     1. General Information 

     The FSUE "Rosmorport" Sochi Branch provides services on day-round pilotage of all types of vessels arriving at the sea port of Sochi.
     FSUE "Rosmorport" Sochi Branch has five pilots: 1 first-category pilot and 4 second-category pilots.
     Pilots' training meets the requirments specified in the Regulations of Sea Pilots of Russian Federation, approved by Order of the Ministry of Transport of Russia No. 112 of 22.07.2008.
     The Sochi Branch pilots' professional skills improvement and simulator training is carried out at the State Marine University under the name of Admiral Ushakov (Novorossiysk) and State Marine University under the name of Admiral Makarov (Saint Petersburg).
     The Sochi Branch Pilotage Service disposes of necessary pilot boats and transport for timely pilots delivery to a vessel.

     2. Information on Pilotage Areas 
  

     In accordance with Order of Ministry of Transport of the Russian Federation No 9 of 11.01.2011 “On establishing the areas of compulsory pilotage of the vessels in the seaport of Sochi” borders of the two areas of compulsory pilotage are established in the seaport of Sochi.

     For the purposes of payment of pilotage dues in the seaport of Sochi areas of intra-port and outer port pilotage have the following boundaries:

     - Area No. 1 – bounded with the coasline and straight lines, sequentially connecting points of coordinates:
        43°34’38,2”N. 39°42’53,0”Е;
        43°33’30,0”N  39°42’30,0”Е;
        43°33’30,0”N  39°43’12,0”Е;
        43°34’42,0”N  39°42’59,8”Е;
     - Area No. 2 –  bounded with the coasline and straight lines, sequentially connecting points of coordinates:
        43°24’52,1”N  39°55’37,3”Е;
        43°23’57,0”N  39°54’25,0”Е;
        43°23’15,0”N  39°55’27,0”Е;
        43°24’00,0”N  39°56’20,5”Е;
        43°24’30,4”N  39°56’19,1”Е;


     In other areas pilotage is not obligatory and provided by the Sochi Branch on the ground of contract conclusuon after a vessel's owner or captain request. 

     The sea port of Sochi areas of inport and outport pilotage are to be paid on different purposes:
     - pilotage in the sea port of Sochi, provided on inport pilotage rates, are carried out in borders, approved by Mintrans of Russia Order dated 11.01.2011 No.9;
     - pilotage in the sea port of Sochi, provided on outport pilotage rates, are carried out in area, located between Area No.1 and Area No.2 of obligatory pilotage, set by Mintrans of Russia Order dated 11.01.2011 No.9. The lenght of the outport pilotage concludes 14 nautical miles.

Area of outport pilotage in Sochi Seaport

    Boarding/unboarding of a pilot to/from vessel heading towards the seaport of Sochi towards the harbor of the seaport, is carried out in the point of reception of the pilot located 2.1 mile on the bearing 185.5 ° from Sochi beacon with coordinates: Latitude = 43°32,7'N Longitude = 39 ° 43,0'E, and unboarding / boarding is carried out on the berths of the seaport of Sochi near the harbor of the seaport of Sochi.
    Boarding/unboarding of pilots to/from the vessel in Area No. 1 for inport pilotage connected to remoorage or other vessel transposition is carried out at the sea port of Sochi harbour berths.
    Boarding/unboarding of pilots to/from the vessel moving to the sea port of Sochi cargo area (river Mzymta mouth) is carried out at the pilot reception point (43°23,9’N 39°54,4’Е), and unboarding / boarding is carried out at the sea port of Sochi cargo area (river Mzymta mouth) berths.
    Boarding/unboarding of pilots to/from the vessel in Area No. 2 for inport pilotage connected to remoorage or other vessel transposition is carried out at the sea port of Sochi cargo area (river Mzymta mouth) berths.
       
     3. Procedure for Provision of Pilotage Services 

    Pilotage services for vessels moving to/from the seaport of Sochi are provided by the Sochi Branch in accordance with Compulsory Regulations in the seaport of Sochi approved by Order of the Ministry of Transport of Russia No. 250 of 21.09.2011 No. 250.

     The following types of vessels are exempt from the pilotage in the seaport of Sochi:
        - sport and pleasure vessels;
        - vessels with main engines power of less than 55 kW;
        - passenger vessels sailing in the seaport waters;
        - vessels, servicing and supplying other vessels in the seaport waters or approaches to the seaport, as wekk as seaport infrastructure facilities.
     The pilotage of vessels is performed by the Sochi Branch on the ground of written applications in accordance with the schedule arrangement and vessel traffic in the seaport of Sochi, compiled by captain of the seaport of Sochi daily.

     Applications for pilotage services of the vessels heading towards the seaport of Sochi (from the seaport), as well as for intra-port pilot operations related to the re-mooring, shifting or another transposition of vessel in the seaport of Sochi, shall be submitted to pilotage service of the Sochi Branch by fax + 7 (8622) 66-98-07 or scanned and sent by e-mail: vts@soc.rosmorport.ru, two hours before the start of the pilotage operation.

     Accurate definition of a pilot reception time is carried out not later than 1 hour before the operation through the Channel 14 VHF (call sign - Sochi Traffic Control) or by phone: +7 (8622) 62-16-23 (24 hours a day).

     Cancellation of the sent application shall be made not later than 1 hour before the appointed operation.
     If an operation is delayed for more than 30 minutes through the fault of a vessel, a pilot may be called back and the application – cancelled. In this case the vessel's captain shall sign a pilot receipt on the false call.
     In case of adverse weather conditions, with the acceptance of a vessel's captain, the Sochi Branch pilot may provide pilotage to the point, where safe pilot receprion is possible, by leader method. 

    The pilot of the Sochi Branch performing pilotage, has a pilot's bill confirming the right of the pilot for pilotage of the vessel, where the fact of pilotage and any comments on his work are recorded. Pilot's bills completed and signed by the captain of the vessel serves as the basis for the calculation of pilotage fees.

     Sochi Branch is not responsible for possible delays and vessel demurrage during the period of waiting for a pilot in the following cases:

          - application for the pilot was filed after the deadline mentioned above, or a vessel was supplied to the pilot boarding place with a delay of more than two hours from the stated time;

          - reception and disembarkation are not safe due to storms, and a pilotage by leader method is impossible in the captain's or pilot's opinion. 
 
     Pilotage dues are charged for pilotage in the seaport of Sochi. Information on pilotage dues rates and application order is specified in the section “Harbour Dues and Tariffs of the Sochi Branch”.
