I. Harbour dues

 

1. Harbour dues rates in Petropavlovsk-Kamchatskiy Seaport


     In accordance with the Ministry of Transport of Russian order dated 31.10.2012 № 387 «On approval of harbor dues list in seaports of the Russian Federation», the following dues are collected in Petropavlovsk-Kamchatskiy Seaport:

     In accordance with the FST of Russia Order No. 198-t/2 of 19.08.2014 “On approval of tonnage dues for services on ensuring navigation safety and order in the seaport rendered by Federal State Institution “AMP Petropavlovsk-Kamchatsky” in the seaport of Petropavlovsk-Kamchatsky”, FAS of Russia Order No. 524/23 of 04.08.2023 “On approving of the rates of harbor dues for the services rendered by FSUE “Rosmorport” in the seaports of the Russian Federation, and the rules of their application”, FAS of Russia Order No. 1588/19 of 03.12.2019 “On approving of the rates of harbor dues for the seaport water area transport security services rendered by FSUE "Rosmorport” in the seaports of the Russian Federation", as well as FSUE “Rosmorport” Orders No. 555 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023) “On approval of pilotage dues for pilotage services rendered by the FSUE “Rosmorport” in the seaports of the Russian Federation” and No. 546 of 27.12.2019 (amended on 15.12.2020, on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023) “On approving of the rates of transport security dues for the seaport water area transport security services rendered by FSUE "Rosmorport” in the seaports of the Russian Federation”, following harbor dues rates are approved in the seaport of Petropavlovsk-Kamchatsky:

2. Terms of application of harbor dues charged by FSUE “Rosmorport” from vessels in the seaport of Petropavlovsk-Kamchatsky 

 

     Terms of application of harbor dues in the seaport of Petropavlovsk-Kamchatsky are established by Order No. 223/16 of the FAS of Russia dated 10.03.2016 with the specifications established by orders No. 524/23 of 04.08.2023 and No. 1588/19 of 03.12.2019 of the FAS of Russia, as well as FSUE "Rosmorport" Order No. 555 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023).

     Harbor dues rates are applied for payments for services provided by the FSUE “Rosmorport” Petropavlovsk Branch, for the use of the certain seaport infrastructure facilities, ensuring the safety of navigation in the seaport of Petropavlovsk-Kamchatsky, and the approaches to it.

     Harbor dues are paid by Russian and foreign ship owners or their authorized representatives for vessels port calls at the seaport of Petropavlovsk-Kamchatsky, departure from the seaport, as well as its transiting through the seaport of Petropavlovsk-Kamchatsky.

     Harbor dues in the seaport of Petropavlovsk-Kamchatsky are established for Russian vessels navigating under the state flag of the Russian Federation (hereinafter - Russian vessels) and vessels navigating under the flags of foreign states (hereinafter - foreign vessels).

     Harbor dues rates in the seaport of Petropavlovsk-Kamchatsky are established for Russian vessels in foreign voyages and foreign vessels, as well as for Russian vessels in coastal voyages, and are differentiated according to the types of vessels:

  • all vessels except ro-ro, floating, container and tanker vessels;
  • ro-ro, floating, container vessels;
  • tanker vessels.   

     Foreign vessels carrying out coastal voyages, pay harbor dues at the rates established for foreign vessels in foreign voyages.

     Flag and type of vessel are determined by the vessel's documents.

     For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.

     Harbor dues rates are established in rubles.

     Harbor dues rates are established per unit of gross tonnage indicated in the vessel’s Rating Certificate.

     Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.

     If the Measurement Certificate says nothing about the gross tonnage of the isolated ballast tanks, and consequently, the decreased gross tonnage of the tanker, then harbor dues are counted with a 0,9 ratio. 
     In order to count harbor dues, a passenger vessel with gross tonnage of more than 40 000 GT is considered equal to gross tonnage of 40 000 GT. 
     Harbor dues for vessels without Measurement Certificates are estimated by a relative tonnage in cubic meters which is equal to product of three numbers –length overall, width overall, and depth overall of the vessel, and with coefficient 0.35.

     When calling at the seaport of Petropavlovsk-Kamchatsky, harbor dues are paid according to the voyage on which the vessel entered the seaport. When the vessel departures from the seaport of Petropavlovsk-Kamchatsky, harbor dues are paid according to the voyage on which the vessel departed from the corresponding seaport.

     Vessel calling at the seaport of Petropavlovsk-Kamchatsky without cargo pay harbor dues according to voyage for carrying out of which the vessel called at the seaport. Vessel departing from the seaport of Petropavlovsk-Kamchatsky pay harbor dues according to voyage on which the vessel entered the corresponding seaport.

     Vessel calling at the seaport of Petropavlovsk-Kamchatsky without performing cargo and passenger operations, and also transiting through the seaport water area, pay harbor dues according to rates of the current voyage (coastal or foreign).

     Harbor dues rates (except for pilotage dues and navigation dues regarding vessel traffic system (hereinafter – VTS)) for vessels calling at the seaport of Petropavlovsk-Kamchatsky without carrying out operation with cargo and servicing passengers, transiting through the corresponding seaport water area, except for cases stipulated in paragraphs 1.12, 1.14 of FAS of Russia Order No. 223/16 dated 10.03.2016, are applied with coefficient 0.5.

     Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow have a different type, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.

     Harbor dues from lighter carrier conducting cargo operations with lighters, are calculated with the total gross tonnage of the lighters discharged when calling at the seaport of Petropavlovsk-Kamchatsky, and loaded prior to departure from the seaport.

 

     Harbor dues rates, except for pilotage dues, are not applied to the following vessels:

  • training, simulation training vessels and training and production vessels used for educational activities;
  • vessels carrying out government supervisory and control functions;
  • warships (including warships under foreign flags) and military support vessels;
  • vessels intended for the protection and preservation of the marine environment not used for commercial purposes;
  • vessels intended for search and rescue operations not used for commercial purposes.
  • vessels carrying out transportation of persons between raid and the seaport of Petropavlovsk-Kamchatsky berths with capacity less than 500 kW;
  • vessels carrying out operations on servicing and supply of vessels, port infrastructure facilities and operating in the water areas of the seaport of Petropavlovsk-Kamchatsky;
  • vessels passing sea trials.

     For payment by vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of FAS Russia dated 10.03.2016, harbor dues rates are applied, if the vessels carry out operations with cargo and passenger servicing, as well as towage between the seaports, without adjacent water areas.

 

     Harbor dues rates, except pilotage dues and navigation dues regarding VTS, are not applied to the following vessels:

  • vessels coming from the sea to outer road on approaches to the seaport of Petropavlovsk-Kamchatsky and exiting from it to the sea, without performing any operations on the roads;
  • vessels calling at the seaport of Petropavlovsk-Kamchatsky per force, due to threat of vessel safety, life or health of the crew and passengers, without performing in the relevant seaport of operations with cargo and passenger servicing;
  • vessels calling at the seaport of Petropavlovsk-Kamchatsky for emergency repairs without performing in the respective seaports of cargo operations and passenger servicing.

     For vessels repeatedly calling at the seaport of Petropavlovsk-Kamchatsky, after leaving the corresponding seaport under decision of the port authorities or for carrying out compass deviation, harbor dues, except pilotage dues, shall not be applied.

     Russian vessels of the fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation and back without calling at foreign ports, pay harbor dues at the rate for coastal navigation.

     Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources as well as fish products and other products produced from them, for processing or sale in the territory of the Russian Federation, pay harbor dues (except for seaport water area transport security dues) at the coastal navigation rates with coefficient 0.3.

     Russian vessels up to 35.0 m long, carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues.

     Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except for seaport water area transport security dues) in the seaport of Petropavlovsk-Kamchatsky with the coefficient 0.9.

     Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaport of Petropavlovsk-Kamchatsky at the rates of coastal shipping with the coefficient 0.3.

     When transporting (towing) between the seaports of the Russian Federation, Russian vessels (composite floating objects, including rafts) pay harbor dues in the seaport of Petropavlovsk-Kamchatsky at the coastal navigation rates.

     Passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate, pay harbor dues at the rates and under rules established for ro-ro vessels.

     Vessels navigating between non-adjacent water areas of one seaport, in case of obtaining a permission for multiple short-term exit from the seaport and entrance to the seaport of Petropavlovsk-Kamchatsky, provided in Compulsory regulations in the corresponding seaport, pay harbor dues once at first exit from the seaport and entrance to the seaport of Petropavlovsk-Kamchatsky and in accordance with this permission.

     The given harbor dues rates are basic, to which the coefficients specified in this Regulation are applied. When several coefficients are applied to vessel, they are sequentially multiplied.


Pilotage dues

 

     Pilotage dues in the seaport are charged for vessel pilotage within a specified area of compulsory (optional) pilotage of vessel calling at the seaport of Petropavlovsk-Kamchatsky, departing from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 dated 10.03.2016 of the FAS Russia which starts/ends with pilotage.

     The boundaries of areas of compulsory (optional) pilotage, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” Petropavlovsk Branch in the seaport of Petropavlovsk-Kamchatsky are specified in section “Pilotage services of the Petropavlovsk Branch”.

     Pursuant to FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023) pilotage dues in the seaport of Petropavlovsk-Kamchatsky do not include payment for vehicles used for the embarkation and disembarkation of a pilot. Services for embarking and disembarking pilots in the seaport of Petropavlovsk-Kamchatsky are rendered by the Petropavlovsk Branch in accordance to the procedure for providing crew boats and tariffs for services for providing crew boats rendered by the Petropavlovsk Branch.

     Pilotage dues for pilotage between berths, berth and road and back are paid according to rates of pilotage for each mile. Incomplete mile is considered complete mile.

     Pilotage dues shall be paid for each independent pilot operation, including:

     1) anchorage, attaching to mooring buoys;

     2) unanchor, getting off mooring buoys;

     3) mooring to berth;

     4) unmooring from berth;

     5) leading to/from dock.

     For vessels (except passenger) operating on the lines opened under the established by the legislation of the Russian Federation procedure, pilotage dies rates are applied with coefficient of 0.8.

     For calculation of the amount of pilotage dues, vessel with gross tonnage less than 1,400 shall be equal to vessel with gross tonnage of 1,400 (except small boats, sports sailing ships, pleasure boats). For calculation of the amount of pilotage dues, gross tonnage of small boats, sports sailing ships, pleasure boats is determined in accordance with the provisions of paragraph 1.7 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     While shifting vessel alongside the berth with a pilot on a board, pilotage dues are paid for the operation with coefficient of 0.5.

     In case of refusal of services of the pilot, called on the vessel, 50% of the pilotage dues shall be paid for pilotage and operation, established for the service for which the pilot was called.

      Vessels carrying out operations on servicing and supply of vessels in the water areas of the seaport of Petropavlovsk-Kamchatsky and the approaches to it, including the inner and outer roads, infrastructure facilities of the corresponding seaport, using the services of a pilot, pay pilotage dues according to the coastal navigation rates.


Lighthouse dues


     Lighthouse dues are charged for call at the seaport of Petropavlovsk-Kamchatsky and exit of the vessel from the seaport or transiting through the corresponding seaport water area.
 

Navigation dues

 

     Navigation dues are charged for entry to the seaport of Petropavlovsk-Kamchatsky and vessel’s departure from the corresponding seaport. Due to the fact that in the seaport of Petropavlovsk-Kamchatsky there is no vessel traffic control system, VTS navigation dues are not charged from vessels passing the seaport of Petropavlovsk-Kamchatsky water area.

     Vessels, except passenger, not operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, during successive loading or unloading in several Russian seaports during one voyage before entering the seaport of Petropavlovsk-Kamchatsky, pay navigation dues in full at the first port call, and in the seaport of Petropavlovsk-Kamchatsky –with coefficient 0.5 to the established rates of navigation duties in the respective seaport.

     Passenger vessels pay navigation dues in each the seaport of Petropavlovsk-Kamchatsky, once per a calendar year at the navigation dues rate, when entering the seaport and the departing from the seaport of Petropavlovsk-Kamchatsky for the first time.

     From the second entering to the seaport of Petropavlovsk-Kamchatsky, passenger vessels pay navigation dues with coefficient 0.25 to the established rates for each port call and departure from the seaport of Petropavlovsk-Kamchatsky.

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, a coefficient 0.8 is applied to the rates of navigation dues.


Seaport water area transport security dues
 

     Water area transport security dues are charged for call at seaport of Petropavlovsk-Kamchatsky and exit of the vessel from the seaport or transiting through seaport of Petropavlovsk-Kamchatsky.
     Water area transport security dues charged for the services rendered by the Petropavlovsk Branch in the seaport of Petropavlovsk-Kamchatsky are not applied to:
     - Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation;

     - Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.

 

3. Terms of payment of harbor dues to the Petropavlovsk Branch


     Harbour dues, charged by the Petropavlovsk Branch in the seaport of Petropavlovsk-Kamchatskiy, are paid by ship owners, ship owner's agents and other persons authorized by the ship owner in accordance with the terms of the standard contract for the services of provision of vessel navigation and stay of vessels in the seaports and on approaches to them (hereinafter - the Contract).

     The contract shall be concluded by its acceptance, without signing it by the parties as well, and shall be as valid as a contract signed by the parties.

     Acceptance means any written notice of a vessel call at the seaport of Petropavlovsk-Kamchatskiy sent by the ship owner (agent or other person authorized by the ship owner) in accordance with the mandatory regulations being in force at the respective seaport, or carrying out conclusive actions aimed at obtaining the services provided by the enterprise concerning the vessel call/exit and its stay in the seaport of Petropavlovsk-Kamchatskiy, as well as with its transit through the water area of the seaport of Petropavlovsk-Kamchatskiy.

     Acceptance of the offer to provide vessel pilotage services in accordance with the Contract means the submission of a request by the ship owner (agent or other person authorized by the ship owner) for the provision of this type of services.

     In order to pay harbour dues, the ship owner (ship owner's agent, other authorized person of the ship owner) should send a copy of documents confirming the authority of the ship owner's agent or other person authorized to represent the ship owner, certified by the signature of the head and seal of the organization, and an application for paying harbor dues to the Petropavlovsk Branch by fax: +7 (4152) 20-18-39 or in scanned form at the e-mail address: mail@ptk.rosmorport.ru . It is recommended to send the duly signed request 3 days prior to the vessel call at the seaport of Petropavlovsk-Kamchatskiy. The application will be reviewed by the Petropavlovsk Branch within 24 hours, and a formalized invoice for payment of harbour dues in the form of Appendix No. 2 to the Contract will be sent to the email address of the ship owner (agent of the ship owner, another authorized person of the ship owner) or by means of electronic documents management system, which must be paid in accordance with the terms of the Contract. The number of the invoice issued by the Petropavlovsk Branch must be specified in the payment documents. The original invoice for harbour dues is sent by the Petropavlovsk Branch by mail or delivered by hand to the address: Vokzalnaya Square 1/1, 4th floor, Petropavlovsk-Kamchatskiy, the Kamchatka Region, Russia, Monday through Thursday from 8:30 a.m. to 5:00 p.m., Friday from 8:30 a.m. to 12:30 p.m. Kamchatka time, lunch break from 1:00 p.m. to 1:30 p.m.

 

     Harbour dues should be paid in full before the vessel leaves the seaport of Petropavlovsk-Kamchatskiy. If harbour dues are not paid in due course before the vessel leaves the seaport of Petropavlovsk-Kamchatskiy, the Petropavlovsk Branch has the right to apply to the captain of the seaport of Petropavlovsk-Kamchatskiy for refusal to issue permission for the vessel to leave the seaport in accordance with Subparagraph 4 of Paragraph 1 of Article 80 of the Commercial Navigation Code of the Russian Federation.

 

II. Tariffs for services provided by the FSUE "Rosmorport" Petropavlovsk Branch

Towing services 


     The Petropavlovsk Branch renders towing services to carry out mooring operations of vessels in the seaport of Petropavlovsk-Kamchatsky.

     Terms and conditions for rendering towing services of the Petropavlovsk Branch are determined by provisions of the contract for rendering appropriate services. The contract is concluded subject to the standard procedure specified in the section “Petropavlovsk Branch Towing Services”. 


Crew boats services

 

     The Petropavlovsk Branch renders services in the seaport of Petropavlovsk-Kamchatsky to provide crew boats for the purpose of embarkation (disembarkation) of pilots, members of the committee of the Russian border checkpoint.

      The cost of services to provide crew boats is calculated by multiplying the tariff on services to provide crew vessels by the vessel use time.

     When calculating the cost of services to provide crew boats, the running time per minute is taken into account with the subsequent conversion of minutes to hours. Hours are taken into account with two digits after the point.

     The terms for rendering services to provide crew vessels and the payment of services to provide crew vessels are determined by provisions of a contract for rendering appropriate services. The contract is concluded subject to the standard process specified in the section “Petropavlovsk Branch Crew Boats Services”.

 

Provision of captain's advisors services

 

     The FSUE "Rosmorport" Petropavlovsk Branch provides on a contractual basis the captain's advisors services, which consist in issuing recommendations and advices to the captains of vessels for the safe handling of vessels of all types while sailing in water areas of the Bechevinskaya Bay and on approaches to it.
     The cost of 1 working hour of the captain's advisor provided by the Petropavlovsk Branch is 3,078 rubles (including VAT) and 2,565 rubles (excluding VAT).
     Conditions and procedure for provision of the captain's advisors services by the Petropavlovsk Branch are specified in the section "Petropavlovsk Branch services for provision of captain's advisors".


Berth provision services 


     The FSUE “Rosmorport” Petropavlovsk Branch renders services to provide Berth No 5 in the seaport of Petropavlovsk-Kamchatsky for vessel safe mooring without carrying out loading-unloading operations.

     The cost of towing services is calculated as the product of the tariff on services and the berthing time in hours and minutes.

     When calculating the cost of services to provide a berth for vessel laid-up, the running time per minute is taken into account with the subsequent conversion of minutes to hours. Hours are taken into account with two digits after the point.

     During mooring of a vessel by the second board coefficient 0.8 is applied.

     Terms and conditions for rendering services to provide a berth for vessel mooring are determined by provisions of the contract for rendering appropriate services. The contract is concluded subject to the standard process specified in the section “Petropavlovsk Branch Berth Provision Services”. 


Mooring services

     The cost of mooring services is calculated by multiplying the tariff rate on the number of mooring operations.

     Types of mooring operations:

  • mooring vessel to berth;

  • unmooring vessel from berth.


     When carrying out mooring operations of vessels with gross register tonnage (GRT), the following coefficients are applied to the tariffs:

     а) GRT up to 500 GT                             - 0.5;

     b) GRT between 500 and 1,000 GT       - 1;

     c) GRT over 1,000 GT                                - 2.

 

     Conditions of rendering and payment for mooring services are established by provisions of contract for rendering corresponding services, concluded in the established manner stipulated in section “Mooring Services of the Petropavlovsk Branch”.

 

Drinking water services

 

     The FSUE “Rosmorport” Petropavlovsk Branch renders vessel drinking water bunkering services on Berth No 5 in the seaport of Petropavlovsk-Kamchatsky.

     The cost of services is 219 Rubles 31 Kopecks per 1 cubic meter of drinking water (VAT excluded) and 263 Rubles 18 Kopecks per 1 cubic meter of drinking water (VAT included).

     The terms and conditions for rendering drinking water services are determined by provisions of a contract for rendering appropriate services concluded subject to the standard process specified in the section “Petropavlovsk Branch Drinking Water Services”.  

 

     Services on provision of passenger terminals

 

     The Petropavlovsk Branch renders services on provision of the infrastructure of the passenger terminal in the seaport of Petropavlovsk-Kamchatsky to ship owners for serving passengers arriving or departing on passenger vessels, including going through border formalities.

     The amount of charge for services on provision of the infrastructure of a passenger terminal in the seaport of Petropavlovsk-Kamchatsky is levied from ship owners for every passenger, who has arrived at the seaport aboard a vessel, once when disembarked or embarked on a vessel to leave the seaport, or once for every passenger moving through the seaport of Petropavlovsk-Kamchatsky by transit on a vessel, which puts a call at a passenger terminal in the seaport.

     When calculating the amount of charge for services to provide the infrastructure of a passenger terminal for every passenger, who has arrived or left the passenger terminal in the seaport of Petropavlovsk-Kamchatsky on a coastal vessel coefficient 0.48 is applied.

     The cost of services rendered is calculated by multiplying the number of passengers in an acknowledgment of the number of passengers filed by a customer to the Petropavlovsk Branch by a tariff per one passenger with due account for applied coefficients.

     When calculating the amount of charge for services to provide the infrastructure of a passenger terminal the following coefficients are applied:

     - coefficient 0.5 in case of a vessel’s mooring not on Berth No. 5 (a berth of the passenger terminal) and passenger processing;

     - coefficient 0.7 in case of a vessel’s mooring not on Berth No. 5 (a berth of the passenger terminal) and passenger processing at the Russian border checkpoint in a sea terminal building of the passenger terminal.

     - depending on the number of passengers, involved in the estimates for the provision of the infrastructure of a passenger terminal pursuant to acknowledgments of the number of passengers throughout a calendar year the following coefficients are applied:

     a) coefficient 0.7 is applied for every subsequent passenger if the flow of passengers reaches 4,000 this calendar year;

     b) coefficient 0.6 is applied for every subsequent passenger if the flow of passengers reaches 5,000 this calendar year;

     c) coefficient 0.5 is applied for every subsequent passenger if the flow of passengers reaches 6,000 this calendar year;

     d) coefficient 0.3 is applied for every subsequent passenger if the flow of passengers reaches 10,000 this calendar year.

     The smallest coefficient is used when several coefficients are simultaneously applied to calculate the payment for services to provide the infrastructure of a passenger terminal.

 

     The terms of service and payment are determined by the provisions of a contract for respective services signed according to the established procedure and specified in the section “The Petropavlovsk Branch Services on provision of passenger terminals”.


 Geodesic and hydrographic services


     Petropavlovsk Branch provides geodesic and hydrographic services in the water area of the seaport of Petropavlovsk-Kamchatsky on a contractual basis.
     The cost of geodesic and hydrographic services of the Petropavlovsk Branch is calculated in accordance with the agreed scope of work on the basis of the "Handbook of Basic Prices for Engineering Site Investigations for Construction No. 4, year 2000. Engineering and hydrographic works. Engineering and hydrographic site investigations on rivers. UDC 624.131.3.003.13: 338.5 (083.78)", approved by the Office of Research and Design and Survey of the State Committee for Construction of Russia (letter No. 5-11/91 of 26.09.2000), taking into account indexes of changes in the cost of works for the current period of time.
     Terms and conditions for provision and payment for geodesic and hydrographic works performed by Petropavlovsk Branch are determined by the provisions of the agreement for provision of relevant services, concluded in the established manner and specified in the "Geodesic and hydrographic services of Petropavlovsk Branch" section.
