Development of Port Infrastructure Facilities and Fleet of the Makhachkala Branch

     One of the main activities of the FSUE “Rosmorport” Makhachkala Branch is implementation of federal target programs of marine transport development, as well as capital investment programs of FSUE “Rosmorport” aimed at port infrastructure facilities and fleet development in the seaport of Makhachkala.

     Taking into account the fact that the Makhachkala Branch was formed in July, 2012, the Branch has not implemented any investment projects on port infrastructure facilities development in the seaport of Makhachkala.

 

     However, currently, within implementation of the “Russian Transport System Development (2010-2021)” federal target program, as well as within own capital investment programs of port infrastructure facilities development in the seaport of Makhachkala, the Makhachkala Branch plans to implement the following investment projects in the form of capital investment in coastal and port infrastructure facilities:

 

     - project of reconstruction of the seaport of Makhachkala VTS building. The project envisages construction of additional premises for creation of working conditions for the seaport of Makhachkala VTS operators, which meets the modern requirements; landscaping of the territories adjacent to the seaport of Makhachkala VTS building; construction of an access road; engineering networks; coast protection structures of the territory where the seaport of Makhachkala VTS building is located and the access road to it, as well as water treatment facilities of storm sewage. According to the established procedure, based on the results of considering design documentation and engineering surveys the State Expert Appraisal Board provided Positive Findings No 922-GGE-10899/09 of September 1, 2017. The findings have been approved by FAI “Glavgosexpertiza of Russia”. The Board also provided Positive Findings No 944-17/GGE-10869/10 of September 8, 2017 in respect of evaluating budgeted cost of an infrastructure facility. Subject to necessary funding and choosing a contracting company on a competitive basis the construction and installation works are expected to be started in the first quarter of 2018.

 

     -  project of reconstruction of the seaport of Makhachkala dry cargo harbor berths No. 1 and No. 2. The project envisages construction of bulwark-type quay wall of steel sheet piles with reinforced concrete superstructure with installation of crane and railway tracks, laying of utilities, as well as berth equipping with vessel and crane power poles. The project implementation will deepen the design depths at the berths to up to 6 m for reception of design vessels with displacement of nearly 8.6 thousand tons, 140 meters long, 16.5 meters wide and with loaded draft of 4.5 meters. After the planned facilities have been transferred to the economic management of FSUE “Rosmorport”, engineering survey and designing will be carried out. In case of receiving positive conclusion of the State Expertise Committee for design documentation, as well in case of allocation of necessary funding, the construction and installation works are planned to start in 2019.

 

     - project of reconstruction of the seaport of Makhachkala oil harbor berth No. 5. The reconstruction project envisages strengthening of the bearing capacity of structures of berth No. 5, as well as deepening the depths in the operating water area of the berth for receiving a design vessel with the deadweight of 7.4 thousand tons, 147 meters long, 17.4 meters wide and with loaded draft of up to 5.3 meters. The project implementation will increase the design capacity of the berth for loading of oil and oil products up to 2 million tons per year. After the planned facilities have been transferres to the economic management of FSUE “Rosmorport”, engineering survey and designing will be carried out. In case of receiving positive conclusion of the State Expertise Committee for design documentation, as well in case of allocation of necessary funding, the construction and installation works are planned to start in 2020.

 

     - project of the construction of berths for berthing of the FSUE “Rosmorport” Makhachkala Branch auxiliary fleet vessels in the seaport of Makhachkala. The project envisages construction of bulwark-type embankment with an anchored wall of 80-meter-long steel sheet piles and bottom marks at the quay wall of -6 meters. The project implementation will ensure safe berthing of design vessels up to 25 meters long, 6 meters wide and with loaded draft of 4 meters. After the planned facilities have been transferred to the economic management of FSUE “Rosmorport”, engineering survey and designing will be carried out. In case of receiving positive conclusion of the State Ecological and Construction Expertise Committees for design documentation, as well in case of allocation of necessary funding, the construction and installation works are planned to start in 2018.

 

     - project of reconstruction of the southern pierhead of dry cargo harbor in the seaport of Makhachkala. The project envisages construction of a 250-meter-long structure with the width (on top) of 7 meters and top marks of 6 meters, consisting of a rocky core with slopes protected at the side of the seaport of Makhachkala dry cargo harbor water area by armoured rock, and at the side of the sea (sea slope) - by mounting concrete-shaped arrays. The project implementation will protect water areas and canals of dry cargo and oil harbors of the seaport of Makhachkala from wave activity, to reduce shoaling and as a consequence, reduce the costs of their operation. After the planned facilities have been transferred to the economic management of FSUE “Rosmorport”, engineering survey and designing will be carried out. In case of receiving positive conclusion of the State Expertise Committee for design documentation, as well in case of allocation of necessary funding, the construction and installation works are planned to start in 2018.
