of Pionersky with the modern infrastructure, a full range of services, including environmental cruise vessels.

The participants in the seminar agreed to continue cooperation on the exchange of information in order to provide preferences on the payment of harbor dues for ship owners developing environmental navigation, the joint study of the best practices used in different European ports. They supported an idea to work out common approaches toward stimulating investments of cruise operators to environmental technologies for cruise vessels.
