Sochi Branch History

     The Sochi Branch of FSUE “Rosmorport” was created in September, 2003 by the order of FSUE “Rosmorport” No. 15/OD dated 01.09.2003, approving the Statute for the FSUE “Rosmorport” Sochi Branch. 

 

     2003


     In September, 2003 the FSUE “Rosmorport” Sochi Branch was put on account in Inspection of Federal Tax Service of Russia for Sochi (Territorial Sector 2320 for Central district). 
     According to the order of Ministry of Property Relations of the Russian Federation dated 30.03.2004 No. 1244-R federal property, located in the seaport of Sochi and withdrawn from Sea Administration of the Port of Novorossiysk was fixed after FSUE “Rosmorport” on the right of economic authority and then transferred to the FSUE “Rosmorport” Sochi Branch by the FSUE “Rosmorport” order dated 30.04.2004 No. 72/OD. 

 

     2004


     In accordance with the order of Ministry of Transport of the Russian Federation No. VR-4-r dated 29.04.2004, for maintenance and development of port infrastructure navigation safety facilities, as well as ensuring performance of the powers of administrative authority and in line with RF Governmental regulation No. 705 dated 25.09.2002 “On the Improvement of State Administration System in the Sphere of Commercial and Specialized Seaports Management”, the FSUE “Rosmorport” Sochi Branch began collection of port dues from May 1, 2004, thus beginning its business activity in the seaport of Sochi. 


     In May, 2004 by the FSUE "Rosmorport" order dated 31.05.2004 No. 186/k Dopua Guram Honelovich was appointed the first director of the FSUE “Rosmorport” Sochi Branch. 

 

     2005


     In April, 2005 Sochi seaport buildings, a historic landmark of the city, reconstructed by the FSUE “Rosmorport” Sochi Branch were put in operation. 


     In July, 2005 in accordance with the FSUE “Rosmorport” order No. 320/OD dated 27.07.2005, to reorganize the administration system of the FSUE “Rosmorport” branches and in line with the order of Federal Agency for Marine and River Transport No. VR-195-r dated 20.07.2005, the FSUE “Rosmorport” Sochi Branch was annulled. The FSUE “Rosmorport” Azov-Black Sea Branch was created on the basis of Novorossiysk and Sochi annulled branches. 


     In November, 2005 by the order of the FSUE “Rosmorport” Novorossiysk Branch dated 1.11.2005 No. 0213 the detached subdivision of the FSUE “Rosmorport” Azov-Black Sea Branch in Sochi was created and the Statute for the subdivision were approved. The detached subdivision of the FSUE “Rosmorport” Azov-Black Sea Branch in Sochi began its business activities in the seaport of Sochi. 


     In December, 2005 according to the order of deputy General director — director of the FSUE “Rosmorport” Azov-Black Sea Branch dated 01.12.2005 No. 697/LS Dopua Guram Honelovich was appointed chief of the detached subdivision of the FSUE “Rosmorport” Azov-Black Sea Branch in Sochi. 

 

     2008


     In August, 2008 by the FSUE “Rosmorport” order dated 12.08.2008 No. 357 the FSUE “Rosmorport” Azov-Black Sea Branch was named as the FSUE “Rosmorport” Novorossiysk Branch. 

 

     In November, 2008 according to the FSUE “Rosmorport” order dated 12.11.2008. No. 497 to increase the efficiency of port infrastructure facilities construction within the limits of realization of the federal target program “Development of the City of Sochi as mountain and climatic resort” during preparing for Olympic Games in 2014 the detached subdivision of the FSUE “Rosmorport” Novorossiysk Branch in Sochi was separated as detached subdivision of the FSUE “Rosmorport” — the FSUE “Rosmorport” Sochi Branch. By the FSUE “Rosmorport” order dated 12.11.2008 No. 414 Dopua Guram Honelovich was appointed director of the FSUE “Rosmorport” Sochi Branch. 


     In December, 2008 the FSUE “Rosmorport” Sochi branch as detached subdivision of the enterprise was put on account in Interdistrict Inspection No. 7 of Federal Tax Service of Russia for Krasnodar Territory (Territorial Sector 2320 for Central district).

 

     2009

 

     In February 2009, according to FSUE “Rosmorport” Order No. 83 dated 27.02.2009, passenger pier Letter P was transferred to the Sochi Branch. The pier is designed for passenger and recreational craft mooring, passenger boarding/landing in the seaport of Sochi.

 

      2010

 

     In March, 2010 by the order of FSUE “Rosmorport” dated 03.03.2010 No. 136 changes to Sochi Branch Statute were introduced according to which the FSUE "Rosmorport" Sochi Branch was given the right at executing ship owner's functions to render services using all the types of the branch's vessels. 


     In November, 2010 according to the FSUE “Rosmorport” order dated 03.11.2010 No. 527/k Dopua was released from his post at his own request. Vasiliy Ivanovich Bogoslovskiy was appointed alternate director of the FSUE “Rosmorport” Sochi Branch according to the FSUE “Rosmorport” order dated 03.11.2010 No. 528/k.

 

     2011


     In February, 2011 according to the FSUE “Rosmorport” order dated 08.02.2011 No. 44/k Bogoslovskiy was appointed director of the FSUE “Rosmorport” Sochi Branch.


     In May, 2011 the Sochi Branch got hold of two high-speed catamarans "Sochi-1" and "Sochi-2", both of 300 seating capacity. They were earlier purchased from "Dash Marine Ltd." and "Sprint Marine Ltd." (UK). In June, 2011 using these vessels FSUE “Rosmorport” started producing passengers transportation services. Particularly, two passenger lines (between Sochi and Tuapse, Sochi and Gagra) were arranged.

 

     2012


     In March, 2012 according to the FSUE “Rosmorport” order dated 28.02.2012 No. 44/k Bogoslovskiy was released from his post by agreement of the parties. Roman Vladimirovish Agafonov was appointed interim director of the FSUE “Rosmorport” Sochi Branch according to the FSUE “Rosmorport” order dated 11.03.2012 No. 57/k.


     In July 2012 by FSUE “Rosmorport” order dated 27.07.2012 No. 477 the Statute on the FSUE “Rosmorport” Sochi Branch was approved as amended.

 

     2013


     In May 2013 by FSUE “Rosmorport” order dated 29.05.2013 No. 242 amendments were made to the Statute on the FSUE “Rosmorport” Sochi Branch, according to which the list of the permitted activities of the branch included activities on the use of the ionizing radiation sources.


     In June 2013 by FSUE “Rosmorport” order dated 17.06.2013 No. 362/k Agafonov R.V. was transferred from the position of Deputy Director on Operations of the FSUE “Rosmorport” Sochi Branch to the position of Director of FSUE “Rosmorport” Sochi Branch.

 

     In December 2013, according to FSUE “Rosmorport” Order No. 666 dated 30.12.2013, Dagomys and Matsesta passenger piers were transferred to the Sochi Branch. The piers were designed for passenger and recreational craft mooring, passenger boarding/landing in the seaport of Sochi.

 

     2014

 

     In January 2014, according to FSUE “Rosmorport” Order No. 36 dated 31.01.2014, Elbrus boat was transferred to the Sochi Branch to render general services in the seaport of Sochi. Previously the boat had been on the books of  Azovo-Chernomorsky Basin Branch .

 

     In February 2014, according to FSUE “Rosmorport” Order No. 46 dated 10.02.2014, multipurpose boat Platan was transferred to the Sochi Branch to render general services in the seaport of Sochi.

 

     In April 2014, Sochi Branch ceased rendering sealift services to passengers on the route Sochi (Russia) – Gagra (Republic of Abkhazia) – Sochi (Russia) owing to the fact that Sochi-1 and Sochi-2 passenger catamarans have been relocated to the FSUE “Rosmorport” Azovo-Chernomorsky  Basin Branch, according to FSUE “Rosmorport” Orders No. 144 dated 17.04.2014 and No. 152 dated 23.04.2014.

 

     In May 2014, according to FSUE “Rosmorport” Order No. 187 dated 14.05.2014,  piers designed for large deep-sea vessels No.1 and No.2, pier for passenger-and-freight ferry No.3, vertical and sloping bank protection, inside harbor bank protection, as well as fender pierhead for large cruise vessels were transferred to the Sochi Branch, they all were built in Sochi as a part of implementation of the federal target program on Olympic facilities construction and development of Sochi as a mountain climate resort to maintain ocean, deep-sea and ferry vessels in the seaport of Sochi.

 

     In July 2014, according to FSUE “Rosmorport” Order No. 307 dated 25.07.2014 Regulations on Sochi Branch were amended, and the list of permitted activities of Sochi Branch was expanded by six new activities. The new activities of the Branch are as follows:

     a) implementation of activities related to the utilization of ionizing radiation (generating) sources;

     b) arrangement of repairs, technical and all-operational maintenance and ship chandling;

     c) participation in ensuring transport safety in water area of seaports;

     d) maintenance, upkeep, renovating, re-engineering and new building of engineered features for ensuring transport safety in water areas of seaports;

     e) participation in establishing and maintaining of objects in sea areas A1, А2, А3, А4, Global Maritime Distress and Safety System including marine areas A3/A4 in the water area of the Northern Sea Route;

     f) execution of NAVAREA coordinator functions in geographical areas NAVAREA XX and XXI.

 

     In December 2014, according to Hydraulic Structures, Buildings (Premises) Delivery-Acceptance Certificate dated 25.12.2014 Sochi Branch received tenure on completed facilities, which were built as a part of implementation of the federal target program on preparation for the Winter Olympic Games and development of Sochi as a mountain climate resort located in the cargo area of the seaport of Sochi at Mzymta river estuary. The facilities comprised the following: sloping bank protection 132 m in length and vertical bank protection 288 m in length, which were engineered to sustain seakeeping load of storms; south-western and eastern pierhead intended to protect against surging in the waters of cargo terminal; sloping bank protection in root section of eastern breakwater 45 m in length intended to sustain seakeeping load of estimated storms in order to provide safe mooring for deep-sea vessels; iron tower ARTP-2 with an automated diesel-driven generator with the capacity of 16.5 kVA, intended to ensure the safety of navigation in the water area of the seaport of Sochi; staff amenities hall intended to accommodate administrative services of the seaport of Sochi; berth 180 m in length, intended for anchorage of auxiliary vessels (port auxiliary service fleet), as well as parking of the administrative building on the territory of the cruise harbor in the seaport of Sochi.

 

     2015

 

     In February 2015, according to FSUE “Rosmorport” Order No. 62 dated 09.02.2015 the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch received multipurpose boat Platan, which was used by Sochi Branch to render general services in the seaport of Sochi.

 

     In June 2015, according to FSUE “Rosmorport” Order No. 380 dated 22.06.2015 Regulations of the Sochi Branch was amended. According to the changes, the list of permitted activities of the Branch was expanded by four new activities in the following areas:

     a) evaluation of transport facilities and vessels vulnerability;

     b) elaboration of plans to ensure safety of transport infrastructure and vessels;

     c) implementation of activities on water supply and sanitation;

     d) implementation of activities on heating supply.

     In the same month, in reliance upon Rosmorrechflot Order No. SG-202-р dated 10.06.2015 and according to FSUE “Rosmorport” Order No. 385 dated 24.06.2015 a non-residential space with the total floor area of 277.1 sq.m was assigned and granted to economic management of the FSUE “Rosmorport” Sochi Branch. The space is located in the sea terminal with a gallery in the seaport of Sochi and is used in administration and maintenance activity.

 

     In September 2015 by FSUE “Rosmorport” order No. 529 dated 11.09.2015 the Regulations of the Sochi Branch were supplemented by clauses defining the rights of the Sochi Branch to perform the permitted types of activities for which it is necessary to receive special permissions, licenses and certificates, as demanded by the legislation of the Russian Federation.


    Today the FSUE “Rosmorport” Sochi Branch plays a key role in development and functioning of the seaport of Sochi. The staff of the branch numbers 91 employees. Using federal property, assigned to the branch, the branch renders comprehensive services on navigation safety in the water areas of the port and on harbor approaches. The FSUE “Rosmorport” Sochi branch functions as client/developer in construction of federal property objects, constructed in line with federal target programs.




     Representatives of FSUE “Rosmorport” Sochi Branch are members of various coordinate and consultative regional agencies. Roman Agafonov who works as Director of FSUE “Rosmorport” Sochi Branch, serves in Council for Marine Activities of Krasnodar territory according to Regulation No.1270 dated 16.12.2004 “On the formation of Council for Marine Activity of Krasnodar Territory”.
