     1. General information 

     The FSUE “Rosmorport” Anadyr branch provides services connected with inport and outport pilotage to all vessels calling at seaports of Anadyr, Pevek and Providenia during the summer navigation. 
     The Anadyr branch Pilotage service employs 4 pilots: 3 high-grade pilots and one second-grade pilot. 
     The training of Anadyr branch pilots meets the requirements of Regulations for sea pilots of the Russian Federation. Branch pilots execute skill improvement and training in Marine State University named after G.I. Nevelskoy (Vladivostok) and the Caspian branch of Admiral Ushakov State Maritime Academy (Astrakhan).
     The Anadyr branch Pilot service has all necessary vessels and vehicles in its disposal for timely pilot delivery to vessels. 

     2. Information on pilotage areas 

     The seaport of Anadyr 

     The inport pilotage area is limited by the seaport of Anadyr water area set by the Government of the Russian Federation order dated 17.11.2010 № 2059-р
     Inport pilotage embarkation is implemented from berths № 10,12 and 13 of the seaport of Anadyr.
The outport pilotage area for vessels calling at the seaport of Anadyr is limited by a region № 173 situated in the Anadyrskiy Liman 8 cable’s length from the Nikolay Cape and by the seaport of Anadyr water area. 
     The outport pilotage spreads at 29 nautical miles. 
     Outport pilotage embarkation for vessels calling at the seaport of Anadyr is implemented in the area № 173. For vessel leaving the seaport of Anadyr pilots boards on berths № 10, 12 and 13. Pilot debarks in the area № 173. 

     The seaport of Pevek

      The inport pilotage area is limited by the seaport of Pevek water area. The boundaries of the seaport of Pevek water area are set by the Government of the Russian Federation order dated 18.10.2010 № 1801-р
     Inport pilotages embarkation is implemented from the berths of the seaport of Pevek.
The outport pilotage area is limited by a pilot reception point at the entrance range (Lat.=69º43,3'N and Long.=170º17,4'E) and by the seaport of Pevek water area boundaries. 
     Maximal outport pilotage extent is 7 nautical miles. 
     For vessels leaving the seaport of Pevek the pilot embarkation is implemented at the berths of the seaport of Pevek and the debarkation is implemented at the entrance ranges out of the seaport of Pevek water area. 

     The seaport of Providenia

      The inport pilotage area in the seaport of Providenia is limited by the seaport’s water area. According to the Compulsory resolutions on the seaport of Providenia as revised in 1993, the seaport’s water area includes the Komsomolskaya bay waters as far as the line connecting the Puzin cape and the Likhachov cape. 
     The pilotage embarkation is provided at the berths of the seaport of Providenia.
According to the Compulsory resolutions on the seaport of Providenia as revised in 1993, the outport pilotage area is limited by the “Slavyanka” sign beam in the Slavyanka bay and by the seaport’s water area. 
     The outport pilotage spreads at 5 nautical miles. 
     The outport pilotage embarkation is placed on the “Slavyanka” sign beam or in the Slavyanka bay, depending on the weather conditions. 
     The pilot embarkation on vessels leaving the port is implemented on the seaport’s berths. The debarkation is implemented on the “Slavyanka” sign beam or in the Slavyanka bay. 

     3. The pilotage services terms and conditions 

     The Anadyr branch provides pilotage services to vessels in the seaports of Anadyr, Pevek and Providenia in accordance with the requirements of Compulsory resolutions on the seaport of Anadyr dated 1989 (as amended and supplemented), Compulsory resolutions on the sea trade port of Pevek dated 1982 (as amended and supplemented) and Compulsory resolutions on the sea trade port of Providenia dated 1993 (as amended and supplemented)

     The pilotage services in the seaport of Anadyr terms and conditions 

     Outport and inport pilotage in the seaport of Anadyr is obligatory in accordance with the requirements of Compulsory resolutions on the seaport of Anadyr dated 1989 (as amended and supplemented)

     The Anadyr branch provides pilotage services to vessels calling at the seaport of Anadyr on the grounds of written requests of ship-owners/marine agents. 
     Pilotages are provided 24 hours, apart from the autumn-winter period, when, according to the seaport of Anadyr captain’s order, all steerings and operations must be executed during day-time only. 
     A pilotage request for vessels calling at the seaport of Anadyr is filed by a ship-owner/marine agent to the Anadyr branch by fax +7 (42722) 241-16 or by e-mail anadyr@rosmorport.chukotnet.ru 72–48 hours before the vessel’s approach to the pilot embarkation point. The filed request is registered in the Anadyr branch and is send to the seaport’s captain for his decision no later than 4 hours from the submission. The captain informs the Pilotage service of the branch on his decision. Captains of vessels calling at the port must also inform the seaport’s captain on the pilot embarkation time with obligatory information about the vessel draught and size. The information can be sent by e-mail seaadm@chukotnet.ru 48 and 24 before the embarkation or by UHF channel 16 (call sign “Anadyr Radio-5”), by MF/HF connection on the 2525 KHz frequency (call sign “Anadyr Radio”) to the inspector of the seaport supervision department of the FSE “Administration of the seaports of Chukotka” and to the JSC “Sea trade port of Anadyr” operator. 
     The pilotage request for a vessel leaving the port is filed orally to the Anadyr branch by phone: +7 (42722) 241-16 12 hours before the planned departure. After the concurrence of the request with the seaport`s captain the departure time and the start of pilotage is set. 
     Inport pilotage requests should be filed orally by the vessel’s captain to the state port control inspector of the FSE “Administration of the seaports of Chukotka” on the VHF channel 16 (call sign “Anadyr-Radio-5”) or to the JSC “Sea trade port of Anadyr” operator on the VHF channel 9 (call-sign “Anadyr-Radio-2”) no later than 2 hours before the operation. State port control inspector of the FSE “Administration of the seaports of Chukotka” informs the pilot on duty and notifies the port’s captain about the operation planned. 
     Captains of vessels calling at the seaport of Anadyr keep in touch with: 
       - state port control inspector of the FSE “Administration of the seaports of Chukotka” on the VHF channel 16 (call sign “Anadyr-Radio-5”); 
       - the JSC “Sea trade port of Anadyr” operator on the VHF channel 9 (call-sign “Anadyr-Radio-2”); 
       - tug boat with a pilot during the pilotage and mooring on the VHF channel 6 (call sign “Lotsman”). 

     The Anadyr branch pilot serving vessels calling at the seaport of Anadyr has the certificate confirming his right for the pilotage of the vessel and a pilot receipt where the fact of the pilotage and possible commentaries are put. The receipts, filled in and signed, are the grounds for the pilotage fare calculation. 

     The Anadyr branch is not responsible for the pilotage delay for the following reasons: 
       - if the vessel’s draught is more than 7,5 m; 
       - if the steering is impossible because of the difficult ice situation; 
       - if the vessel arrived to the embarkation point more than 2 hours late of stated time; 
       - if the leading steering, as it stands, in judgment of the vessel’s captain or the pilot, is impossible; 
       - if tugs or the mooring crew provide services to the vessel tardy; 
       - in the absence or discrepancy of the debarkation/embarkation point devices (discrepancy of drawbridges from the tug delivering the pilot or vice versa) to the labor protection and IMO requirements. 

     Revocation of the request or postponement of the operation must be executed no later than 2 hours of stated time. 
     In case of pilotage delay or its cancellation out of established time, the ship-owner reimburses for all the expenses connected with false call and pilot delivery. 

     The pilotage services in the seaport of Pevek terms and conditions 

     Inport pilotage in the seaport of Pevek water area is mandatory in accordance with Compulsory resolutions on the trade seaport of Pevek dated 1982 (as amended and supplemented). Outport pilotage is provided by the vessel captain’s/shipowner`s/marine agents` request. 
     Icebreakers navigating under the flag of the Russian Federation are exempted from the mandatory pilotage. 

     The Anadyr branch provides pilotage services in accordance with the requirements of the Compulsory resolutions on the trade seaport of Pevek dated 1982 (as amended and supplemented).
Pilotage services to vessels calling at the seaport of Pevek are provided 24 hours on the grounds of written requests of shipowners/marine agents. 
     A pilotage request for vessels calling at the seaport of Pevek is filed to the seaport’s captain by fax +7 (42737) 425-25 or by e-mail wolna@chukotnet.ru 72–48 hours before the vessel’s approach to the pilot embarkation point. The filed request is replicated to the seaport’s captain 4 hours before the approach to the pilot embarkation point on the UHF channel 16 (call sign “Pevek-radio-5”) and to the JSC “Badge of Honor” Sea Trade Port of Pevek on VHF channel 16 (call sign “Pevek-radio-2”).
The filed request is considered by the port’s captain and is brought to the notice of the pilot, sent to the seaport of Pevek by the Anadyr branch Pilotage service. 
     The inport pilotage request is filed orally to the captain of the seaport of Pevek by the UHF channel 16 (call sign “Pevek-radio-5”) or to the seaport of Pevek operator by VHF channel 16 (call sign “Pevek-radio-2”) no later than 2 hours before the beginning of the operation. The request is considered by the port’s captain and within an hour the decision is brought to the Anadyr Branch pilot’s notice. 
     The pilotage request for a vessel leaving the port is filed orally to the port’s captain by the UHF channel 16 (call sign “Pevek-radio-5”) or to the seaport of Pevek operator by VHF channel 16 (call sign “Pevek-radio-2”) two hours before the departure. After the concurrence of the request with the seaport’s captain the departure time and the start of pilotage is set and is brought to the Anadyr Branch pilot’s notice. 

     The Anadyr branch pilot serving vessels calling at the seaport of Pevek has the certificate confirming his right for the pilotage of the particular vessel and a pilot receipt where the fact of the pilotage and possible commentaries are put. The receipts, filled in and signed, are the grounds for the pilotage fare calculation. 

     The Anadyr branch is not responsible for the pilotage delay for the following reasons: 
       - if pilotage and mooring is impossible because of the weather conditions, when the speed of wind is more than 15m/s; 
       - if tugs or the mooring crew provide services to the vessel tardy; 
       - in the absence or discrepancy of the debarkation/embarkation point devices (discrepancy of drawbridges from the tug delivering the pilot or vice versa) to the labor protection and IMO requirements. 

     Revocation of the request or postponement of the operation must be executed no later than 2 hours of stated time. 
     The ship-owner reimburses for all the expenses connected with the pilotage delay for more than 1 hour. Every following hour is paid according to the established tariffs of pilotage fares and the Anadyr branch expenses of the operation of the vessel used to deliver the pilot on board the ship. 

     The pilotage services in the seaport of Providenia terms and conditions 

     In accordance with the requirements of Compulsory resolutions on the seaport of Providenia as revised in 1993, (outport and inport) pilotage service for vessels with gross tonnage more than 500 tons following deep into the Providenia bay or to the internal road of the seaport of Providenia is obligatory for all Russian and foreign vessels regardless of the entry purpose. 

     The following vessels are exempted from pilotage in the Providenia bay:
       - ships of Navy Fleet and coast security of Federal Security Service’s Frontier Service;
       - hydrographic vessels;
       - FESCO icebreakers.
     Pilotage in the seaport of Providenia is provided in accordance with the requirements of Compulsory resolutions on the seaport of Providenia as revised in 1993
     The Anadyr branch, on the grounds of shipowner`s/marine agent’s requests, implements round-o-clock steerings of vessels calling at the seaport of Providenia, apart from pilotage to berth № 5 and petroleum tank farm berth "Fakel", where steering and mooring is provided during daytime only and with visibility no less than 1,0 miles and the speed of wind no more than 11m/s and with a favorable forecast for the whole mooring period. 
     Vessels calling at the seaport of Providenia must file a written request to the Anadyr branch by fax (+7 (42722) 241-16) 72–48 hours before the vessel’s approach to the pilot embarkation point or by phone numbers of the Anadyr branch Providenia department head (+7 (42735) 220-44 or +7 (924) 669-24-83 (24h) or by fax to the seaport of Providenia captain (+7 (42735) 225-25) or by e-mail prvmorport@mail.ru. After the concurrence with the seaport’s captain the request is brought to the Providenia department pilot’s notice. 
     The inport pilotage request is filed orally to the Anadyr branch Providenia department head by the phone (+7 (42735) 220-44 or +7 (924) 669-24-83) or by the VHF channel 6 (call sign “Radio-6”). The department head conforms to the seaport’s captain and brings to the Providenia department pilot’s notice. 
     Pilotage requests for a vessel leaving the port is filed orally to the Anadyr branch Providenia department by VHF channels 16 (call sign “Prichal-21”) or by the department phone numbers (+7 (42735) 220-44 or +7 (924) 669-24-83) or to the seaport of Providenia captain by VHF channel 16 (call sign “Prichal-21”) or by phone (+7 (42735) 225-25) no later than 2 hours before the operation set. 

     Anadyr branch pilot serving vessels calling at the seaport of Providenia has the certificate confirming his right for the pilotage of this vessel and a pilot receipt where the fact of the pilotage and possible commentaries are put. The receipts, filled in and signed, are the grounds for the pilotage fare calculation. 

     The Anadyr branch is not responsible for the delay in pilotage for the following reasons: 
       - because of weather conditions when the speed of wind in the seaport of Providenia water area is more than 11 meters per second; 
       - in the absence of the mooring crew on the berth; 
       - in the absence or discrepancy of the debarkation/embarkation point devices (discrepancy of drawbridges from the tug delivering the pilot or vice versa) to the labor protection and IMO requirements. 

     Revocation of the request or postponement of the operation must be executed to later than 2 hours of stated time. 
     In case of pilotage delay or its cancellation out of established time, the ship-owner reimburses for all the expenses connected with false call and pilot delivery. 
     In case of vessel captain’s refusal to accept pilotage services or in case of unassisted entry to the seaport of Providenia water area, a fine equal to the double pilotage service cost is levied. 

     The Anadyr branch pilotage services provided in the seaports of Anadyr, Pevek and Providenia are charged by the pilot dues. The information about pilotage dues and their collection can be found in subsection “Anadyr branch Harbour Dues and Tariffs”.
