Makhachkala Branch History

     The FSUE “Rosmorport” Makhachkala Branch was founded in July 2012 in accordance with FSUE “Rosmorport” order dated 16.07.2012 No. 434 which also established the Statute on the FSUE “Rosmorport” Makhachkala Branch.

 

     In July 2012 notification on tax registration dated 25.07.2012 No. 1062436 was given to Makhachkala Branch by Inspection of the Federal Tax Service in Kirov District of Makhachkala.

 

     In August 2012 by FSUE “Rosmorport” order dated 24.07.2012 No. 236/k Apandi Nurmagomedov is appointed Director of Makhachkala Branch.

 

     In October 2012 in accordance with FSUE “Rosmorport” order dated 16.07.2012 No. 436 the Branch started operating.

 

     In February 2013 in accordance with Rosmorrechflot Regulation dated 14.02.2013 No. AD-37-r federal property taken from FSUE “Makhachkala Sea Trade Port” was assigned to FSUE “Rosmorport”. The property comprised basins of oil and bulk harbours with approach canals, aids to navigation, VTS and GMDSS area A1 and A2 facilities of Makhachkala Seaport. By FSUE “Rosmorport” order dated 28.02.2013 No. 91 the facilities were transferred to the Makhachkala Branch for management.

 

     In April 2013 the Makhachkala Branch started to perform economic activities and charge port dues (canal, lighthouse and navigation dues) in Makhachkala Seaport.

 

     In March 2014 pursuant to Order No. 97 issued by FSUE “Rosmorport” on March 19, 2014 the Altair boat, which had been earlier on the books of the Sochi Branch, was transferred to the Makhachkala Branch for inspecting and examining aids to navigation in the seaport of Makhachkala.

 

     In July 2014 based on Resolution No. AD-237-r issued by Rosmorrechflot on June 16, 2014 and pursuant to Order No. 280 issued by FSUE “Rosmorport” floating and coastal aids to navigation were assigned to the Makhachkala Branch and transferred into economic management for ensuring safety of navigation in the Makhachkala seaport water area.

 

     In August 2014 the branch acquired a building in Makhachkala for employees of the Makhachkala Branch.

 

     In October 2014 based on Resolution No. SG-405-r issued by Rosmorrechflot on October 14, 2014 and pursuant to Order No. 506 issued by FSUE “Rosmorport” on 28 November 2014 the Dniester dredger, the Deltovaya-10 and Deltovaya-11 mud boats, and the GP-6 hydraulic elevator were assigned to and transferred into economic management of the Makhachkala Branch for dredging operations in the Makhachkala seaport water area.

 

     In April 2015 the branch acquired the Albatros boat of project Nautilus-800 for surveying work and for maintenance of navigational aids in the Makhachkala seaport.

 

     In June 2015 pursuant to Order No. 380 issued by FSUE “Rosmorport” on June 22, 2015 amendments were made to the Regulations on FSUE “Rosmorport” Makhachkala Branch to specify the location of the branch and to add a list of authorized activities of the Makhachkala branch with four new activities in the following fields:

          a) to assess vulnerability of the transport infrastructure facilities and transport means;

          b) to work out plans to ensure transportation security of the transport infrastructure and transport means;

          c) to carry out activities for water supply and water removal;

          d) to carry out activities for heat supply.

 

     In August 2015 based on Order No. AD-144-r issued on May 07, 2015 by Rosmorrechflot and pursuant to Order No. 474 issued by FSUE “Rosmorport” on August 10, 2015 engineering aids to navigation incorporated in radar aids to navigation, television and imaging IR equipment were transferred in economic management to the Makhachkala Branch for the surface lookout in the Makhachkala seaport water sectors.

 

     In March 2016 the Makhachkala Branch started providing infrastructural services in the seaport of Makhachkala to operate facilities of engineering safety aids to navigation in the seaport of Makhachkala.

 

     In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Azov Basin Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:

     – carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;

     – protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.


     In July 2017 upon Regulation No 171-r of July 07, 2017 issued by the Russian Federal Agency for State Property Management Territorial Directorate for the Republic of Dagestan, 23 property units (berths, piers, pierheads, auxiliary buildings and roads) located in the seaport of Makhachkala and a property unit “The Sulak Coast Protection” in the settlement of Sulak, Makhachkala (Republic of Dagestan) have been assigned to the enterprise. Pursuant to FSUE “Rosmorport” Order No 259 of July 12, 2017, those facilities were transferred to the economic management of the FSUE “Rosmorport” Makhachkala Branch. The facilities are designed for ensuring navigation safety and vessel mooring in the water area of the seaport of Makhachkala, as well as carrying out cargo transshipment. A part of them will be further used directly by the Makhachkala Branch. The remaining property units will be leased out to operators by sea terminals in the seaport of Makhachkala, in accordance with the established procedure. 

 

     In June 2018 the Makhachkala Branch started to provide pilotage services in Makhachkala Seaport.


     In November 2020 by order of FSUE “Rosmorport” dated November 25, 2020 No. 510, the Statute of the FSUE “Rosmorport” Makhachkala Branch in a new version were approved.


     At present the FSUE “Rosmorport” Makhachkala Branch is taking active part in provision of stable fault free functioning of Makhachkala Seaport and development of coastal and port infrastructure facilities of the seaport. The staff of the Branch numbers 59 people. Using the assigned federal property, Makhachkala Branch offers a wide range of services in Makhachkala Seaport concerning assurance of navigation safety and vessel mooring in the seaport waters and its approaches.
