     1. General Information 

     The FSUE "Rosmorport" Magadan branch renders navigation services using the Vessel Traffic System in the seaport of Magadan (the Magadan VTS) to vessels calling at the seaport of Magadan or passing through the seaport’s water area.
     The Magadan VTS complies to the modern requirements and functions in order to increase the sea navigation safety and security levels, boost navigation efficiency, contribute to life safety at sea, and protect the environment and the sea coast in the Magadan VTS coverage area.
     The Magadan VTS is used for implementing the following activities:
       - transmission of navigational, current and other information;
       - navigation arrangement based on everyday schedule of navigation traffic in the Magadan VTS coverage area, approved by the seaport of Magadan captain;
       - navigation assistance by a vessel captain’s request or by a Magadan VTS operator’s decision;
       - radio location control over navigation and vessels disposition in anchoring areas.
     The Magadan VTS includes the Magadan VTS Center and an Automatic Radiolocation Post.
     According to an examination, the Magadan branch acquired the Federal Agency for Marine and River Transport Certificate No. 16.05951.315 dated  30.12.2016 on the VTS compliance with the requirements of IMO А.857(20) Resolution and Order of the Ministry of Transport of Russia No. 226 dated 23.07.2015 to the second-grade category port VTS.
     According to Statute on the Magadan VTS dated 19.11.2007 and approved by the FSUE "Rosmorport" Magadan branch Director the Magadan VTS operates on a 24-hour basis.
     The Magadan VTS personnel consists of 5 professionally trained operators certified according to IALA V-103 Recommendations. 

     2. The Magadan VTS coverage 

     Pursuant to the Compulsory Regulations in the Magadan Seaport approved by Order No. 160 dated May 05, 2015 of the Ministry of Transport of Russian Federation, the Magadan seaport VTMS coverage area is limited by a sea line and direct lines sequentially connecting the points with the coordinates:

     No. 1 59°32,5'N latitude 150°34,5'Е longtitude;

     No. 2 59°32,5'N latitude 150°17'Е longtitude;

     No. 3 59°26'N latitude 150°17'Е longtitude;

     No. 4 59°26'N latitude 150°30'Е longtitude;

     No. 5 59°29'N latitude 150°30'Е longtitude;

 

 

     Guaranteed service and steady escort of vessels with the effective echoing area of 100 square meters and more are provided in the Magadan seaport VTMS area. Reliable VHF radio communication with vessels and radar control is provided. The Automated Identification system operation area of coastal stations fully covers the Magadan port VTMS area.


     3. The Magadan VTS services terms and conditions 
 

     Navigation services with the use of the Magadan port VTMS area are provided by the Magadan Branch in accordance with the requirements of Resolution IMO А857(20), the General Rules for the Navigation and Mooring of Vessels in the Seaports of the Russian Federation and on the approaches toward them that have been approved by Order No 140 issued by the Ministry of Transport of Russian Federation on August 20, 2009 and the Binding Resolutions in the Magadan Seaport that have been approved by Order 160 issued by the Ministry of Transport of Russian Federation on May 05, 2015.

     All ships and vessels equipped with radio communications of the Mobile Marine Service irrespective of their departmental subordination and the forms of ownership in the Magadan seaport VTMS area should abide by the rules for the navigation of vessels in the Magadan port VTMS area.

     By entering the Magadan port VTMS area the vessel conveys the following information to the Magadan port VTMS operator:

     – the number given to a vessel by the International Maritime Organization;

     – the name and the type of a vessel;

     – the number of a vessel given by the Mobile Maritime Service;

     – nationality of a vessel (the flag of a vessel);

     – the port of destination;

     – the maximum existing draft of a vessel;

     – the type and the quantity of cargoes, the existence of dangerous cargo and the class of hazard;

     – the number of crews and passengers aboard a vessel;

     – the existence of malfunctions of marine facilities and other restrictions affecting navigation safety;

     – other information at the request of the Magadan port VTMS operator.

     Vessels moving to the Nagaev Bay make radio contact with the Magadan port VTMS when entering the Magadan port VTMS area till crossing the line connecting Cape Chirikov and Cape Ostrovnoy and maintain permanent radio watch on VHF Channels 16 and 67.

     Navigation, immediate and other information is transferred to vessels by the Magadan port VTMS at the request of a vessel or by order of a captain of the Magadan seaport when the navigation situation changes upon storm warning that can affect navigation safety in the Magadan port VTMS area.

     Aid to marine navigation (navigation support) is rendered to a vessel at the request of a vessel or by the Magadan port VTMS operator's decision primarily in the difficult hydro meteorological conditions due to the incapacitation or the absence of navigational devices aboard a vessel that ensure navigation safety in this navigational situation. By providing support for marine navigation of the Magadan port VTMS automatic target following errors make up to:

  • 0.5 degrees by bearing,
  • 21.5 meters by distance,
  • 0.92 degrees by course,
  • 0.28 knots by speed.

     The procedure and method for providing support to marine navigation, including the communications interval, are coordinated with a vessel. The beginning and the end of support to marine navigation should be approved by both parties. By providing support for marine navigation a vessel has to confirm information and recommendations from the Magadan port VTMS and inform the Magadan port VTMS about the actions being taken. 

     Vessels movement in the Magadan seaport water area is controlled by the port Magadan VTMS upon authorization of a captain of the Magadan seaport. A vessel should ask the Magadan seaport captain service for authorization on beginning movement and inform the Magadan port VTMS about received authorization.

     Vessel movement in the Magadan port water area is controlled by giving recommendations to vessels regarding:

     – movement sequence and the time of beginning movement;

     – the route, the interval and the speed of movement;

     – the procedure of standing down channel and crossing it;

     – a ban on further movement;

     – anchor grounds and shelters;

     – actions to prevent direct danger.

     VHF radio contacts of the Mobile Maritime Service is the major means to maintain interaction between the Magadan port VTMS and vessels in the Magadan seaport.

     Contact with the Magadan seaport VTMS is maintained round-the-clock on VHF Channel 67 using the “Magadan-Trafik” call.

     Vessels staying in the Magadan port VTMS area should maintain permanent radio watch on VHF Channels 16 and 67.

     Radio talks, which are unrelated to ensuring navigation safety are forbidden on VHF Channels 9, 64, 67 and 69 in the Magadan seaport.

     Radio talks on VHF Channel 16, besides a subscriber call to transmit to the working channel, are forbidden.

     The Magadan port VTMS and vessels maintain contact in compliance with the Radio Rules of the Russian Mobile Maritime Service and the Mobile Satellite Maritime Service that have been approved by Order No 137 issued by the Ministry of Transport of Russian Federation on November 04, 2000. The English language is used to maintain radio contacts with vessels by using “IMO Standard Phrases for Maritime Radio Communication” that have been approved by Resolution A.918(22). Communication from vessels of the Magadan port VTMS and the format of messages should possibly correspond to Resolution IMO A.851(20) “General Principles of Ship Reporting System and Requirements to Ship Messages”.

     Navigation (VTMS) charges are collected from vessels for services rendered with the use of the Magadan seaport VTMS. The Magadan VTS services provided to vessels calling to the seaports of Magadan are charged by the navigation dues.
