     1. General information

     The FSUE "Rosmorport" Azov Basin Branch provides pilotage services to all types of vessels calling at the seaports of Azov, Rostov-on-Don, and Taganrog, and also to vessels going across the Azov Sea. 
     The Azov Basin Branch pilotage service consists of 24 pilots, of which there are 6 senior pilots, 16 first-category pilots, and 2 second-category pilots.
     The specialist of the pilot service of the Azov Basin Branch are highly qualified and have large practical experience. The professional training of the pilots complies with the requirements of the Statute on sea pilots of the Russian Federation approved by the Ministry of Transport order dated 22.07.2008 No. 112.
     Theoretical and simulator training as part of professional development of sea pilots of the Azov Basin Branch are conducted in Russian educational institutions of profssional education, in particular, in the Rostov Branch of the Moscow Water Transport Academy (Rostov-on-Don), navigational and training center "Vega" (Rostov-on-Don), non-state educational institution educational and training center "GALS" (Rostov-on-Don).
     The pilotage service of the Azov Basin Branch disposes of all necessary vessels and transport means for timely delivery of pilots to vessels.

     2. Information on the pilotage areas

     Azov seaport

     In accordance with the Ministry of Transport of Russia order от 12.04.2010 No. 86 "On establishing areas of non-compulsory and compulsory pilotage", pilotage assistance is compulsory for all Russian and foreign vessels in the seaport of Azov within the borders set by the Decree of the Government of the Russian Federation от 30.12.2009 No. 2122-р.

      For the purpose of harbor dues payment in the seaport of Azov the areas of inner and outer harbor pilotage areas have the following boundaries:
     - pilotages at the pilotage dues rates for inner harbor pilotages are conducted within the water area of Azov seaport from the 3151 kilometer of the Don River up to the receiving buoy of the Azovo-Donskoy Sea Canal  (further referred to as ADSC), including the outer roads area No.6, and are related to:
     a) transition of vessels between the roads No.No.1,2,3,4 and 5 and/or berths in the Azov seaport;
     b) performing mooring operations; 
     c) anchoring/de-anchoring;
     d) shifting vessel along the berths. 

    - pilotages in the seaport of Azov at the pilotage dues rates for outer harbor pilotage are conducted within the ADSC and the water areas of the seaports of Azov and Rostov-on-Don, and are related to:
     a) transition of vessels from the pilot meeting point near the ADSC receiving buoy to the berths or roads in the seaport of Azov;
     b) transition of vessels between the berths or roads of the seaports of Azov, and Rostov-on-Don, including those coming from the inner water ways and transiting through the seaport of Rostov-on-Don.
     The outer harbor piotage distance is:
     - about 22 sea miles from the pilot meeting point near the receiving buoy of the ADSC to the berths or roads in the seaport of Azov.
     - about 31 sea miles during transitions of vessels between the berths or the roads of the seaports of Azov and Rostov-on-Don.

     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Azov towards/from the Azov Sea is conducted at the ADSC receiving buoy with the coordinates: 47°02,3'N, 38°55,3'Е, and disembarkation/embarkation is conducted at the berths, or at the roads stations of the seaport of Azov. 
     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Azov towards/from the seaport of Rostov-on-Don is conducted at the berths or roads of the seaport of Rostov-on-Don, and disembarkation/embarkation is conducted at the berths, or at the roads stations of the seaport of Azov.
     Embarkation/disembarkation of pilots for conducting inner harbor pilotages connected to berthing, anchoring, mooring, de-mooring or other shifting of the vessel within the water area of the seaport of Azov is conducted at the berths, or at the roads stations of the seaport of Azov.

 

 

     During winter navigation, from December till March pilotage of vessels in the seaport of Azov is conducted in ice conditions with the help of the icebreakers of the Azov Basin Branch.

     Rostov-on-Don seaport

     In accordance with the Ministry of Transport order dated 12.04.2010 No. 86 "On establishing areas of non-compulsory and compulsory pilotage" pilotage assistance is compulsory for all Russian and foreign vessels in the seaport of Rostov-on-Don within the boundaries set by the Government of Russia Decree dated 14.07.2010 No. 1160-р.

       For the purpose of harbor dues payment in the seaport of Rostov-on-Don the areas of inner and outer harbor pilotage areas have the following boundaries:
     - pilotages at the pilotage dues rates for inner harbor pilotages are conducted within the water area of Rostov-on-Don seaport from 3121 to 3151 kilometer of the Don River, and are related to:
     a) transition of vessels between the roads and/or berths in Rostov-on-Don seaport;
     b) performing mooring operations; 
     c) anchoring/de-anchoring;
     d) shifting vessel along the berths. 

  - pilotages in the seaport of Rostov-on-Don at the pilotage dues rates for outer harbor pilotage are conducted within the ADSC and the water areas of the seaports of Azov and Rostov-on-Don, and are related to:
     a) transition of vessels from the pilot meeting point near the ADSC receiving buoy to the berths or roads in the seaport of Rostov-on-Don;
     b) transition of vessels between the berths or roads of the seaports of Azov, and Rostov-on-Don.
     The outer harbor piotage distance is:
     - about 48 sea miles from the pilot meeting point near the receiving buoy of the ADSC to the berths or roads in the seaport of Rostov-on-Don.
     - about 31 sea miles during transitions of vessels between the berths or the roads of the seaports of Azov and Rostov-on-Don. 

     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Rostov-on-Don towards/from the Azov Sea is conducted at the ADSC receiving buoy with the coordinates: 47°02,3'N, 38°55,3'Е, and disembarkation/embarkation is conducted at the berths of the seaport of Rostov-on-Don, or at the roads stations .

     Taganrog seaport

     In accordance with the Ministry of Transport order dated 12.04.2010 No. 86 "On establishing areas of non-compulsory and compulsory pilotage" pilotage assistance is compulsory for all Russian and foreign vessels in the seaport of Taganrog within the boundaries set by the Government of Russia Decree within the boundaries set by the Government of Russia Decree dated 19.01.2010 No. 33-r.

       For the purpose of harbor dues payment in the seaport of Rostov-on-Don the areas of inner and outer harbor pilotage areas have the following boundaries:
     - pilotages at the pilotage dues rates for inner harbor pilotages are conducted within the inner water area of the Taganrog seaport (Novy, Petrovsky and Remontny basins of the seaport)limited by a coastline, berthing and coastal protective structures of the seaport and a line connectinf the south edge of the North Mall and the north edge of the South Mall of the Taganrog seaport.

- pilotages at the pilotage dues rates for outer harbor pilotages are conducted within the area limited by buoy No. 2 of the Taganrog approaching canal with the coordinates: 47º03'45,0"N, 38º52'48,0"Е and by the boundaries of the inner water area of the Taganrog seaport. The outer harbor pilotage distance is 11 sea miles.


      Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Taganrog towards/from the Azov Sea is conducted at buoy No. 2 of the Taganrog approaching canal with the coordinates: 47º03'45,0"N, 38º52'48,0"Е, and disembarkation/embarkation is conducted at the berths of the seaport of Taganrog.
     Embarkation/disembarkation of pilots for conducting inner harbor pilotages connected to berthing, anchoring, mooring, de-mooring or other shifting of the vessel within the water area of the seaport of Taganrog is conducted at the berths, or at the roads stations of the seaport. 

     During winter navigation, from December till March pilotage of vessels in the seaport of Taganrog is conducted in ice conditions with the help of the icebreakers of the Azov Basin Branch.

     Pilotage in the Azov Sea

     In accordance with the Ministry of Transport order dated 12.04.2010 No. 86 «"On establishing areas of non-compulsory and compulsory pilotage" the area in the Azov Sea from the Kerch strait to the seaports of the Russian Federation and the receiving buoy of the Azovo-Donskoy Sea Canal is the area of non-compulsory pilotage, and pilotage is conducted by the pilot service of the Azov Basin Branch on a contractual basis.

      Pilot embarkation/disembarkation to/from vessel following across the Azov Sea to/from the Russian seaports is conducted in the area of the Varzovsky buoy (Kerch) with the coordinates 45º27'42"N, 36º41'71"E, and disembarkation/embarkation is conducted at buoy No. 2 of the Taganrog approaching canal with the coordinates 47º03'45,0"N, 38º52'48,0"Е.

     During winter navigation pilotage of vessels following across the Azov Sea to/from Russian seaports is conducted in ice conditions with the use of the icebreakers of the Azov Basin Branch, or the Azovo-Chernomorsky Basin Branch (for vessels heading to the seaport of Eysk).

     3. Terms and conditions of pilotage services

     Terms and conditions of pilotage services in the seaport of Azov

     Pilotage services in the seaport od Azov is conducted by the Azov Basin Branch round-the-clock, in accordance with the requirements of the Compulsory regulations on the seaport of Azov, approved by order of the FSE "Azovo-Donskoye Basin Department of Water Ways and Navigation" dated 26.04.2007 No.105 (as amended and supplemented) (further referred to as Compulsory Regulations on the seaport of Azov) on the basis of the applications of the ship owners/sea agents and the order of the submitted applications.

     Captains of Russian vessels, who received, according to the established procedure, certificates on exemption from pilotage issued by the captain of the seaport of Azov, are exempt from the compulsory pilotage in the seaport of Azov.

     Application for pilotage in the seaport of Azov is submitted by the ship owner/sea agent to the Azov Basin Branch by fax: +7 (863) 267-34-22, or e-mail: dispetcher@abf-rmp.ru 24 hours before the start of the pilotage, or pilotage operation with further confirmation 5 hours before.

     The ship owner/sea agent can contact the pilot on duty of the Azov Basin Branch by phone: +7 (863) 267-31-28 to learn the exact time and place of pilot embarkation/disembarkation to/from vessel. 

     When an Azov Basin Branch pilot arrives at a vessel to conduct pilotage in the Azov seaport, he presents a pilot certificate confirming his righ to perform pilotage of this type of vessel to the captain, and a pilot's bill, where the fact of pilotage and possible commentaries from the captain are recorded. The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage.

     The pilotage service of the Azov Basin Branch is not responsible for the delays and vessel idleness in the follosing cases:
     - application for pilotage submitted not in due time;
     - receipt of a pilot is not possible due to stormy weather;
     - pilot boat is absent from the pilot meeting point due to bad weather conditions.

     Cancellation of an earlier submitted application shall be made not later than 4 hours before the agreed time. If pilotage is delayed because of the vessel's fault for more than 1 hour, payment shall be made for every following hour of delay, in accordance with the tariffs of the Azov Basin Branch.
     Vessel's captain who called an Azov Basin Branch pilot and refused his services after the arrival of the latter, must also fill out and sign the pilot's bill for charging of 50% of pilotage dues to be paid for the pilotage, for which the pilot was called.

     Pilotage dues are charged for the pilotage services rendered by the Azov Basin Branch in the seaport of Azov. Information on the rates of pilotage dues and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azov Basin Branch".

     Terms and conditions of pilotage services in the seaport of Rostov-on-Don

     Pilotage services in the seaport od Azov is conducted by the Azov Basin Branch round-the-clock, in accordance with the requirements of the Compulsory Regulations on the seaport of Rostov-on-Don, approved by order of the FSE "Azovo-Donskoye Basin Department of Water Ways and Navigation" dated 16.02.2007 No.36 (as amended and supplemented) (further referred to as Compulsory Regulations on the seaport of Rostov-on-Don) on the basis of the applications of the ship owners/sea agents and the order of the submitted applications.
     According to Compulsory Regulations on the seaport of Rostov-on-Don, captains of Russian vessels, who received, according to the established procedure, certificates on exemption from pilotage issued by the captain of the seaport of Rostov-on-Don, are exempt from the compulsory pilotage in the seaport of Rostov-on-Don.

The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage.
 


     The pilotage service of the Azov Basin Branch is not responsible for the delays and vessel idleness in the follosing cases:
     - application for pilotage submitted not in due time;

     Terms and conditions of pilotage services in the seaport of Taganrog

    Pilotage services in the seaport od Azov is conducted by the Azov Basin Branch round-the-clock, in accordance with the requirements of the Compulsory Regulation on the seaport of Taganrog, approved by the FSE "AMP Taganrog" in 2007 (as amended and supplemented)у (further referred to as Compulsory Regulations on the seaport of Taganrog) on the basis of the applications of the ship owners/sea agents and the order of the submitted applications. 

     According to Compulsory Regulations on the seaport of Taganrog, captains authorized by the captain of the seaport of Taganrog to navigate in the seaport without a pilot, and also harbor fleet vessels are exempt from compulsory pilotage in the seaport of Taganorg. 

     Application наfor pilotage in the seaport of Taganrog is submitted by the ship owner/sea agent to the Azov Basin Branch by fax: +7 (8634) 31-75-39 or e-mail: pilot1@rmpt.ru 24 hours before the start of the pilotage, or pilotage operation with further confirmation 5 hours before.

     The ship owner/sea agent can contact the pilot on duty of the Azov Basin Branch by phone: +7 (8634) 31-75-39 to learn the exact time and place of pilot embarkation/disembarkation to/from vessel. 

     When an Azov Basin Branch pilot arrives at a vessel to conduct pilotage in the Taganrog seaport, he presents a pilot certificate confirming his righ to perform pilotage of this type of vessel to the captain, and a pilot's bill, where the fact of pilotage and possible commentaries from the captain are recorded. The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage. 

     The pilotage service of the Azov Basin Branch Taganrog Department is not responsible for the delays and vessel idleness in the follosing cases:
     - vessel's captain, ship owner/sea agent did not meet the requirements on submission of necessary information on the approaching of vessel to the pilot's meeting place;
     - pilotage is not possible due to weather conditions;
     - pilot embarkation/disembarkation places are absent, or do not meet the IMO safety requirements, or means of transition from a pilot boat to vessel and backwards do not comply with each other.

     Cancellation of an earlier submitted application, or its rescheduling, if the vessel is not ready to leave at agreed time, shall be  made not later than 4 hours before the agreed time.
     If pilotage is delayed for more than 30 minutes from the agreed time, and it is not for the reason of force majeur, or if both captain and chief officer are absent from the vessel, the pilot of the Azov Basin Branch Taganrog Department can be withdrawn from the vessel. The vessel's captain, or his substitute, shall sign a pilot's bill for the false call of the pilot to pay harbor dues, according to the current rates, for the planned operation, and file a new application for pilotae, according to the established procedure. 
     If the services of the Azob Basin Branch Taganrog Department pilot commissioned to vessel are not needed, 50% of pilotage dues for the agreed pilotage shall be paid.

     Pilotage dues are charged for the pilotage services rendered by the Azov Basin Branch in the seaport of Taganrog. Information on the rates of pilotage dues and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azov Basin Branch".

     Terms and conditions of pilotage services in the Azov Sea

     Pilotage asistance to vessels in the Azov Sea is conducted by the Azov Basin Branch on a contractual basis, in accordance with a standard contract on serving vessels in the seaports of Azov, Rostov-on-Don, and Taganrod, their approaches and in transit through their water areas (further referred to as — Contract).
     To make a Contract the client should file an application for making a Contract (further referred to as Contract Application) to the Azov Basin Branch by fax: +7 (863) 287-00-19 or a scanned copy by e-mail: vlasov@abf-rmp.ru The application shall be reviewed within one working day, and if it is technically possible to provide the requested services, the client is sent two copies of a white Contract for signing. The signed Contract shall be returned to the Azov Basin Branch at: 2-ya Volodarskogo St. 76/23 А, Rostov-on-Don, Rostov Region, Russia. 
     Application for pilotage in the Azov Sea is submitted by the ship owner/sea agent to the Azov Basin Branch by fax: +7 (863) 287-00-13 or e-mail: dispetcher@abf-rmp.ru 24 hours before the start of the pilotage, or pilotage operation with further confirmation 5 hours before. 
     The ship owner/sea agent can contact the pilot on duty of the Azov Basin Branch by phone: +7 (863) 267-31-28 to learn the exact time and place of pilot embarkation/disembarkation to/from vessel. 

     When an Azov Basin Branch pilot arrives at a vessel to conduct pilotage in the Taganrog seaport, he presents a pilot certificate confirming his righ to perform pilotage of this type of vessel to the captain, and a pilot's bill, where the fact of pilotage and possible commentaries from the captain are recorded. The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage. 

     The pilotage service of the Azov Basin Branch Taganrog Department is not responsible for the delays and vessel idleness in the follosing cases: 
     - application for pilotage submitted not in due time;
