     1. General information

     The FSUE “Rosmorport” Sakhalin Branch provides pilotage assistance to all types of vessels calling at the seaports of Korsakov, Nevelsk, Kholmsk and Shakhtersk.
     The Sakhalin Branch pilotage service consists of 11 pilots: 4 first-grade pilots and 7 second-grade pilots.
     The Sakhalin Branch pilots are highly qualified, have a large practical experience, and are professionally trained in compliance with Statute on Sea Pilots of the Russian Federation approved by Ministry of Transport order № 112 dated 22.07.2008.
     All pilots of the Sakhalin Branch are engaged in professional development programs in autonomous non-commercial establishment for additional professional education “Sea Educational Center” (town of Kholmsk), the Sakhalin Branch of Far-Eastern State Technical University under the name of G.I. Nevelsky (town of Vladivostok), and simulator training in the “PRISKO” educational center (town of Nakhodka).
     All the pilots of the Sakhalin Branch are equipped with modern communication means and uniform. The Sakhalin Branch pilotage service possesses all necessary boats and means of transport for timely transporting of pilots to vessels.

     2. Information on pilotage areas

     The seaport of Korsakov

     Inner pilotage in the seaport of Korsakov is conducted in the following areas:
       - inner water area of the Korsakov seaport limited by a coastline and a line going between the ends of the Northern pier through the point with coordinates 46°37′38″N, 142°45′18″E and the Southern pier through the point with coordinates 46°37′14″N, 142°45′18″E;
       - near the mooring buoys of the Pogranichnoye sea terminal of the Korsakov seaport with coordinates:
         Mooring buoy №1 50°18′648″N, 143°48′895″E; 
         Mooring buoy №2 50°18′358″N, 143°48′788″E; 
         Mooring buoy №3 50°18′350″N, 143°48′942″E; 
         Mooring buoy №4 50°18′346″N, 143°49′161″E; 
         Mooring buoy №5 50°18′650″N, 143°49′136″E.

     Outer pilotage in the seaport of Korsakov is conducted in the following areas:
       - from the pilot receiving point with coordinates 46º37,3'N, 142º44,0'E to the borders of the inner water area of the Korsakov seaport. The outer pilotage duration in this case is 1 mile;
       - from the anchoring berth with coordinates 50°18′43″N, 143°52′10″E to mooring buoy №3 of the Poganichnoye sea terminal with coordinates: 50°18′350″N, 143°48′940″E. The outer pilotage duration in this case is 2 sea miles.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the inner water area of the Korsakov seaport takes place in the point with coordinates: 46º37'30"N, 142º44'E, and disembarkation/embarkation takes place at the berths of the Korsakov seaport. If it is impossible for a pilot to embark in the established point, pilotage is done by the leading method. 
      Pilot embarkation/disembarkation for an inner pilotage connected to remooring, shifting and other moving of vessel in the inner water area of the Korsakov seaport takes place at the berths of the Korsakov seaport.
     Pilot embarkation/disembarkation to/from a vessel heading towards/leaving the Pogranichnoye sea terminal of the Korsakov seaport takes place near anchoring berth № 371 in the point with coordinates 50°18′43″N, 143°52′10″E. Pilot stays on the tanker during the whole cargo operations.

     During winter navigation pilotage assistance is provided in the Korsakov seaport in ice conditions. 

     The seaport of Nevelsk

     The inner pilotage area in the seaport of Nevelsk is limited by a line connecting the end of the entering lighthouse of the Northern storm wall set on the Naga reef to the lighting Southern entering buoy set in 1 cable length to the South-South-West from the southern end of the Northern storm wall, and also by parts of the water area between the western storm walls, the Naga reef and the coastline, and the water area of Small and Northern boot basins of the Nevelsk seaport.
     The outer pilotage area in the seaport of Nevelsk is limited by a pilot embarkation point with coordinates: 46º40’00”N, 141º49’00”Е, and borders of the inner pilotage area. The outer pilotage duration is 0.5 sea miles.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Nevelsk (to berths of the shipyard, berths №№ 1,2,7,8,9 and Small boot basin of the Nevelsk seaport) takes place in the point with coordinates: 46º40'00″N, 141º49'00″E, and pilot disembarkation/embarkation takes place at the berths of the Nevelsk seaport.
     Pilot embarkation/disembarkation for an inner pilotage connected to remooring, shifting and other moving of vessel near the berths of the shipyard, berths №№ 1,2,7,8,9 and Small boot basin of the Nevelsk seaport takes place at the berths of the Nevelsk seaport.


      The seaport of Kholmsk

     The inner pilotage area in the seaport of Kholmsk is conducted in:
       - Southern Harbor of the Kholmsk seaport, limited by a line connecting left and right entering signs of the seaport, the wall of the Southern mall, the coastline, berths №№ 8, 7, 6, 6м, 5, 4, 3 и 1, edge of the city quay up to the Southern exit to the Eastern boot basin, southern end of the storm wall, northern shore;
       - Northern Harbor of the Kholmsk seaport, limited by a line connecting red and green entering signs, the wall of the northern mall along berths №1,2,3,4,5,6,7,8, the coastline, the outer part of the storm wall of the boor basin, the Southern mall wall.

     The outer pilotage area in the seaport of Kholmsk is limited by a pilot embarkation point and a line oconnecting left and right entering signs of the Kholmsk seaport, and also a line connecting red and green entering signs of the seaport of Kholmsk.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Kholmsk takes place in the point with coordinates 47º03'56"N, 142º01'26"E, and pilot disembarkation/embarkation takes place at the berths of the Kholmsk seaport.
     If it is impossible for a pilot to embark/disembark in the set point, pilotage can be provided by a leading method:
       • in the Southern Harbor of the Kholmsk seaport – for vessels with length up to 110 meters;
       • in the Northern Harbor of the Kholmsk seaport – for vessels with length up to 60 meters.

     Pilot embarkation/disembarkation for an inner pilotage connected to remooring, shifting and other moving of vessel in the water area of the Kholmsk seaport takes place at the berths of the Kholmsk seaport.


The seaport of Shakhtersk

     Pilotage assistance in the seaport of Shakhtersk, except the Krasnogorsk and Uglegorsk terminals is considered to be:
       - inner pilotage – within the inner water area of the Shakhtersk seaport limited by a line crossing the western part of the end of the Coal berth and the leading line in direction 299,9° - 119,9°.
       - outer pilotage – from the pilot embarkation/disembarkation point with coordinates: 49°10′05″N, 142°02′24″Е up to the borders of the inner pilotage area. The outer pilotage duration is 1 sea mile.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Shakhtersk to the Coal berth takes place in the point with coordinates: 49°10′05″N, 142°02′24″Е, and pilot disembarkation/embarkation takes place at the Coal berth.
     Pilot embarkation/disembarkation for an inner pilotage connected to remooring, or deemoring of a vessel takes place at the Coal berth.  

     3. Pilotage services terms and conditions

     Terms and conditions of pilotage in the seaport of in the seaport of Korsakov 

     According to Compulsory Regulations on the seaport of Korsakov approved by FSE “Administration of the Sakhalin seaports” in 2005 (as amended and supplemented), pilotage is compulsory in the seaport of Korsakov, including the Pogranichnoye terminal, for all vessels with tonnage of more than 500 registry tons.
     Pilotage in the seaport of Korsakov is not compulsory for:
       • vessels with tonnage of less than 500 tons; 
       • vessels with tonnage of less than 4500 registry tons with proper nose propeller devices; 
       • vessels of Russia Navy, Coastal Security of the Border Service of the Federal Security Service of Russia Sakhalin Department, Federal Customs Service; 
       • vessels, captains of which have certificates on exemption from the compulsory pilotage issued by the Korsakov seaport captain.
     Pilotage assistance in the seaport of Korsakov is provided by the pilots of the Sakhalin Branch in accordance with the Compulsory Regulations on the Korsakov seaport. Pilotage assistance is provided by the Sakhalin Branch round-the-clock and according to the order of the written applications submitted by the ship owners/sea agents.

     An application is submitted by the ship owners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42435) 452-27 or scanned by e-mail: rosmorport@sakhalin.ru or by UHF channels 10 or 16 (call sign “Pilotage service”), or by phone: +7 (42435) 452-27 , with indication of necessary information and further sending of application by fax or e-mail for pilotage of vessels:
       - heading towards/leaving the seaport of Korsakov, and also for remooring, shifting and other moving within the water area of the Korsakov seaport, 2 hours before the pilotage start time with confirmation 30 minutes before the start of the operation;
       - heading towards the Pogranichnoye terminal, with confirmation at every 4 hours;
     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot on peculiarities of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it.

     The Sakhalin Branch Pilotage Service is not responsible for possible delays and vessel idleness:
       - if a pilotage application was not submitted in due time.
       - if towage is not provided.
       - if pilot embarkation/disembarkation is impossible due to stormy weather with sea roughness of more than 1.2 meters and wind speed of more than 12 m/s, and pilotage by leading method is not safe, in the opinion of the vessel captain and the Sakhalin Branch pilot;

     Cancellation of an earlier submitted application shall be made not later than 1 hour before the agreed start time.
     If the vessel departure or remooring is delayed for more than 20 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin branch pilot can be withdrawn from the vessel. The vessel captain or his deputy must sign the pilot invoice for a false call and pay pilotage dues for the planned operations, according to the current rates, and file a new written application.
     The captain of a vessel, who called the Sakhalin Branch pilot and refused his services after the pilot embarked on the vessel, must also fill out and sign a pilot invoice, and pay full pilotage dues for the operation. 


     Terms and conditions of pilotage in the seaport of Nevelsk

     According to Compulsory Regulations on the seaport of Nevelsk approved by SE “Administration of sea fish port of Nevelsk” dated 8.11.2007 № 261, pilotage is compulsory in the seaport of Nevelsk for all vessels with tonnage of more than 500 registry tons.
     Pilotage in the seaport of Nevelsk is not compulsory for:
       • vessels with tonnage of less than 500 tons;
       • vessels of Russia Navy, Coastal Security of the Border Service of the Federal Security Service of Russia Sakhalin Department, Federal Customs Service.

     Pilotage assistance in the seaport of Nevelsk is provided by the pilots of the Sakhalin Branch in accordance with the Compulsory Regulations on the Nevelsk seaport. Pilotage assistance in the Nevelsk seaport is provided by the Sakhalin Branch round-the-clock and according to the order of the submitted applications.

     The applications are submitted by the ship owners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42435) 436-94 or +7 (42436) 601-67, and to inspection of state port control of FSE “Administration of the Sakhalin seaports” by fax: +7 (42436) 622-08 for pilotage of vessels:
       - heading towards the seaport of Nevelsk, 24 hours before the pilotage start time;
       - leaving the seaport of Nevelsk, 2 hours before the departure;
       - for remooring, shifting and other moving within the water area of the Nevelsk seaport, 2 hours before the start of the pilotage operation.

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot on peculiarities of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it.

     The Sakhalin Branch Pilotage Service is not responsible for possible delays and vessel idleness:
       - if a pilotage application was not submitted in due time.
       - if pilot embarkation/disembarkation is impossible due to stormy weather;
       - if towage is not provided.

     Cancellation of an earlier submitted application shall be made not later than 30 minutes before the agreed start time.
     If the vessel departure or remooring is delayed for more than 30 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin branch pilot can be withdrawn from the vessel. The vessel captain or his deputy must sign the pilot invoice for a false call and pay pilotage dues for the planned operations, according to the current rates, and file a new written application.
     The captain of a vessel, who called the Sakhalin Branch pilot and refused his services after the pilot embarked on the vessel, must also fill out and sign a pilot invoice, and pay 50% of pilotage dues for the operation.

     Terms and conditions of pilotage in the seaport of Kholmsk 

     According to Compulsory Regulations on the seaport of Kholmsk approved by FSE “Administration of the Sakhalin seaports” on 20.08.2010 (as amended and supplemented), pilotage is compulsory in the seaport of Kholmsk.
     Pilotage in the seaport of Kholmsk is not compulsory for:
       • vessels with tonnage of less than 500 tons under the flag of the Russian Federation, except tankers with hazardous cargo;
       • vessels of Russia Navy, Coastal Security of the Border Service of the Federal Security Service of Russia Sakhalin Department, Federal Customs Service;
       • vessels, captains of which have certificates on exemption from the compulsory pilotage issued by the Kholmsk seaport captain.

     Pilotage assistance in the seaport of Kholmsk is provided by the pilots of the Sakhalin Branch in accordance with the Compulsory Regulations on the Kholmsk seaport. Pilotage assistance is provided by the Sakhalin Branch round-the-clock and according to the order of the submitted applications.

     The applications are submitted by the ship owners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42433) 629-76, or scanned by e-mail: rmp-kholmsk@mail.ru, or verbally with reporting of all necessary information according to the application form, by phone: +7 (42433) 629-76, for pilotage of a vessel heading towards/leaving the seaport of Kholmsk, or for remooring, shifting and other moving of vessel 2 hours before the start of the pilotage operation.

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot on peculiarities of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it.

     The Sakhalin Branch Pilotage Service is not responsible for possible delays and vessel idleness:
       - if a pilotage application was not submitted in due time.
       - if a vessel was late for more than 2 hours to the pilot embarkation point.
       - if pilot embarkation/disembarkation is impossible due to stormy weather with sea roughness of more than 1.2 meters and wind speed of more than 12 m/s, and pilotage by leading method is not safe, in the opinion of the vessel captain and the Sakhalin Branch pilot;

       • vessels of Russia Navy, Coastal Security of the Border Service of the Federal Security Service of Russia Sakhalin Department, Federal Customs Service.
