     1. General information

 

     The FSUE “Rosmorport” Makhachkala Branch renders pilotage services in the water area of the seaport of Makhachkala (except Area 2, Area 3 and Area 4) for all types of vessels, which are allowed to call at the seaport of Makhachkala.

     The pilotage service of the Makhachkala Branch includes five people. One pilot has the 1st category and four pilots have the 2nd category.

     Professional qualification of the Makhachkala Branch Pilotage Service corresponds to the requirements of the Regulations on Sea Pilots of the Russian Federation that were approved by Order of the Russian Transport Ministry No 462 of November 6, 2020.

     Pilots of the Makhachkala Branch undergo periodic theoretical and simulators’ training on the base of the Caspian Branch of the Federal State Educational Institution of Higher Professional Education “Admiral F.F. Ushakov Maritime State Academy” (Astrakhan).

     The pilotage service of the Makhachkala Branch possesses of necessary vessels and vehicles to timely transport pilots aboard. All pilots of the Branch have necessary modern navigation equipment, special clothes and systems to ensure effective and qualitative pilotage.

     Pursuant to the Compulsory Regulations in the seaport of Makhachkala approved by Order of the Russian Transport Ministry No 361 of November 25, 2013 the area of compulsory pilotage of vessels has been established within the boundaries of the water area of the seaport of Makhachkala. Pilotage has been approved by the Russian Government Directive No  1411-r of August 23, 2010.

     In order to pay pilotage dues in the seaport of Makhachkala the routes of pilotage performed per nautical mile have the following boundaries:

     - from the site of embarkation/disembarkation of a pilot in the point with the coordinates of Latitude 43º00 N Longitude 47º30,5’Е to the sites of embarkation/disembarkation on berths of the seaport of Makhachkala. The routes of pilotage and their distances are attached;

    - in the area between the berths of the seaport of Makhachkala. The routes of pilotage and their distances are attached.

     Embarkation/disembarkation aboard a vessel / from a vessel, moving to/from the seaport of Makhachkala, is performed in the point with the coordinates of Latitude=43º00,5’N Longitude=47º30,5’Е, and disembarkation/embarkation is performed on the berths of the seaport of Makhachkala or in the area of roadsteads.

     In order to perform pilotage related to hauling, shifting or other re-anchoring of a vessel in the water area of the seaport of Makhachkala the embarkation/disembarkation of a pilot is made on berths or roadsteads in the seaport of Arkhangelsk.

 

     3. Procedure for rendering pilotage services

 

     Pilotage service of vessels in the seaport of Makhachkala (except for Area 2, Area 3 and Area 4 of the seaport’s water area) is provided by the pilots of the Makhachkala Branch round-the-clock pursuant to the requirements of the Compulsory Regulations on the Seaport of Makhachkala approved by Order of Russian Transport Ministry No 361 of November 25, 2013 (hereinafter referred to as the Compulsory Regulations).

     The following vessels are exempt from compulsory pilotage in the seaport of Makhachkala in accordance with the Compulsory Regulations:

     - small-size vessels,

     - sports sailing ships,

     - short range ships,

    - vessels performing operations for servicing and supplying vessels exclusively in the water area of the seaport of Makhachkala and on the approaches toward it, facilities of the seaport infrastructure,

     - vessels and ships of the Navy.

 

     Pilotage services in the seaport of Makhachkala for which pilotage dues are levied are rendered by the Makhachkala Branch pursuant to the terms of a framework contract for rendering navigation services in the seaport of Makhachkala. The terms of the contract and the procedure for signing it are specified in the section “Harbor Dues and Tariffs of the Makhachkala Branch”.

     The Makhachkala Branch performs pilotage of vessels in order of written requests given by ship owners / marine agents in accordance with the schedule of sailing and anchoring in the seaport of Makhachkala. Requests for pilotage of vessels released from compulsory pilotage are submitted according to the standard procedure. 

     An application for pilotage of a vessel moving to/from the seaport of Makhachkala as well as for carrying out pilotage operations related to hauling, shifting or other re-anchoring of a vessel in the water area of the seaport of Makhachkala is submitted by masters of vessels / ship owners / marine agents to the pilotage service of the Makhachkala Branch by fax +7 (8722) 69-80-07 or a scan is sent by e-mail m.ramazanov@mcl.rosmorport.ru

     - for a vessel calling at the seaport: 12 hours before the call. The application is verified by telephone +7 (8722) 69-80-07 two hours before the vessel approaches the pilot embarkation point;

     - for a vessel leaving the seaport: 6 hours before leaving. The application is verified by telephone +7 (8722) 69-80-07 two hours before the vessel leaves the seaport.

     - at the time of hauling, shifting or other re-anchoring: 2 hours before the pilotage operation starts.

     Ship owners / marine agents can specify the time and the area of pilot’s embarkation round-the-clock by telephone of the Makhachkala Branch +7 (8722) 69-80-10 or by VHF 14 Channel (call signal “SUDS Makhachkala”).

     The earlier given request must be canceled no later than one hour before the fixed time of the pilotage by telephone +7 (8722) 69-80-07.

 

     A pilot, who has arrived aboard the ship, presents a pilot’s certificate to the captain of the vessel and presents a pilot’s bill that confirms the pilot’s right to pilot the vessel. The bill records pilotage of a vessel by a pilot of the Makhachkala Branch and possible remarks on his work. Pilot’s bills filed and signed by the master of the vessel serve as the grounds to make payment for the pilotage.

     The Makhachkala Branch assumes no responsibility for possible delays and vessel’s demurrage in the following cases:

    - if a request for pilotage services is not submitted in time;

    - if a vessel arrives at the area of a pilot’s embarkation over two hours late for the stated time;

    - if there are unfavorable hydro meteorological conditions complicating pilot’s embarkation aboard a vessel and pilotage by leading method is impossible in the opinion of the captain of a vessel.

 

     A vessel’s captain, who has called a pilot and then refused services of a pilot of the Makhachkala Branch upon his arrival aboard the vessel, must file and sign a pilot’s bill to levy 50% of pilotage dues for the supposed pilotage or the operation for which the pilot has been called.

     If a pilotage operation has been delayed for more than 30 minutes from the fixed time due to the fault of a vessel, the pilot can be recalled from the vessel and a request can be annulled. In this case the captain of the vessel signs a pilot’s bill for a false call.

 

     Pilotage dues are levied for rendering pilotage services in the seaport of Makhachkala. Information on the rates of pilotage dues and the procedure for levying them is available in the section “Harbor Dues and Tariffs of the Makhachkala Branch”.
